South Sudan will honor Abyei ruling: SPLM

July 15, 2009 (KHARTOUM) — The Government of Southern Sudan (GoSS) pledged to accept a the upcoming ruling by a Hague based tribunal on the status of the oil rich region of Abyei disputed with the North.

Yesterday the Permanent Court of Arbitration (PCA) announced that their decision on Abyei will be announced on July 22nd.

A year ago the Sudan People Liberation Movement (SPLM) and the ruling National Congress Party (NCP) agreed to refer their dispute over the findings of Abyei Boundary Commission (ABC) to the Permanent Court of Arbitration.

The NCP rejected the findings of the ABC report accusing its members of impartiality and violating its mandate.

“This decision is about the people of Abyei, those who have suffered greatly through two wars, and those whose livelihoods depend on its resources during their seasonal migrations” the GoSS said in a statement.

“The SPLM wants to assure the people that regardless the outcome, it is committed to implementing the Tribunal’s decision…..and guaranteeing the rights of the Misseriya and other nomads to continue their traditional grazing throughout the Abyei Area”.

The GoSS said that it intends to send a high level delegation to be present in Abyei the day of the decision. The US Special Envoy to Sudan Scott Gration will also be present.

The statement also invited representatives of the witnesses of the Comprehensive Peace Agreement (CPA) to be present.

The arbitration tribunal has to determine whether or not the Abyei Boundaries Commission (ABC) experts exceeded their mandate “to define and demarcate the area of the Nine Ngok Dinka Chiefdoms transferred from Bahr el Ghazal to Kordofan in 1905, as per the Abyei Protocol, the Appendix, ABC Terms of Reference and Rules of Procedure”.

If the PCA determines that the ABC exceeded its mandate then it shall proceed to define the borders of the region.

Yesterday the US urged the NCP and SPLM to implement the tribunal’s decision.

    What is that SPLM pledge supposed again? Is that the another short sighted to Abyei tribunal’s result as it had on the census? When will the SPLM really refrained counting eggs as chicken before they are hatch? What if the Hague based tribunal ruled Abyei to go North just to easy things if the SPLM pretells it will accept the Hague’s upcoming ruling? Will it says no again as it did to census result? Mmmm, something needs to be fix.

    SPLM don’t need to be happy in this rulling we donn’t know yet “who is the looser and the winner”?

    In my Opinion:
    SPM would have not agreed with tribunal its decision for the land you are sure that it is belongs to Abyei. These judges are non Sudnase. Their decision will be based on documents whish are written papers and the people who are living in the palce. Wat is you reaction if they divid the land or they gave it to North? It is going to be to late for you to complain again and all people of South will disappointed to your agreement.

    I think Juba already confirmed the jugde’s decision on the issue of Abyei. There will be funny thing come after Abyei news if NCP disagree. I confirmed it today that Dr Salva Kiir Mayardit and Mr Criminal Al-Bashir wil be going to Hague if NCP disagree with Permanent Court of Arbitration (PCA)decision on Abyei. Omer Al-Bashir will decide whether he will no the decision and then go to Hague where Mr Ocampo living or say yes to the jugde’s decision and then loss Abyei. Haaaaaaaaaa aaaaaaaaaaaaaa tough decision because it is too dangerous for Al-Bashir to go to Hague.

    Ngok are Dinka period. No matter where they are, they are southerners for life and they are going no where. SPLM know the outcomes of this court, those who are worried about, just relax and wait for big celebration.
    If the court rule it to the North, we are going to war and get our true land back.
    Abyei oyeeeeeee. We are with you.
    OUR LAND!!!!!!! OUR OILS!!!!!!!!!
