50% of Sudan constituencies allotted to six northern states

June 12, 2009 (KHARTOUM) – The National Electoral Commission (NEC) allotted today 50% of the seats in the federal parliament to six northern states based on the results of the fifth national census.

Six states, namely Khartoum, Al-Jazeera, South Darfur, North Kordofan, North Darfur and Kassala won 225 seats, accounting for 50% of total seats in the National Assembly.

The other 19 states shared the remaining 225 seats. While the total of seats allocated to the ten States of Southern Sudan reached 96 seats, 21.3% of total seats of the National Assembly.

A decision issued by the NEC chairman Abel Alier, shows that the seats of the National Assembly, 450 seats (constituencies) are allotted as follows: Khartoum 60 seats, South Darfur 47, Al-Jazeera 41, North Kordofan 33, North Darfur 24, Kassala 20, White Nile 20, South Kordofan 17, Red Sea 16, Gedaref 15, Sennar 15, West Darfur 15, Jonglei 15, River Nile 13, Central Equatoria 13, Upper Nile 12, Warap 12, Blue Nile 10, Eastern Equatoria 10, Northern 8, 8, Lakes 8, western Equatoria 7, Western Bahr El Ghazal 4.

The elections law voted last July by the parliament establishes a mixed electoral system. 60 per cent of the 450 MPs will be chosen through the majority elect in their geographical constituencies. It also guarantees 15% of the MPs elected through proportional representation and 25% of the parliamentary seats to women who also will be elected through the proportional representation.

The election law sets a 4 percent minimum vote needed for any party to enter parliament through the proportional representation and requires for candidates at presidential elections to get at least 200 endorsements from 18 of Sudan’s 25 states.

    Shame on this census results and shame on the whole NEC for forwading fake results of census. Who said south sudan population is smaller than that of Darfur or even of Khartuom. There should be no need to stand for election if all this seats are alotted to NCP because all the the politicians in the parliament belongs or served NCP interest. Shame on the whole sudan coz all yah are bunch of blood suckers. shame on southerners who served the interest of NCP coz of their own stomach. shame on yah!!!!!!!!!!!!!

    Who can say No now? It is announced and finished. This is adding more to our understandings.
    Remain Wealth and constitutional post Shares which for sure will be as exactly as shares of seats in National Parliament. 50% for Northern six States. This is a sign even for presidential Election which is from now 100% NCP past already.

    Argh! politically savvy individuals would have seen that this is already a disenfranchisement of the Southern Sudan that it should have such low representation under the pretext of less numbers. NCP has already won the first half of the political game so SPLM need to do more to counter this political daylight robbery.

    There is no ground for argument here if the presidency including Salva already ratified the results as valid.

    Our people in the marginalized areas have been struggling for so long to decentralize the system of governing in the country, the conflicts in Southern Sudan, Blue Nile, South Kordofan, Eastern Sudan and Darfur Region are the refliction of total rejection of the center-dominated govenment in its all form. The Khartoum’s regime played with the fifth national census for more than nine months to centralized again the hard earned policial and economic rights of the marginalized people, with out shame, the NCP violated the power and wealth sharing provisions of the CPA, the National Interim Constitution as well as the spirit of the signed agreements. Again, this well designed census fraud is intended to control the mechanisms of the decision making in the country,especially the Presidency and the Federal Parliment, so the ruling minority in Khartoum can continue with its marginalization policies for years to come in a time many communitins, towns and states in the country cry for more economic development and political participation, the census allocated 50% of national wealth and political power to the centre based on false and inaccurate census, shame on them. The SPLM party must stand firm in its opposition to the census or history will repeate itself.
