Jonglei reshuffles cabinet after corruption complains

July 4, 2009 (BOR TOWN) – Jonglei Governor Kuol Manyang Juuk has ousted seven (7) members of his government without new assignment in a surprising change coming barely a month after two ministers and commissioners were relieved.

State minister for land and physical infrastructure and commissioners of 4 counties including Bor Commissioner Abraham Jok Ariing are sacked to complete the reshuffle, Deputy Governor Hussein Mar Nyuot told the Sudan Tribune by phone from Juba today Saturday July 4.

Eng. John Amuor Kuol — the former State minister for land is replaced by Deng Alier Mading, while Maker Lual Kuol has been appointed as Commissioner for Bor County.
In Uror, SPLM Secretary Tut Chuk replaces the then Party chairman and Commissioner Gatluak Reth.

William Kuol Chol, Commissioner of Nyirol hands over County’s powers to Chuol Dieu. Also Canal/or Pigi County – formerly called Krorfulus County, has been concerned by the political reorganization but Deputy Gov. Mar says he cannot confirm the names at the press time.

John Antipas Ayiei, the former minister of Education and recently appointed as Governor’s Advisor for Health and Environment has also been relieved.

The ministerial reshuffle was blessed on Friday by South Sudan President Salva Kiir Mayardit and hence, taking effect thereafter the announcement. But the former Bor commissioner Abraham Jok Ariing defied his relieve and paid a short visit to his office on Saturday where he moved away with a handful of materials. Asked to react to move, Deputy Gov. Mar said it’s “unusual.”

“When you are changed, you remain at your home. And if there are some private documents in the office – which is unusual, your secretary can collect them,” he further said.

None of the relieved government officials take a new position in Jonglei. The outgoing commissioners are said to be redeployed in the army with new ranks but Deputy Gov. Mar Nyuot was short to disclose his colleagues in civil joining the military saying: “I don’t have those details but civil and army are serving the interest of our State.”

Governor Kuol Manyang Juuk – currently outside the State on an official visit to the United States, took office in December 2007 from Philip Thon Leek, the federal Minister of transport, roads and bridges but initially reluctant to reshuffling citing examining competence among his council.

At the time, Gov. Kuol told the State Assembly that he “never came to reshuffle the council” but every minister has a challenge to secure his/her position. Commissioners are also considered as part of the council of ministers in Jonglei State.

Addressing a public rally on Saturday June 20 before leaving for the U.S, Gov. Kuol allowed questions from audience for expression of grievances where corruption complains dominated the questionnaire. In one case, the outgoing land Minister John Amuor Kuol was accused of allotting plot number 109, third class twice. Called by the Governor to explain the circumstances, Mr. Amuor admitted wrongdoing and the issue was labeled as part of corruption.

The controversial Land allotment in Bor Town has been of public concern. It has being alleged by the public that rich and influential figures in the State are favored while issuing out plots. The division of residential plots into first, second and third classes was also seen as categorizing people into the respective sections – something unacceptable in the Southern Sudan that had struggled for human equality.

As for commissioners, Abraham Jok Ariing had been expected to be removed in the first reshuffling but served by an influential Bor citizen in Juba. In a letter obtained by the Sudan Tribune, the in-coming Commissioner Maker Lual complained that his appointment was tampered with. But the final decision is endorsed by the GoSS President.

As news spread to many parts of Jonglei Capital Bor Town, many residents acknowledged that change finally made. Deputy Gov. Hussein Mar Nyuot also said the change is now ultimate.

“It was a partial reshuffle,” he said referring to the dismissal of former Education and Agriculture ministers earlier June, 2009. Echoing Gov. Kuol’s statement at the first reshuffling, Mar says the change is done to improve performances but steadily.

“Government cannot be changed in one day. It’s a gradual process,” he added. Asked what he expects from the new appointees, Mar says security is number one and then development comes.

Now where are those idiots who sang of WES on the other day before? I find it hard to advice you my fellow junglese (monkeys) it is like talking to a dog who has no vision nor imagination. Yesterday you point your fingers to my lovely WES people for nothing even some lives of 2 WES people are at risk been accused for no reason only advantage of gaining leadership, but today your madness brought every single evil culture of yours into the media. No mattar how much your target the Equatorian people, but one day at a single time there will a memorable history in South by dinkas/junglese. Jokes for day and be prepared for tomorrow. If there is vote between dinkas and dog i go for dogs, in facts dogs are doing 99% of great job in Equatoria, they guide Equatorian properties at night from you my fellow community of thivies and criminals. I can’t blame you but the arabs who tought you this barbaric spirit during your slavery time. Anyway go on removing those corruptees and prove that you can governer your states.

    The so called Dinkas were singing two days back that WES are the thievies and now what is happening in BOR?

    Added on that, Dinka Bor are problematic and backward State in South Sudan. They can easily forget otherwise they should remember what happen to them in the year 1992.Soon than later those Dinkas who said Equatoria is the Heaven on the earth for them to survivor will one day drink blood as Logic said, that will be hostorical day.

    When will Dinkas stopped their behavious of stealing money and too much love for food and women and am sure by now all the big people in SPLM are HIV+.

