South Sudan cabinet approves Abyei ruling

July 31, 2009 (JUBA) – The recently announced award on Abyei tribunal in The Hague was approved on Friday by the Council of Ministers of the Government of Southern Sudan.

Abyei_celebration-2.jpgThe arbitration tribunal on July 22 said that the Abyei Boundary Commission Experts had exceeded their mandate when they included Heglig and Bamboo oilfields in the territory of the nine Dinka Ngok chiefdoms transferred to Kordofan in 1905 and annexed the oil rich area to southern Kordofan state

The dominant National Congress Party said it would stop remitting payments to the South on the oil revenue from the Heglig oil fields as the court ruling on the borders on the Abyei region stated it is part of Southern Kordofan state in the north.

The ruling of Abyei Arbitration Tribunal was presented to GOSS Council of Ministers by the Vice President, Dr. Riek Machar Teny. The cabinet passed a resolution to support the ruling and urged for its implementation on the ground.

The Council dismissed the claim over Heglig oilfield as part of North Sudan by the National Congress Party’s led Government of National Unity.

The Acting minister of Information and Broadcasting, Gabriel Changson Chang said the issue of heglig remained a contested area which will be dealt with in the North-South border demarcation process.

The Council established that Heglig, which is a foreign name but constituted the three South Sudanese villages of Aliny, Kuer Yaani and Panthou, is part of Unity state.

The Council also reaffirmed that only nine Ngok-Dinka chiefdoms in the redefined Abyei area will vote in the Abyei referendum.

Earlier President of the Republic of Sudan, Omer Al-Bashir, publicly stated after the Abyei ruling by the Permanent Court of Arbitration (PCA) in The Hague that Misseriya residents in Abyei area would also participate in the 2011 referendum.

Ambassador Dirdiry Mohamed Ahmed, head of the National Congress Party (NCP) delegation to the PCA also said the tribunal court had given the Heglig oilfield to the North.

Addressing the public during the commemoration of the Martyrs Day on Thursday, 30th July, the day on which late leader Dr. John Garang died, President Salva Kiir invited to Juba both the Ngok-Dinka and Misseriya chiefs to forge the way forward in the region.

Kiir reassured the public that both the people of Southern Sudan and the people of Abyei must exercise their right to self-determination in the referenda to determine their political destiny even if there are no elections.

“Even if people may not go for elections [in 2010] there must be referendum,” he reassured.

The people of Southern Sudan will vote in the 2011 referendum, which is 18 months from now, to choose between creating an independent country and confirming the current unity with the North.

The people of Abyei will also vote at the same time to either join the South or remain in the North.

    Panaruu community in Diaspora reaction to illegal Award of Helig

    To: The office of Presidency of GOSS/SPLM.
    From: The Community of Panaruu Diaspora.
    Subject: Open Letter to the Presidency of GOSS/SPLM.
    Dear His Excellency,
    As panaruu community in Diaspora, we are vehemently disappointed by the Illegal ruling award of Helig(panthou) to Southern kordufan. We as a community strongly condemned the GOSS /SPLM for having mishandled the case of Helig.
    Panaruu and Alor communities (Ruwengs) have been patient and reluctant, knowing that it is the formal responsibility of GOSS/SPLM to handle the case of Helig annexation legally before the international court of Justice (ICJ). Ruweng as the Indigenous natives of Helig, have been petitioning the GOSS over the alleged annexation of Helig, Karasani, lake jau, and Kur AJieeth(chickens hill) by NCP in 1990s. But to no avail, Goss/SPLM fail to stand up legally on the case of Helig before the ICJ and until the recent dismay of the ruling outcome.
    So, as a result of subsequent consequences of GOSS/SPLM delegations mishandling of Helig case in Hague, then we as natives of Ruweng and Unity State, we are determined to re-appeal the case of Helig before the ICJ in Hague Netherland versus National Congress Party. Therefore, we urge the Government of GOSS and citizens of Southern Sudan to stand with us in re-appealing the case of Helig against the Sudan government.
    Precisely, as we come to the conclusion, we recommend the following resolutions to be put into consideration by the GOSS/SPLM:
    1. We earnestly ask the GOSS and Unity State Government to willingly support and fund the legal due process of re-appeal the case of Heglig before the ICJ.
    2. We also recommend the GOSS to stand firmly with the native committee of Ruweng as they would furnish substantial evidences and facts about Heglig.
    3. We urge financial findings to the facilitation and coordination of the legal process due to commence in the near future.
    4. We are also cordially asking the GOSS to speed up this process in timely manner before the Sudan Government justify and claim our indigenous land and deprive us of our natural resource.
    5. We want a good and well experience expertise to go to the Area and assess the borderline between Ruweng and Southern Kordufan ahead of border commission demarcation ruling due underway in the future.
    6. We want Abyei in Particular to Stop claiming our area as their territory. Because they do not have anything to do with Heglig.

