S. Sudan and US development arm sign understanding for $203m fund

June 15, 2009 (JUBA) – Officials from the governments of semi-autonomous Southern Sudan and the United States came together Monday to pen a Memorandum of Understanding on US$203 million in funding.

General_Oyai_Deng_Ajak_agrees_to_the_MOU_with_USAID_official_Earl_Gast_June_15_2009.jpgThe funds are part of an overall Regional Assistance Grant Agreement signed between USA and GOSS in September 2008.

In signing the agreement, the south Sudanese officials acknowledged US support in several development sectors: sustainable livelihoods, healthcare including HIV/AIDs and malaria treatment and prevention, expanded access to education through interactive radio and gender equality scholarships and other programs, governance, and elections preparations.

The event, held at Home and Away Business Center in Juba, was led by Government of Southern Sudan Minister of Regional Cooperation General Oyai Deng Ajak, and Earl Gast, Acting Deputy Administrator for the Bureau for Africa of the US Agency for International Development (USAID).

Also present were the USAID Mission Director in Sudan, William Hammink; the USAID Director of Sudan Programs, Bradley Wallach, who travelled from Washington; and the Acting Consul General of the US Consulate in Juba, Erin Tariot.

Minister Ajak had just arrived yesterday from a one week stay in South Africa to meet with ANC leadership in Johannesburg.

Among the attendees for the Government of Southern Sudan were: Minister for Presidential Affairs Luka Biong Deng, GOSS Minister of Commerce and Industry Barnaba Marial Benjamin, Minister of Agriculture and Forestry Samson Kwaje, Minister of Energy and Mining John Luk Jok, Minister of Animal Resources and Fisheries Festo Kumba, Minister of Water Resources and Irrigation Joseph Duer Joakok, Under-Secretary Ministry of Regional Cooperation Cirino Hiteng Ofuho, Under-Secretary Ministry of Roads and Transport Daniel Wani, and Director General of Roads and Bridges Jacob Marial.

    Mr. Regional Cooperation, you should be very careful in handling this money, don’t be like others who are running after such a huge amount to deposit in their stomach account so try at least to show a good example to others by this time.

    $203m donated by the US government is a huge money and much welcome for the development of the south,but the remaining question is,how is this funds going to be used by the individuals who are assigned to allocate it is a bit doubting and daunting to us the must concerned citizen who are always facing the brunt of corruption.
    As citizens of this beloved country,south Sudan,should be responsible,talk and disclose it to the public which ever means and the danger it pose on us.

    GOSS should stop buying expensive cars,paying accomodation for its officials who abundant to live in the affortable houses for less for such a nescent and struggling government,lavish and unnecessary travel expenses from this money and should be used for developmental projects,like clean drinking water, roads,sanitation and electricity which brings huge income tax revenue for the government to generate businesses,why should we sleep in darkness while God has given us enough uranium and copper

    Mr Oyai a divorced wife learn from her previous mistakes should she remarry another man again,please take good charge of this money for the seek of your future political reputation and our country

    how will you miss use the SPLA funds with Mr mouth and you are not yet rich up to now, please learn the politics background of the country whereby you can develop the whole Southern Sudan.

    Rethink back the aim of SPLA/SPLM

    Bravo and Gen.Kir was so wise enought to put you there because you were the same person who suffered trying to bring end to revelluose way of diong things in to Professional Army which ofcourse you did. Lt.Gen. James Hoth has always been at the scense and that President puts him right in to that positision. SPLA/M have had already got civilized in the bush bfore we have come in to these mes with Arabs. wish you good continuetion and I personally believes we shall make it to the last corner stone.

    Folks, i know $203(mil) is a large sum of money and can really impact positively on the development of our nation.

    I sense a lot of mistrust from most comments, regarding the way how Hon. Oyai Deng is gonna handle the “Benjamins/Dead presidents” in implementing the funds, but should we not wait untill proven otherwise