    You better see a doctor as soon as possible.I am very much sure about that both of you are mad but you do not know that you are.Who are you to talk against the well known community in Africa as well as the whole World at large.

    Bear in mind that Dinka community is not a donkey on which anybody is free to take a joy ride as I told you two week ago.We know why we fought that was to restore the right and dignity of the Southerners.

    Therefore, if you have nothing to say you better keep mum,instead of beating around the bushes.This website is for the real citizens but not for those who are running after money.

    By the way I would like to know which town was captured by those Equatorians who claim alway about land in Juba? What I know so far the answer to my question will be a big No with capital ‘N’definitely.

    If you want Equatorians to be your best friends for ever and ever;then you have to give them bows and arrows for hunting rats or (parabuth).That is the only thing they like most.

    Anyway,it is good for Bor county to have a new commissioner but why is it so? I have so many questions to ask.

    I just want to acknowledge and appreciate the change made by the Governor Kuol Manyang Juuk in Bor County and to Congratulate Maker Lual Kuol on his new position as a commissioner of Bor county. I am sure we will see some positive changes in the lives of desperate Bor community. Maker is a great man with capabilities of managing the county more effectively than the previous commissioner. He is a man with principles and has zero intolerance to corruption. He is a leader not a follower and with the support of the Jonglie Government and Bor community, Maker will use his initiatives to create positive, educational, developmental environment for those living in Bor county. In particular, people from different counties reside in Bor town the capital of Bor county and the Jonglie state and Maker is the best manager for this diverse groups. I wish Maker a successful future in his new role.

    well done in reshuffling but one thing is not clear as quoted by media. your office in your person seem to be saying that former Khorfulus county whose name was changed to PIEGI (canal) county is not clearly stated as per the correct name if what the media has quoted was right. people in your capacity as the acting governor should be the first to correct the mindset of the civilians of any political move which taken place in your state Mr acting governor. how comes that you refused to tell the true name to media ? are you trying to tell us that the name is so confusing or what are you trying to telll us here?
    or in otherword are you trying to tell us that you were not informed about the political changes that has taken place in that particular county or u want to tell us that the former name should have not been changed? are you telling us that you don’t have the Agreement paper in your esteem office?. i didn’t expect this from you Mr deputy cuz you are the polical and policy maker of the state . you were in the conference in which the name was changed , yet you don’t know the correct name. this can be termed as tragedy if really you have spoken to media of not knowing what happening in some parts of your state. please findout and tell the people the correct name plus th name of the commissioner of that county cuz you told the name of the rest except this county.
    i hope i have not touch your central feeling of anger but am just reminding you of the issue here cuz it sound odd from you to tell the media that u don’t know the correct name.

    First, I will give one advice to Phillip Thon Aleu because always believe in his articles but today I really regret why I used to do so. Dear Phillip for you as a Journalist you should be sensitive to what word you release to the public, not just pop things you like to the website. the incident of Kuol Manyang rally in Bor was not far from the cacoon, political naive/lack of political experience, babaric and milicious behavious. his rally was nothing but just to waste time for the civilians who don’t know what they are doing.why didn’t you report the issue of Kuol by the time he confessed in the church the Bor Diocess cathedral asking to be forgiven because of the 200*200Metres land which he and Nyankotthe wife looted along Makuach road.Phillip don’t be viased, report things accurately, otherwise you are misleading the nation and the people in the diaspora.you have misinterprated the Kuol rally wrongly, why not mentioning Chol Gai Arouyour uncle and many others.

    On the side on Eng.John Amuor Kuol Ageer,lets me say fisrt thank you very much Beny-Maandith, you have done a very excellent job in Bor, but because your are working with blind people like Kuol Manyang whose mind is full of Dictatorship with the childish thinking of gurilla he cann’t appreciate it. look dear readers, the land allotment committee in Bor was forcefully endorsed by Makuei Lueth and Jok Ariing. these where were the guy who were threatening the former Governor Phillip Thon and John Amuor that the committee must comes from Bor County or otherwise the state HQs should be move out of Bor town. this is where Phillip Thon took a decision and told fucking Makuei Lueth and Jok to bring in their group which comprised of Chol Gai, Ajak Gurech, Ajak Mach and another women whose name was not identify. these are all guys from Bor County. now the question is, was it really fair enough for the state HQs to divide by the people of one county yet it belong to 11 Counties if reality should be say, why belaming Amuor Kuol for nothing, he wrote to Kuol requesting for this committee to be changed, Kuol gave deaf-ear to it and fear the threat from Makuei and Dengtiel. Dear readers, let me assurred you all that, the iregularities in the plots allotment in Bor is due to this committee and Kuol Manyang himself, as Bible said, you should leave a log in your eyes and claimed to remove it from your brother. when we talk of corruption we should start with Kuol Manyang.

    Dear Readers, come to Bor and you will be superise of Mr. Manyang’s scandals. imagine in every Block surveyed in Bor, he have 5 plots, in every plots surveyed, Makuei Lueth, Deng Dau and Rebecca Nyandeng have 2 Plots each, for example come to first class Block Q, Rabecca has 6 plots, Garden resort to Deng Dau, just recently, others plots issued to Rabecca Nyandeng and Deng Dau in second class Block O, their are currently still on the sign board at the state Ministry of Physical Infrastructure for your confirmation.

