Lakes state SPLM secretariat condemns three slayings

April 13, 2009 (RUMBEK) – The Lakes state secretariat of the ruling party in Southern Sudan’s government, the Sudan People Liberation Movement (SPLM) has condemned the recent killing of the SPLM assistant secretary for Rumbek North County and two foreigners in Rumbek Deng Nhial residential area.

The party called the extraordinary meeting in the aftermath of the violent incidents that left one Kenyan and one Tanzanian man dead. The slayings followed shortly after the murder of the SPLM official last Thursday, when his enraged kinsmen sought out and gunned down the two foreigners, suspecting them of being spies whom they blamed for the murder.

Stunned foreigners gathered to address the issue Sunday at Palm-tree Hotel. In the meeting, the chairman of the Kenya Welfare Association (KWA), Salfester Epeyon, called upon the Government of Lakes state to also carry out an investigation into the death of the late Kenyan man Mr. Amos who was killed last year by an unknown gunman in Rumbek nearby Canal Hotel.

According to Lakes State SPLM Secretary Samuel Mathiang, the secretariat convened an extraordinary meeting on Saturday in which it strongly condemned the killings. He affirmed that state secretariat passed five resolutions.

“We condemn the act made by some individuals in the name of National security by killing SPLM official,” said their first resolution, possibly making reference to the NISS spy agency whose involvement in the killing was suspected by the head of state law enforcement.

“We also condemn the blind retaliation made by the family of the late by killing two foreigners,” said the SPLM secretariat.

Next the party leaders decided that all the apprehended suspects from both sides should be kept in prison in Rumbek until the case is settled.

“The state Government must provide maximum protection to the foreigners,” noted the SPLM state leadership.

In its fifth resolution, the Lakes state SPLM sent its deep regrets and condolences to the families of the deceased.

Meanwhile, the Lakes state council of minister likewise issued a statement of five resolutions signed by Lt. Gen. Daniel Awet Akot.

The ministers’ resolutions closely mirrored those of the SPLM Secretariat, but added that “The security forces in the state must be reorganized and be effectively deployed in Rumbek town” to curb insecurity.

They also appointed a fact-finding committee headed by H.E. Abraham Makoi Bol, commissioner of Rumbek Central County. He is tasked with investigating the circumstances and assessing the losses and damages in the area of Deng Nhial.

However, the commissioners of Lakes state counties, together with commissioner of Lakes state police, director of national security, military police and other law enforcement agencies are also urged to take steps to implement the ministers’ resolutions.

    It’s not only protection for foreigner but including yourselves as authorities,lakes has becomes the lawless state according to my observation.The coward guy who bribe foreigner to killed somebody need to be investigate,those foreigner should not bring their criminality of east africa that they are after money to remote state of lakes.For the foreigner To murder indigenous person of an area is not easy is like death of being bite by wild dog,enough for all those fighting of communities stay away as a business men don’t involve to state affair or commit crime against the indigenous person of state.I hope not to repeat it self again

    Dear Julia Anok,

    It is not acceptable to point finger at someone due to the fact that Dinks alone are known of killing one another insteady you blame your fellow brothers.

    When will people of Lake State behave like civilise society? This is abig tusk to those Dinks who have gone to school to bring them up though some people are saying dead Dink is good one you can still bring change in that land.

    Wish you success while bring your brothers and sisters into the modern society.

    What a shame!

    WHY IS ALWAYS DEATH IN LAKES STATE?

    This is the whole failure of the state government. Killing a suspect doesn’t solve the problem but it made the investigation more invisible. There is NO rule of law in place, I think the relatives of the decease would not take the matter into their own hands. Killing is a matter for the police to find out what went wrong. A suspect is not kill, he or she can be question by the police therefore the police will present their findings or evident to the court.

    In that case, it is now upto the court to work out whether the accuse person is guilty or not. Nobody accept the court is the one who can handed down the verdict on the accuse. For the law, every suspect is presume not guilty until the findings is handed down.

    For such incidences to stop in Lakes state, everything else has to be separated. Army, Police, real LT Generals, who are the government ministers in state and the courts. There must be a clear indication, for who do what and when. No bureaucracy can interfer with other’s job.

    It is very sad to hear all these negative news about Lakes state always. I am very unhappy as a member of that community. We need to change for the better not for the worse. Good governance always brought peace and stability to the communities that it is governing.

    Have to watch out carefully ,it means more thing if those in the ruling party re being mundered in such forms ,such incident had happened 4 months ago ,when i was in Rumbek , the so called national security personal came and took some boys and the cass was not related to them ,they came back mistreated , any ways thy were from Mat-maroti party.
