Jonglei assembly to prioritize taxation law

February 18, 2009 (BOR TOWN) – Jonglei State Legislative Assembly (JSLA) will open 2009 debates with enacting taxation law at front page to avoid dependence on lone source of income and effectively regulates local revenues collection, an official said here on Wednesday.
Jonglei Speaker Hon. Jodi Jonglei Boyoris, in an interview today Wednesday, said dependence on oil revenue posses a major threat to the four years Government of Southern Sudan (GoSS) and the ten Southern States.
“We should not depend on what comes from GoSS. It is good to focus on our own revenue collection,” he warned.
Hon. Boyoris’s remark comes at a time GoSS’ employees spend hours in offices without facilitation funds since January 1, 2009 leaving alone delayed monthly salaries. Southern Sudan’s oil share for this year is reportedly not released by Khartoum based government for unknown reasons. Revenues collected at borders have been quietly mismanaged by the officials analysts say are unqualified.
A 2005 peace accord, popularly known as the Comprehensive Peace Agreement (CPA), south and north Sudan shares oil revenue at 50-50%. South Sudan solely depends on the oil share markets by former enemy the – Khartoum government – prompting suspicion that the 50% sales receive all time is not at good faith.
Southern Sudan does not have experts monitoring barrels of oil produced daily – adding weight that falsified output volumes could be represented by National Congress Party’s dominated Sudan’s Government of National Unity (GoNU).
To avoid history repeating itself, the legislature said Jonglei Assembly will act swiftly. “Taxation laws must be enacted by the Assembly immediately,” he noted. Asked whether insecurity in the State could harm any legislation, Boyoris – an MP from Pibor Constituency whose men are accused of carrying out wide spread raiding and child abductions, said; “We should not stop because of insecurity. It is not something new to us. It has been there for long.”
After ending the recession, lengthened by delayed salary release, Jonglei Assembly will open with 2009 budget readings in which huge amount of money will be channeled to Counties to accelerate the “Take Towns to the People” program. Millions of Sudanese Pounds will be set aside for roads construction care in trying to reduce inaccessibility of remote Counties from Jonglei capital Bor Town.

Well done Jonglei State,I always want you to display something which is very fruitful to other states and Government of Southern Sudan particulary. We should not depend on what we don’t know where its come because we have no representatives in the Oil revenue sharing committee. Then, we need to start something to keep us moving whhile discussion going on.
My question is, where the Governor takes those Guys of Big Mouth? because the money will be collected and goes to their Big Mouth

Thanks you Hon Jodi ,well done It ‘s good move you can n’t relly yoursely on oil which cover by Khartom goverment with alot shirt.you know what they have had deley salars because they want to playing obstical game to created the ways of defeating you. one way ‘s to discourages your army and stop them from particpantion in southern Sudan.other one ‘s to create conflict between you in parilemant and publics dispute ‘ll come up because of this planning so be careful and let the constitution work with Khartom government .Also my advies to Government of Southern Sudan to open their eyes, we didn’t see anything new within this four years .you have to build yourself as strong governmentindeed Southern Sudan government has alot resourcs .God bless GOSS and Jonglei State Legislative Assembly

Hon. jodi enought is enought, by ennacting the law of taxation then you are giving out the development signal. Jonglie has alot of local revenues if utilize properly, they would cover the gaps of development deficit. it has been long time where people realize only on oil revenues. Goss grand will never satisfy the need of of our state. therefore be serious on that. Jodi, we wounder why you delay this impartant task. let your idea not be injected with toxic perception of insecurity. all commissioner are collecting revenues with out reporting any thing to state.
However, you need well educated individual who can properly manage the tax from state level upto the county level. let this position be not chosen by seniority alone but add revelant education.

Bravo Jonglei Assemlby, now you come to realization of your task. Jodi we wounder why you delay this tax laws upto now. the only small left over from Goss Can’t sustain the development of the county. by this move your are sending out the signal of development. more importantly this will also reduce the coruption from the lower level of the Government or county level. however take care in chosing the people who can manage this national task. those who could manage should have relevant qualification eventhough you are not more concern of staffing and recruitment you need to monitor it.let your precious ideas be not infected by the ideas of insecruity from the county. the insecruty is due to insefucient developmetn project for the youth.
