Jonglei Governor relieves ministers, commissioners

June 1, 2009 (BOR) – Jonglei Governor Kuol Manyang Juuk announced a new State administrative structure today in Bor Town relieving ministers and four commissioners.
Four other huge positions, however, has been created.
The reshuffle takes effect following South Sudan President Salva Kiir Mayardit’s Sunday approval in Juba.
The relieved State Ministers are John Antipas Ayiei of Education and Bair Deng Biar of Agriculture. The duo won votes of no confidence in the State Assembly in 2008 following controversial payment of staffs. John Matien is the new State Minister for Education as Sudan African National Congress (SANU), a Southern Sudan opposition party, is yet to propose a colleague replacing Agriculture Minister in accordance to the power sharing as stipulated in Comprehensive Peace Agreement. Ministry of Parliamentary Affairs to be headed by Gabriel Gai Riem, former Commissioner of Headquarters, has been created alongside three advisory positions of Education, Gender and Environment.
Stephen Mach Malual is the new commissioner for the Headquarters. Former Education John Antipas will serve as Advisor on Environment as Susan Lith Aloung advice on Gender issues. Oguto Cham is the advisor on education.
Counties Commissioners relieved are: John Maluet of Fangak, Eng. James Yor Chol of Pigi — formerly called Khorfulus, John Joseph of Pochala, Brig. Doyak Chol Dol of Akobo.
The new commissioners are: Goi Jok to lead Akobo County, James Maluit for Fangak County and Maj. Gen. David Okwera for Pochala County. Pigi commissioner is yet to be nominated through community consultations, Gov. Kuol says.
The Governor hopes for the best performances from the new officers or they too, will be let go.
“Change is done to improve performances. I’m glad to the President of South Sudan 1st Lt Gen. Salva Kiir Mayardit that he has approved the recommendation,” he told a news conference at his office on Monday. “If they (new appointees) don’t perform well, they will be allowed to go,” Gov. Kuol responded when asked about his expectation from the new authorities.
IMPROVING INTELLECT
Gov. Kuol took office in December, 2007 and inherited a council of former Gov. Philip Thon Leek. Kuol, however, force leave many staffs citing huge work force. But creating new positions contradict his policy, something he strongly denied at the new conference today.
“We are improving intellect. We remove those who were idle,” he responded when asked about the increment in the ministries and advisors.

Well done Mr Governor Kuol Manyang Juuk we seen that your administrative structure indicated the much democrtice syetem ways.we do not have prominent positions within the SPLM/A .I really encourage the reshuffling as the ways people should learn how they work and also will showing justice and equality in our country.So Jonglei, Governor, ministers, commissioners have did the fanatic job last years , We really appreciated their work and appointees might continuing with Governor Kuol and God bless you.

I am wondering what Abraham Jok Ariing has acheived for him to retain his position as BOR COUNTY commissioner if the other commissioners were dismissed for being idle.
Commissioner Jok has been in the office since the inception of Jonglei government but he did nothing since. He is a commissioner of the rich county in state but upto now has build nothing even his office is NOT there. Where is the money from county revenue is going? A sincere reshaffling would NOT have left him in that office.

Mr Kuol your work is OK but you would have remove DIING Akol who localised himself as a commissioner of Kongor and not Twich East.
Diing is not carring for the people of TWICH EAST COUNTY,many people died because he lack concern for security matters as he was trying to make the road which is not passing in any town of twich east,simply he feel jealously of the development which will take place in the other payams.
