South Sudan Warrap reaffirms Messeriya access to grazing lands

July 27, 2009 (ABYEI) — Warrap state government today reassured Meseriya that they have access to grazing lands during dry season, but asked them to disarm their members, a state official said.

After the ruling of the Abyei Arbitration court, the Misseriya nomadic Arabs expressed fears that they could be prevented from access to grazing land and blamed Khartoum for their troubles with southern Sudan tribes.

Yesterday Misseriya paramount chief in a letter read in Abyei told the Dinka Ngok they accept the arbitration award and urged to not abandon ancestral relations saying “Land is not important. What is important is human relationship,” the letter stated.

Speaking to reporters at Abyei local council, General Garang Mabil Nyok, Warrap State security advisor, said that the state government and her citizens particularly Twic County which share border with Misseriya ,do not have any bone to pick with Arab tribes to prevent them from coming with their cattle to graze during the dry seasons.

“They are welcomed provided that they do not carry arms into our territories,” he said. However, he was quick to add that he is not in any way saying Messeriya should not carry arms but into state territory.

“They can carry them on their way to our territory particularly where and when they feel their cattle could be snatched away by criminals but once they are in areas under government control, they have two choices, give their guns to someone among them returning north or accept them be kept at the territorial entry point where a police would be responsible to keep arms till when they are returning,” he explained.

General Mabil said Warrap and Northern Bahr El Ghazal State have been allowing Misseriya pastoralists enter their grazing lands even during war period.

However he said they do not respect or this hospitality and accused them of committing atrocities

They come good and return bad burning villages, killing, abducting our children and women. Above these, they loot all our properties as they return.” “This had been happening and we did allow them return when they send another request,” he adds.

“Our being quiet and readiness to allow them come next time does not mean that we do not feel negative about their acts but to tell them we are good neighbors, a neighbor has to exercise more patience and accept reconciliation when necessary,” he stressed.
He therefore requested Misseriya to revise their acts if at all they need to resume ancestral ties with their neighbors, he concluded.

    Yesterday the Missiryah were bitter enemies raping women, stealing cattle, abducting children, and killing people at will, but now they seem to project a different image. Therefore the government of Warrap must know that making such promises is a dangereous business. They have already stolen our land and resources, but they still want to follow us. No. Enough is enough.

    Hi, The Generals and the Governors of Warrap and Northern Bahr el gazel, please be very keen and careful about these Arabized nomads, they had killed us enough,looted us enough,raped our ladies enough and numerous things they have did as you all know them. your decision to allow them for grazing purposes is not bad that is human in nature but they do not appreciated it all the times you do favour to them. this time they must make sure that they observe states regulations and orders like any citizens of any country, if not subject them to rules and laws once they violet any single rule you will be telling them.
    please be serious and I know Garang Mabil will do that.
    Not arabs alone but also apply law and orders to borders in insecurity like what is happening now on Nuer dinka borders.

    Dear Readers,

    I am purticurly surprise to read the above article about the promises attributed by the writer to the Security Adviser to the State Government of Warrap, General Garang Mabil.

    Gen. Mabil should not give two options of allowing the Messeriya criminals carry their ilegal weapons to the south or being collected and kept for them until they returned to Kordofan.

    Gen. Mabil should know that all Jieng living in Northern Bahr el Ghazal, Warrap and Abyei Area are cattle keepers like the Messeriya and they have all been disarmed by the SPLM led Government making them vulnerable in front of the Messeriya criminals who are not disarmed by the evil NCP Shieks led by the most wanted by the ICC, Ahmed Haroun.

    Dear Gen. Mabil, the CPA has made it very clear that no person should be allowed to carry a gun apart from the SPLA and SAF and that is all of it.

    In conclusion, all the State Governments of Northern Bahr el Ghazal, WArrap and even Abyei Administration have every right to disarm any civilian still carrying a gun after the 2005 agreement otherwise you are exposing your citizens to be vitimised by the criminals of the NIF/NCP.

    This shows that Warrap Sate is still primitive people. Do you know that grass land can be Sahara desert in future or cattle will make the sahara desert if you do know go and ask about that. I know what you thinking about, just you want milk from Meseriya.

    MISSERIYA TO PAY TAX FOR GRASS!

    Having been given more land and oil by PCA, It is unfair for them again to get free grass and water,and NGOK People are left bear, with nothing,infact it is a big lost when messiriya million herds of cattle overgraze the area,rendering it desert,useless for Agiculture,and drying up all the water sources in Abyei.They intend to do this more harm through diplomatic ways,talking of human relations. therefore,
    The oil money should be use to pay for grass which would in turn be use to maintain the land being overgrazed.
    This is double benefit for Messiriya awarded by the court!

    Dear Warap goverment.
    I would personel like to advice you people not to allow messeriya to access the grazing land.
    if you do so, it will be like making friendship with snack. because to me I dont really see what kind of relationship as southerners we have with arab/messeiya.
    let arab celebrate their victory over there, not in abyei cattle camp.

    Access of Meseriya to Dinka territory must not exceed grazing expectations inorder to maintain peace. Now, disarming can stabilize peace in the surrounding areas if both The Dinka and Meseriya agree on the security aspects. Meseriya are known for causing problems because government use them as tools to execute some forms of oppression against The Dinka. Matter of fact, government should first exempt providing or supoorting Messeriya financially and militarily.
