Sudan says open to international monitoring of elections

June 17, 2009 (KHARTOUM) — The Sudanese electoral commission said that it will allow international monitors of the upcoming 2010 elections.

Sudan_elections.jpgAbel Alier head of the body responsible for administering the elections process said that ensuring the fairness and integrity of the process one of the main goals of the commission.

Alier was addressing a conference in Khartoum that brought together heads of the electoral subcommittees and 155 senior officers in the regional commissions.

He told the participants that the elections process will be based on the Comprehensive Peace Agreement (CPA), the 2005 Constitution and the 2008 national elections law as well as the procedures and rules developed by experts and approved by the commission.

The Sudanese will elect a national president, and a president for the semi-autonomous government in southern Sudan, the federal parliament and south Sudan assembly. The elections also include the states assemblies and governors.

Initially the presidential and parliamentary elections on national and state levels were supposed to be held before July 2009. But, Sudan electoral board decided to delay elections to February 2010, a decision justified by the needed preparations and some achievement of some crucial outstanding issues.

Alier expressed gratitude to the role played by the representative from the Office of Evaluation and assessment Dirbek Belembi, Laurie Kennedy head of electoral assistance at the United Nations Mission in Sudan (UNMIS) and Ashraf Qazi, Special Representative of the Secretary-General of the United Nations in Sudan and the Ambassador of Italy.

“We look forward to provide a useful working papers from experts in this conference to achieve the desired benefit,” he said.

The deputy head of the commission Abdullah Ahmed said that the elections is a political and technical process on different levels that aim at establishing a democratic system that takes diversity into consideration.

Ahmed added that the board welcomes the principles of international monitoring to the regional and local elections so they can be a judge of the fairness, transparency and integrity of the process. However he stressed that only Sudan has authority over the elections.

Furthermore he said that the commission is working on establishing a media center and upgrading the performance of journalists adding that they are open to any assistance they can receive from abroad.

The CPA signed in January 9, 2005 was supposed to lead the country to the first free democratic elections still faces many hindrances and delays since the death of John Garang who was supposed to be its principal actor.

The outcome of the fifth census is now rejected by the SPLM which request a political agreement over the issue but the dominant National Congress Party (NCP) says that the southern Sudan ruling party has to accept the internationally monitored results.

Besides, the security law and Abyei issue, the North-South border still not defined. Boundaries delineation on paper could be done by September and on-the-ground demarcation by December.

Also the Darfur conflict that erupted since six years ago does not seem of a major concern for the SPLM which focuses its efforts in the 2011 referendum. However, many unresolved questions are raised over the participation of the displaced and the refugees in eastern Chad.

    To me this is an approach of rigging the elections. The words expressed by mr.old man as assurances are good indicators of stealing votes.
    We in South Sudan lets not think about this elections because we already know the winner in the earlier stage. We need to focus on the referendum only and if there is any monkey tricks involved that’s when we all have to go back to our old style.
    Long live the upcoming Republic of South Sudan.

    Well done Abel Alier,you have to be very keen enough otherwise this is the last kick of dying horse.If you make any slight mistake then we shall go back to.Anyway let’s wait for 2011.To my dear brothers in the army,a blind man does not forget his walking stick.Get it very clearly and to my dear leaders wherever they are,a well digger is not deny water.We shall take rest in 2012 but now we are still up side down.Critic from Bor

    What an advance justification of rigging the election. Any way it is good that a Dinka is the one being purchased and not any other community. Dinkas have blown their chance and they should not blame other for the outcomes of the election.

    The election have been rigged and Omer Beshir have won the election with a 65% caste vote and Salva Kiir has endorsed the result and he remained the President of GoSS and First Vice President of Southern Sudan and the Dinka hegemony and looting of GoSS covers continued.

    Therefore, guys let us forget about the elections and let us work hard to educated the good listeners naked Dinkas to vote during the referendum and separate from the Arabs.

    This transition to democracy based on the population census result is stake against SPLM and southerners as whole. SPLM leadership will not win the national election because they supporters are few, out numbered and mainly concentrated in southern sudan and perhaps few in Nuba mt,Ingessana, and southern BlueNile State. But these states are flexible and like arabs in the far north or west cannot be trusted. It seems NCP has calculated well that democratically SPLM will not take over the entire country, not with the numbers on the Sudan’s ground from Nimule to Halfa. Now the bigger question is off-course Referendum, if for some reason that coming referendum is postpond or rigged, I will let u be the judge to find out what will happen next.

    To criticngueny,

    I just want to let you know that Mr. Famous Big Logic has no link with Khartoum Government. He is a Lokoya boy from East Equatoria who went to Uganda when he was young. This guy couldn’t even speak Arabic Juba.

    He doesn’t know much about Southern Sudan that why he always confused to differentiate Dinka, Nuer, Bor, Murle, Jonglei state and when ever he get those names like Deng, Machar, Akot, AKol, Chol etc.And those similar names of Nilotic tribes, he assumed that they are Dinka’s names although he went to Canada in 2002.

    So what we have to do is to pray God to change his mind so that he can behaves like human beings otherwise he will lower our dignity as Sudanese as you always read his barbaric comments on world website.

    His behaviours are not surprise to me morever he has no father who can give him advices how to talks in the public.

    I don’t know his culture although they kept chicken and goats no cattle, unlike Dinka, Nuer, Murle whose their boys and girls are trained from childhood to adulthood how to respects elderly persons and being careful about their family reputations.

    Dear Beloved one in Sudan,
    I fully agree with Mr. Critic from Bor. Its the Khartoum policy that Mr.logic Boy is imposing to the entire south Sudan.

    Last time i do comment on his ERM which is out of any Equatorains plan. He is one of the Khartoum Regime Spy which their evil crime which they wanted to implement. People like Mr.Logic Boy should be undermining when so ever he used to post.
    I would like drew your attention on one of occasion took place recently held in Wau Town on the “Governor’s conferences” i quoted what His Excellency the 2nd Vice President Mr.Ali Taha, say the “NCP will offer internet training to our youth and give them Laptops and internet assess to comment on politics again Ocampo”

    The reality is that he means GOSS ; because for him he though after signing the CPA and shortly follow by the death of our Hero Dr. John Gareng, the SPLM/A vision will get lose but for his surprise now the Vision is more stronger enough to achieve the South Sudan Referendum 2011.

    Therefore people like Mr. Logic Boy and Ex. SPLM/A Comrade. Dr. Lam Acol, are the mine evil planner of the entire Southern community.

    Shame on them, long live South Sudan Vision.

    Mr Emmanuel Adol, you are nothing but a dol as your name state. We shall stop the Dinka from looting and I bet you just wait after the referrendum. I don’t know which country will you take refuge since Uganda and Kenya hate you too because of your uncivilised behaviour. You will have no place to hide because neither the Nuer, Equatorians and even Nubian will bother to rescue you ass hole. Lagu is never bought after all he fought the Anyanya and handed over the government to Abel Alier, your Dinka.
