Crisis looms between NCP & SPLM over Sudan census outcome

April 6, 2009 (PARIS) – The Secretary General of the Sudan People’s liberation Movement (SPLM) said that “discrepancies” are behind the delay in releasing the fifth national census results, adding that previous census could be considered as basis to next year elections.

The fifth Sudan Population and Housing Census, a milestone in the implementation of the 2005 Comprehensive Peace Agreement (CPA) was conducted from 22nd to 30th April 2008. It was the first all inclusive census for people of southern Sudan since the country’s independence in January 1956.

In an interview with the Netherlands based radio Dabanga to be aired on Tuesday, Pagan Amum stated there is disagreement between northern and southern Sudan census commissions over the results of the census.

Pagan added “the result may be questionable and we do not know whether it would be valid ground for the upcoming general elections”.

“Probably without the census results we could rely on former statistics such as the 1956 census” he said.

The first Population Census was done by the British colonial power at the time during 1955-1956 and completed within a year and a half. It had made remarkable use of traditional administration (chiefs of the tribes).

The total population was 10.1 millions and adjusted to 10.3 millions.

The ruling SPLM which hesitantly accepted the start of census operation in the South, said in a position adopted with southern Sudanese political forces, that it may reject the outcome of fifth census due to the incomplete preparedness for the counting operations.

The southern Sudanese political forces also agreed that “In case of rejection of the census results, Southern Sudan shall maintain its present status – 1/3 of Sudan’s population until proper census is conducted”.

The most recent U.N. estimate for Sudan’s population is 37.8 million but the numbers are difficult to verify because of Sudan’s huge internal displacement and also tens of thousands of Sudanese who have fled fighting over the years to neighboring countries.

What a hell is the GOSS doing? we have our own sensus commision, why don’t they tell us the Southern Sudanese population? since they had done the same sensus in the South.
The GOSS is always blaming Khartoum for anything including a failure in its adminstration.

For sure, the census determines all for the CPA, but again it doesn’t have to cause a crisis; We ‘re already at first stage of sovereignty,so if there’s no interest in the khartuom government to release the census, then surely come 2011 we must know what should be done whether by crooks or hooks.

    Hi folks

In other development, a report from the ground[Pibor] confirmed that, Well armed group of organized forces comprised of SPLA soldiers, police, wildlife guards, fire brigates and the youth from Dinka Bor attacked Murle village of Kothchar April the 4Th killing unspecified number of people and wounded others, Kothchar is a village about 60 miles west of Pibor.

This is a second attack within a peroid of one month. The first attacked took place on 6th March 2009 at Likwangole 20 miles away north of Pibor. That attack was planned and organized by Nuer ploticians with knowledge of state authority whose plan is to wipe out the Murle tribe.

It is worth mentioning that, after the Comprehensive Peace agreement signed in 2005 between the Islamic government in north and SPLA in South,Denka and Nuer have used their tribal volume to rule and dictate their tribal culture on small tribes.

While the international community working to stop the genocite in Darfur by issuing warren arrest against those who have been involved, the government of south Sudan represented by these two tribes, continue to execute their plan against small tribes like Murle and Anyuak in Akobo.

It is unfair to always use national government to reach tribal interests. It is therefore, high time for UN and International community to review their financial support which is used for implementation of tribal ambitions such as purchasing of weapons which in turn are used against small tribes.

In tear, one is in wonders as when will southerners are going to learn how to accept the world of justice and democracy.

    God bless

The writer is a village around his kraal.
