Salva Kiir withdraws a presidential decree on appointment

June 9, 2009 (JUBA) – President of the semi-autonomous Government of Southern Sudan (GoSS), Salva Kiir Mayardit, has issued a presidential decree reversing his earlier decree on the appointment of Longechuk county commissioner in Upper Nile state.

Kiir issued the decree on 8th June relieving the Comissioner of Longechuk County, Mr. Chambang Both Kach.

Mr. Chambang was appointed last week, replacing Mr. Stephen Pal, and his relief has come in just one week before he could take oath of office.

Members of Longechuk County in Juba have presented a petition to President Kiir explaining that the appointment of the new commissioner, whom they said was an Ethiopian, was done without consultations with the grass-root.

“The appointment of Mr. Chambang Both caught Longechuk Community worldwide by surprise. We wonder how your Excellency reached that conclusion- the appointment of an Ethiopian who has just started living in the Sudan last year for medical treatment. After he completed his medical treatment, his cousin, advised him not to return to Ethiopia , i.e., to look for a job in Juba ,” asserted the petition.

The petition accused Mr. Ezekiel Lol Gatkuoth, the Government of Southern Sudan’s Head of Mission in Washington, DC, among other few officials, of allegedly exercising nepotism in recommending the appointee to the President.
“We realized you made this decree because someone had deceived you. And that deceiver is Ezekiel Lol Gatkuoth, the Ethiopian serving as the GOSS Head of Mission in Washington D.C.,” asserted the county citizens.

The reasons they cited for disqualifying the new appointed commissioner include “1. He is an Ethiopian who has utilized the position of his cousin- the GOSS Head of Mission in Washington D.C., 2. The citizens of Longechuk County were not consulted, and 3. Mr. Chambang has no political or military capability to lead us.”

Neither new appointment, nor reinstatement of former commissioner before Mr. Chambang, has been decreed by the President to replace him.

    The government of South Sudan need to watch that language closely, Gajaak as community are close bordering Ethiopia, almost any Gajaak decent citizen must have seen Ethiopia, and all education they have are brought from Ethiopia.

    Any accussation based on being Ethiopian citizen is baseless. There are genuine Sudanese citizens still live in Gambella up to now, and they deserve to come and serve our people back home, it was not their interest to migrate to ethiopia, it could have been situation that made some sudanese settle in any close border. If such languages will develop in the Goss politics about, Longchuk, Jokow and maiwut, I hope it will not take GOSS time to face with problem in this particular counties.

    Those who complained as genuine Sudanese, where are they come from? they must be from the same place as Chambang came from, for that reason I disagree, they want to bring the problem to the Goss.

    I would only agree to the fact that they need to be inform of who can lead their community, points such as this man is in experience, yes such allegations make sense to hear than being alleged of Ethiopian origin

    The coach that had the ferequence subsitution maybe luck or misfortunate. you may be right to call him the president of the semi-autonomous Government of southern Sudan. but you are fool. Stephen is subsituted cause he was relax. what wrong with it.

    Kiir had done the expectation of the people of the area, but you should be wise to verify any accomplained made by the People. Many Nuer from that region are mixed with be Ethiopian, today they are Sudanese and tomorrow change to Ethiopian. but being Ethiopian to me is not a crime, without Ethiopian the CPA could have not being achieved but with their country help during the dark days when traitors and collaborators abandone the movement and fought a longside the enemy we remained with Ethiopian people. by Ngwerajak.

    What in God’s name does he think he is doing running the country?

    Dear Brothers,

    Thats great discision by the president it’s another good way to attract back our citizens to serve the country.it wouldn’t be good if we don’t employ our people who are out side the country we need our southerners to come back home and serve the nation as one citizens and one people.

    Tribalists,nepotism,sectarianism,corruptions,racisms or whatever u called it,it has just happened as such.What next? there some that thinks any country(Ethiopia,Uganda,Eriteria etc) who supports movement recently in watever ways they backed it should be employed in S.Sudan! Southerners are not an AXE so they must enjoy what they have fought for but not those who were supporting us,this is mount to been a puppet otherwise if such policies are not change.Man is paid for what he had sweat for.Therefore people of Upper Nile State must be given their full rights to choose whoever they wants to serve them but not automise by GOSS,without the support of locals government cant be called government.Abusing journalist or categorise them to a certain point is unfair so watch out if news become against your interest dear colleagues and let others do.May God Bless COME UPON U!
