Sudan ruling NCP and SPLM meet on Abyei preparations

July 17, 2009 (KHARTOUM) — The Sudanese partners in the Government of National Unity (GoNU) met this week in Khartoum to discuss a number of outstanding issues concerning the Comprehensive Peace Agreement (CPA).

Among the issues discussed are preparations for next week’s ruling on the North-South border region of Abyei by the Permanent Court of Arbitration (PCA).

Malik Agar, the governor of the Blue Nile State, and a leading figure at the Sudan People Liberation Movement (SPLM) told Reuters they agreed with the National Congress Party (NCP) on measures to take to avoid eruption of violence in Abyei.

“Once the decision is made in The Hague, one side is going to feel disappointed. We need to avoid any violence,” Agar said.

“The measures are really an elaboration of what we have already agreed. There was no big progress in the meetings,” he added.

He said the parties had agreed to an increase in the number of UN Mission in Sudan (UNMIS) peacekeepers in Abyei and would send their own high- ranking delegations to the town on the day to try and ease tensions.

The US special envoy Scott Gration, who is currently in Sudan, is scheduled to fly to Abyei the day of the decision by the PCA.

The SPLM said that it intends to send a high level delegation to be present in Abyei the day of the decision. The ex-Southern rebel group said that it is also inviting representatives of the witnesses of the CPA to be present.

Both the NCP and the SPLM said they will honor and abide by the ruling regardless of the outcome.

Some observers have raised fears that the local tribes may reject the decision raising the possibility of violence eruption.

The arbitration tribunal has to determine whether or not the Abyei Boundaries Commission (ABC) experts exceeded their mandate “to define and demarcate the area of the Nine Ngok Dinka Chiefdoms transferred from Bahr el Ghazal to Kordofan in 1905, as per the Abyei Protocol, the Appendix, ABC Terms of Reference and Rules of Procedure”.

If the PCA determines that the ABC exceeded its mandate then it shall proceed to define the borders of the region.

    There is nothing to discuss more. Abyei is already a land of Dinka Jok. Arabs characteristics are well known and what they wants to do is just in order to get a piece of portion of share in Abyei land, but as a result, they will never get anything.

    Arabs in Sudan are now baseless and they have no more room to dwell in so that they can exercise their Fucken Sharia Law. If Arabs leave from Juba, Aweil, Malakal, Bentiu as well as Wau and many other places, then what are they still claiming for? If for instance, I get chance and asked Omar Bashir about the meaning of Abyei, then I hope he can not substantially give me the full meaning of it. The name “Abyei” which become now the name of Dinka Jok Town is just simply mean a “TREE”. That tree is consumed as a food and it have a well nutrition. So, as a matter of fact, maybe if Arabs in the North find the usefulness of this tree, then that is why they tried in order not leave from Abyei and find a way in which the can striddling their feet and confiscated Abyei Town as their Town.

    It is true that even if people raised their chaos and placed their arrogants on Abyei, then it is still known that Abyei is an indigenous place for Dinka Jok. To assure you, here are the Nine Sections which comprised Abyei:
    -Man~Nyuar
    -Alei
    -Abior
    -Dill
    -Miareng
    -Achueng
    -Achaak
    -Bongo
    -Anyil
    Those 9 sections mentioned above, are the Nine sections which make up Abyei Region to be the native place of Dinka Jok. In other meaning, those 9 sections are they clans of Dinka Jok(WUOOT IN DINKA LANGUAGES). So indeed, Arabs are claiming nothing and one day, they will be sorry for the inconveniences which they have done to Dinka Jok of Abyei as well as Dinka Ruweng of Abiemnom, Dinka Mialual Gieernyang and Dinka Panaruu. Arabs will suffer a lot and the suffering which they will get, will not be the same like the suffering in which the Southern Sudanese people have endured for a long time. Anyway, I will not go further than that, but my message to my fellows brothers in Khartoum is that, Abyei is 1000,000,000%. No doubt, No sublimation, and No divisionization.

    Rule of man:

    Man make rule of law either to get his interest or to prevent what is not useful. Rule made by man,man can change it any time he want it. On 22,july 2009 one side will be a disappointed by the result of Judges.
