UN to dispatches 120 personnel to Jonglei State

May 12, 2009 (KHARTOUM) – The UN mission in Sudan announced today the deployment of some 120 personal in the affected counties of Jonglei state where thousands are taking shelter after fleeing recent tribal confrontations.

UNMIS Regional Coordinator for Southern Sudan David Gressy paid a visit to Pibor and Akobo Counties in Jonglei state on April 29. After talks with the Governor Kuol Manyang Juuk, he told reporters that UNMIS would dispatch a number of personnel in order to help Counties and Jonglei authorities to stabilize the situation.

About 1,000 people died since Murle of Pibor and Lou-Nuer intensified raiding and counter-raid in January 2009.

The UN mission said on Wednesday that the 120 civilian and military personnel will be deployed to the affected counties of Akobo and Pibor as part of its mission to support Southern Sudan government in the implementation of the Comprehensive Peace Agreement (CPA).

In coordination with the state authorities, the international staff will assist to restore an effective dialogue between the warring communities to avoid further deterioration of the security situation. They also will address the root causes of the tribal conflicts.

To ensure civilians’ protection and facilitate monitoring the security situation in state, the dispatched UNMIS teams will provide technical and logistical assistance to Jonglei state.

The UN workers will also provide humanitarian assistance to the affected population in the state.

Malick Ceesay, UNMIS State coordinator, told reporters on Monday that UNMIS support to the state will persist. He said that mission had deployed military personnel to Pibor and another group would be dispatched to Akobo.

He further said that the UN military teams would be stationed there for four weeks to monitor the tense situation there

    TO UNMIS don’t wast your time!!

    the more you are doing that to Jongleians people the more they will increase violence so as to be getting free food.

    Even the Government itself is tired of the problem caused by the Dinkas what about you (UNMIS) don’t come and contracdicting or worsening the situation there. Leave the alone please.!!!

    It is a business, there is nothing like attack. Dinkas invite murle and nuer to buy their kids, lets not mix up instead of telling the truth. Those dinkas want to survive, not in a normal way but through selling their kids with foods. So this deployment of troops or Goss gangs will block them from surviving and this will result to death. Believe me, in Rumbek, they are just loitering infront of Equatorian shops look for pieces of biscuits and some other quantity of sugar drops. Take in mind that, your Kiir and yourselves will never achieve any single inch of development in your states and South if we continue to have your dinkas born man as our leader.

    Deploying a number of military personnel is not a solution to the rampant insecurity across the region of Southern Sudan.
    I think the best way to go about is for the Kiir government to disarm the armed civilians. People are quite aware that GOSS has not yet figured out alternative means of disarmament in order to get around forceful disarmament which is the likely solution to this pandemic. One may ask when they are going to figure that out while innocent lives are being lost daily. To me emergency parliamentary meetings would have been called to find solution since the first deadly tribal clashes which started right away after CPA if GOSS had any tiny illusion that it somehow would be held accountable by civilians for doing nothing.
    I reiterate that if they want to get those guns out of civilians’ hands they have to introduce detailed firearm Act in Juba parliament. A legislation which details all the conditions to who should be licensed to possess gun and appropriate penalties to those caught possessing illegal firearms.

    The successful introduction of firearms legislation will do away with the fear of ICC because any civilian killed by law enforcement personnel for refusing to give firearm is categorised under Act as a criminal putting lives of others at risk. ICC respects state sovereignty it cannot interfere with any sovereign state if the state is trying to maintain law and order in a legitimate means.

    With robust or well-equipped/resourced law enforcement agent this legislation can make a huge difference in curving the rising insecurity in the region. These guns can be collected if the GOSS works jointly with local chiefs by empowering them as legitimate government employees to liaise between the Government and the civilians. I am sure each chief knows who has gun and if they are employed by GOSS they can feel some sense of responsibility and accountability.

    These lunatics the so called dinkas will never come to their normal senses. these are animals and why is UN trying to send its personnel there?
    If the UN has veternary doctors that could have been the right banch to jonglei who can treat their madness. I urgue the UN not to do that because those who live in jonglei are animals and don’t deserve to be handled by the such personnel.