    I was totally wondering why Mr. Makuei Lueth, Rabecca Nyandeng and Deng Dau did this to John Amuor. you should be shame of your action, you are not fear from the guy who killed someone and later rejoiced at his funeral. I really don’t understanding well especially you Deng Dau and Rabecca why you do this.

    Dear readers, this was the same behavious during the struggle when Deng and Rabecca had made themselve as cruks/kitchen cabinet during Dr.Garang regime. look at what Deng Dau was doing to Dr.Majak Agoot Atem during the struggle, Deng was the one who put a big boudary between the late and comrade Majak because Majak was becoming stronger in Pakeer and Ajuong teritory, he went to finish him so that to gain the popularity. also see what he did to his own cousin Phillip Aguer Panyang, he had already finished Aguer politically, also during the swearing of the late in Khartoum went he was given the logistic/travel of the V.I.P to Khartoum, he dictated it. look again he was proposing the ministers of his choice in Olive Garden Hotel in Hurlingham-Nairobi and wrote to Dr.Garang, a list which was later to be approved by Garang on the 3rd of August 2005 unfortunately he died, these were all Deng’s strategies because he was appointed as Minister for Presidential Affairs.

    Dear readers, for sure, John Amuor had been removed in undemocratic way. look at this women called Rabecca Nyandeng, she used to cry during the struggle in the UK asking for helped,People like John Amuor, Dr. Chol Dau were actually the guys who used to facilitate her funding especially to the UK authorities due to their good relations in the UK. leave a lone Hussein Mar who was in the UK and was not even a member of the SPLM.

    Please Deng Dau, and those who might now Know and Rabecca together with Michael Makuei plus their mad dog Kuol Manyang, lets me tell you guys lastly that what you have done is totally injustice. Makuei you are not a true Lawyer and that is why you recently committed adultry to a wife Akuch Panyang of a brother from Kolnyang whose his soul had been taken away by this land. who are you ya Makuei, you were recently distributing the relief food in Narus, you just came up by the time when you guys from Makuach Payam especially from Kuoch clan bloodly collaborated with Rabecca Nyandeng, Deng Dau and Elijah Malok to killed Molana Martin Majier Gai so that you come up. this was your initiative with your brother Ayuen Alier Jokroor.

    Deng readers, look at Makuei, he was recently trying to spoil Maker Lual so that he can be the only one, shame on you ya Makuei. also Makuei he is the chairman of the Greater Bor Community and had never called any meeting, no even a constitution for the Greater Bor, he is dictatting it.

    Surely dear Readers, Am wondering what are the acheivement of Deng Dau when he is failing just only to clear the grasses in Orphanages centre in Bor, eating money and blindfooling the widows by only buying tutuks a three wheels-wheelborrows. Imagine Deng begun to spead up the construction of the Commission coordination office in Bor by the time he had that Salva Kiir is coming to Bor, he thought that his office is going to open by the President, unfortunately Salva didn’t. I was told one week ago that, he ordered state coordinator to release the money which were meant for finishing, furniture, Operations and buying of the State coordinator car to be taken to his hotel in Bor Garden resort. his Hotel Manager called Aguer Cholcommonly called Aguer Adut can even sweared about it. last week he made a deal with AYAAT COMPANY LTD. to level his hotel’s ground with Murram and gravel, please for your confirmation, come to Bor and check at the Garden Resort and you will see it by your eyes.

    Dear Rabecca, Deng Dau and Michael Makuei, don’t ran the Bor Community and the nation like your own property. this is a new era ya Rabecca and Deng, this is not Garang time when you used to make descions in Lavington. change has come and it should be respected and honor. Dear readers, look at the roads, town planning in Bor, who have done those in the South? why not we give appreciatation to a person when he is still alive so that he can do more. why jumping up with the good personalities of John Amuor.

    My last advice goes to big elders of Bor Community, Dengtiel Ayuen, Molana Majok Madiing, Dr. Lual, Dr.Majak Agoot, Dr. Kon Bior, Michael George, Elijah Malok, Phillip Thon, Wal Athieu and many others, please these take care of these people if you were not aware of them, if you know it, please take action immediately.

    Look at Kuol Manyang’s cabinet and mark me if Am wrong, from where on earth and which country did find Commissioner and Advisors being part of the cabinet?????

    It is Council of Ministers, Commissioners and Advisors? where did you find this combination on the world??

    Kuol you are totally lacking experience in politic,but because people in Southern Sudan, especially those in Bor are back believing in your old ideologies of military threat during the movement.

    Who are you ya Kuol to remove Amuor Kuol who has a technical skill more than anybody in Bor. you were just in a garage, but because of the civil war in Sudan, you can up.

    Dear readers, imagine Kuol’s trip to the USA is him alone without any minister from his cabinet, he went to Juba and formed a delegation which have no any single person from his cabinet, who is this kind of person’

    Kuol I have really lost hope in you. people in Bor are now more vulnerable then before when Phillip Thon was here.
