Jonglei MPs applaud Governor for improving security

February 23, 2009 (BOR TOWN) – Members of parliament (MPs) in the Jonglei State Legislative Assembly applauded the state government for improving security and taking steps to end corruption.

The statements from the chairpersons of Security and Administrations and Public Services committees come more than a year since Jonglei’s top leadership was changed amid worsening security reports.

“There is a slight change in security. There was stability in 2008 compared to 2007,” Hon. Peter Chol Wal, acting chairperson for security told Sudan Tribune on Monday.

Nevertheless, Wal noted that the security trend in 2009 has some anomalies: “There is no guarantee without disarmament,” he said.

“There is high level of insecurity this year as clashes between tribes continue,” affirmed Wal, noting that tension is currently high in Akobo County ahead of expected revenge from Pibor County citizens following raiding last week. Akobo citizens attacked Ling-Kongor in Pibor County last week; there was an unconfirmed number of cattle and children who were lost including lives, said the MP.

‘KHARTOUM IDEOLOGY’

Hon. Wal suspects that Akobo were responding to raiding in January-February by Pibor tribesmen, who struck Lou Nuer counties where up to 38 people were killed. Thousands of cattle were allegedly raided.

Asked what steps the Assembly has taken to address the situation, he said: “We are looking at the symptoms (killing and abduction), but the real problem is the arms in the hands of the people. I am arguing for the Government of Southern Sudan to disarm all the people; for the government will not enforce laws when people are armed.”

Asked whether those creating instability are purely criminals or have a peace-threatening motive, Wal said “most of them are former militia and of course have a tribal agenda.”

He described the aims of tribes causing instability in South Sudan as remnants of the “Khartoum ideology.”

Calling on his colleagues in the state assemblies to take responsibilities, he said “MPs can help. It is a responsibility of MPs to go down, talk to their people and stop raiding. I don’t know what the MPs from areas accused of sparking instability are doing?” he observed.

Asked whether Jonglei could trace the sources of ammunition, Wal said “there is a hand outside South Sudan.”

PUBLIC ADMINISTRATION

Jonglei State has taken new measures to review implementation of public service projects.

Referring to the expected release of a new grading policy for public works projects, Hon. Mathew Matiok Lem said Monday, “The government wanted to put grading to good orders. We are supporting [this] fight against corruption…. And there is change in Bor town compared to last years.”

Based on documents by the Public Services Department in Jonglei State, criteria for new development projects will be reviewed by the Assembly.

Lem, who chairs the Administration and Public Service Committee, also voiced appreciated for the steps taken by Governor Kuol Manyang to lay off many public administrators, what he called a “huge work force,” aiming at reducing ghost and double employment.

    Thank you very much Jonglei State MPs. The pay back of good thing man did is “thanksgiving”, we need to appreciate our State Governor, Kuol Manyang for his sincerity and don’t forget also you are included in whatever appreciations people give to Governor because without you, Governor cann’t succeed,be active members as you always do and never allow tribalism to drive you, by defending your own people when there is motion to be discussed in the Parliamnent.

    By keeping this spirit, we shall change the whhole Sudan.

    Kuol Manyang Juuk is wanted dead or alive for his killing by hunging the people of Southern Sudan during their wasted war of triblalism!!`he directly respossible for death of SPLA Soldiers, he will get fade one day!!
