Two lawmakers sworn into Lakes State Assembly

March 9, 2009 (RUMBEK) – Two new members took the oath on Monday in Lakes State Legislative Assembly in the presence of the acting speaker, Marik Nanga Marik, and Justice Daniel Deng Akoi, from the High Court of Appeal of Lakes State.

The members sworn in were affiliated with the United Democratic Salvation Front and the National Congress. They are Sarah Isaac Gumwel (UDSF) and Abdal-Gadir Mangok Mabok (NCP) who was appointed earlier by the Southern Sudan president, Salva Kiir Mayardit, on October 3, 2008, with another two of his party colleagues who took oath in 2008 as a part of an arrangement to break a political deadlock between the Lakes parliament and the executive.

In accordance with a decree issued by the region’s president, Mabok was supposed to replace Kothia Kedit Muortat last year, who nevertheless managed to maintain his position during the power struggle between the members of SPLM and NCP because he confused the parliament with a technicality, saying that the name in the decree issued by Kiir was not his actual name. Now with the procedure corrected, Abdal-Gadir has finally taken the post.

However, Hon. Gumwel was appointed by Southern Sudan President on January 24, 2009 with decree No.13 replacing outgoing Hon. Monica Yar Aru Bol.

Last November there was a dispute at one of the swearing-in ceremonies of three members of the National Congress Party. A group opposed to the then-speaker, Isaiah Alier Machinkok, contended that he was not eligible to preside over the ceremony.

Machinkok was removed in December when President Kiir asked him and his rival, Bullian Kot Beny, to resign from the parliament.

“The Lakes state parliaments remains powerless since the former speaker, Isaiah Alier Machinkok, was ousted in a coalition of executive with lawmakers in 2008; more lawmakers took medical leave and rest are gone by their own choice and they never returned back to parliament,” said a clerk.

    I believe there is no point of electing law makers in any government if there is no law to respected. Those of Lake are preoccupied with the work of doing nothing more then encouraging the tribal fighting within the state. They are wasting the budgets of Goss with huge salaries while staging the fight that disturbed the peace and progress in the state. Their accountability much be questioned if the Goss need that state to move forward as proposed.

    To make lives of the southern sudan citizens better and to go forward with the most wanted developments,I believe all southern states’ parliaments should be filled up with educated people. The lawmakers who have little education contribute nothing but create troubles to those they see making some changes. The less educated people feel insecure in their high positions they hold, and therefore can result to becoming more corruptive and aggressive to educated folks. How dare can some lawmakers leave without permission and others took personal vacations as a substitute for sickness which have no proof. Those AWOL activities are signs of incompetence to do what is required in the parliament. There is need to be more educated people in the parliaments to write bills or amendments and to keep the members of parliament engaged in debates.
