Southern Sudan legislators reject 2008 census results

July 2, 2009 (JUBA) – South Sudan lawmakers rejected on Wednesday the results of the fifth population and housing census which put the number of southerners at 8,260, 490.
According to the census results announced on May 21, the total of Sudan’s population is 39,154,490. The southerners constitute 21 percent of the national population. Also, some 520,000 southerners are living in northern Sudan.
Mr. Isaiah Chol Aruai, the Commissioner of South Sudan Centre for Statistics and Evaluation (SSCCSE) briefed the Southern Sudan Legislative Assembly on the details of the census in the semi-autonomous region which includes 4,287,500 Male and 3,973,190 Female.
The commissioner told the legislators that the omission of ethnicity and religion in the form had been raised before printing of the forms but after four days the presidency changed its position and accepted its exclusion.
He further told lawmakers that the age of 4,213,041 of the counted population in the South starts from 17 and above. That means the other half of Southerners population are under 17 years.
Sudan conducted its fifth Population and Housing Census, a milestone in the implementation of the 2005 Comprehensive Peace Agreement (CPA), from April 22 to May 6, 2008. It was the first all-inclusive census for people of southern Sudan since Sudan became independent in January 1956.
The conduct of the census-taking had been hindered by many problems in southern Sudan and South Kordofan. Moreover, political forces and rebels in Darfur called on the government to postpone it until the settlement of the armed conflict in western Sudan.
The number of Southerners in the northern Sudan is one of litigious points between southern Sudan and the central census body. Juba complained that the numbers of Southerners in the North turned out less than expected. Also it expressed surprise regarding the increase in the population of Darfur since the 1993 census.
Dr. Luka Tobekana Monoja, chairman of southern Sudan census committee and minister of cabinet affairs stated that national central bureau statistic declined to give GOSS their raw material data including number of enumeration who were involved.
More than half a dozen legislators spoken in favor of rejecting the census results and it was agreed that a committee should be formed to formally outline the reasons behind this decision.
Some SPLM legislators expressed skepticism about the willingness of the NCP to implement the CPA.
Martin Taco Moy urged his peers to unilaterally announce the independence of South Sudan state even before the 2011 referendum.
Moy said that the talk about making unity attractive “is a waste of time”. His position was received with long around of applause.
However the parliament speaker James Wani urged the members to show restraint reminding them of the need to observe the CPA terms of reference.

This is so silly, before the census even when ahead, the GOSS agreed to all the indicators included in the census and what’s even worse is that it was carried out by Southerners under the supervision of international monitors. This is a serious cynical ploy the SPLM to disrupt the CPA and call on unnecessary and unjustified criticism on Khartoum. The fact that they’re backing out now indicates two things, 1) is that they’re insecure about their election prospects, 2) When the NCP win the election they want the international community to raise doubt the legitimacy of the results.
I call on the people of South Sudan to reject such an attempt by the SPLM and finally tell them to put up or shut up.

We kill ourselves so what is the point of rejecting the result. This is crazy, there is no another reason for under population of South, it is only madness of dinkas killing people including foreigners. Junglese and their bloody junglese GOSS has damaged the image of South and its government, and this will be the reason for South to loss the general election, South will NEVER win under this Kiir of dinkas. To me I accept the result whether 1000 people, it not somewhere else we are the killers and sadists who hurt ourselves, not us in general but particular tribe of Mr savage Kiir. Dinkas with their dirty mind are the problems behind the population of South. And there is no point of recounting again it is waste of money and time. Lets get on the next step with what we have.

South Sudan Legislators should focus on South-North boarder demarcation, security situation in the south, army, security and police powers, gender equity, education and health Acts.
Sensus should not be used to armed a weakening NIF regime as it was done in the very nose of these ligslators. Northern Sudanese are going to vote for separation of the north should general elections scheduled to next year take place as everyone already started to doubt whether they can be conducted or not.
There is no need to declare Independence of South Sudan in Parliament as that will give NIF genuine reasons to justify its military invasion by saying SPLM has violeted the CPA by allowing its members in the parilament to declare independenc instead of people deciding that through referendum as stated in the CPA.
There is no need to hurry too; because everything will be clear should next year elections take place. I t will be rigged, Old Sudan forces could declare themselves winners and southern Sudanese will declare winners of their independence in 10 months time through free and fair referendum ballot box.
There is no need to panic, even if the NIF use its rigged sensus for power and wealth sharing. Looting South Sudan’s resources and taxes by northern elites has never been known when should it come to an end like it is just 18 months from now should northerners vote for separation.
Abyei, Insecurity and NIF involvement, Border demarcation, Assasination perpetrated by NIF can lead to a serious confrontation with NIF regime if NIF intention of signing CPA was a retreat in order to rest and get more weapons.

Facts!
The Southerners claim on census results has no significant ground. Everybody knew that the census would not be fair without indicating ethnicity, region and county but Mr. Kiir was manipulated in the presidency office and accepted the text and he even vetoed the council of ministers decision on opposing the text.
Besides, the census was carried out by Southerners in Southern States, if it was not done in manner that could have been favored South Sudanese, it make no sense to point figures on NCP.
SPLM has terribly failed in governing the GOSS that is why it always raises illegitimate arguments against NCP. Mr. Martin Taco raised a very very good point and I support declaring Southern Independent before GOSS collapses.

Now they are cheating the world about the number of people who live in the country.The people of South Sudan must now get ready to declare an independent State of South Sudan. Just because of their gray hairs they were there unable even to spell Arabic word. worming chairs and chewing (eating) Nice food with these names applied to them, Sultan, siyadtak etc while happily swallowing dodging food. Right time for right things/actions.
This is the right time to reject census as every body have a evident of not being counted people like me.
Those who are huingery to support this figure must think wisely.
Look at 21% and they wealth sharing table in CPA if you are reasoning no body should accept this fake figures for census. And do you still expect what will happen as their(Arab) next plan for us (Southerners)???