    Conclusively, we optimistically looking forward for your mutual cooperation and understanding with the Ruweng natives and Unity State over this daunting case. We thank your leadership in advance.

    Definitely, only Dinka Ngok will vote during referendum. But the Heglig belongs to Unity state; therefore government of Southern Sudan should raise this issue.

    Thank you so much for informing us about the approvable of Abyei by the Council Ministers of the Government of Southern Sudan. I’m very happy indeed that the problems of Abyei is quite settled and meet with the right perimeter in which the people of Abyei will not endure any jeopardises again. I thank Almighty God for bringing Abyei back to the Southern Sudan. However, I would like you Mr James Gatdet Dak,to recommend and pass this information to the Southern Sudanese leaders that there are things which the Government of Southern Sudan have to address especially to the people who are living on the basin of the Oilfields such as Nuer communities, Dinka Ruweng of Aloor community of Abiemnom county and Dinka Panaruu Community of Panrieng County in Unity State Capital, Bentiu. My point as I’m from Dinka Ruweng of Aloor Community is that, the approvable of Abyei by the Council Ministers of the Government of Southern Sudan is not something very intricate to be done, but because of the leadership of DENG KUOL AROP BIONG and his families who are governing Abyei. These people of Deng Kuol Arop Biong need to have changes amongst themselves and not to use Abyei as a home of Deng Kuol Arop Biong alone. The problem of Abyei was steered by the ancestors of Deng Kuol Arop especially Dr Francis Miading Deng. Why I said that? Because, back in 2003 when the Late Dr John Garang, did meeting with American representative Councilors in USA about the issue of Abyei, Dr Francis Miading Deng was asked by one of the American Councilor and he said that Abyei belong to the North. Dr John Garang felt mad about the respond in which Dr Francis Miading Deng had stated. This show that Miading Deng, was not happy and he don’t like Abyei to be one of the Southern Sudan territory, but the right of Dinka Jok of Abyei has regurgitated Miading Deng’s statement because it sound weired from Miading Deng, that Abyei is a part of North, according to his statement.

    As far as everything is concern, Mr James Gatdet Dak, there are many things which distracted and disappointed people when things are not relatively located in the right way and in the right figure with which they are suppose to be known. I’m really losing my confident on the four leaders namely: Luka Biong Deng, Deng Alor and Edward Lino Wuor plus Benjamin Majak Dau. I thought that these four leaders are working for the interests of everyone in Southern Sudan, but as I noticed myself, there is no integrity fruit of life to the other Community like DINKA RUWENG of ALOOR COMMUNITY of ABIEMNOM(BIEMNOM) county in Unity State. I thought that our Southern Sudanese leaders should work and bring a sort of equilibrium innovation to the people regardless of races and whatsoever in our beloves country so call Sudan.

    Why I said that? RUWENG REGION, which is the indigenous place of Dinka Ruweng of Aloor Community of Abiemnom county, is like a “GIRL WITHOUT HER BROTHER”. It is true because Deng Alor, Edward Lino and Luka Biong Deng should not have to make a cunning treaty of annexing some part of Dinka Ruweng of Aloor Community of Abiemnom County to Abyei territory. At the same time, when Deng Alor and Edward Lino were interviewed by the media, they revealed through their mouths that Heglig is a part of Unity State, but they both failed to pinpoint where Heglig is situated since they know that if they said it that Heglig is from Ruweng Region of Dinka Ruweng of Aloor Community, then they will be guilty and blamed by the people of Dinka Ruweng of Aloor Community of Abiemnom County in Unity State. As a rule, they Southern Sudanese leaders should take a deep inquiry about Heglig which is call Aliiny by Dinka Ruweng of Abiemnom county. I have addressed that issue of Heglig in my previous comment and I hope some of the other Southern Sudan Tribune Readers have come across it. I said that because I was really oppressed by the news in which Benjamin Majak Dau, had named Heglig as PANTHOU and defined it as a “COIN” according to his own understanding. So, in this way, Ruweng Region of Dinka Ruweng of Aloor Community is like a girl without her brother because each of every community close to Dinka Ruweng of Abiemnom want a portion of land from the land of Dinka Ruweng of Aloor Community except only Nuer Communities are disassociated themselves away from this matter. In my own view of understanding, I don’t know why Dinka Panaruu of Panrieng County and Dinka Jok of Abyei are trying to annihilated the heritage of Dinka Ruweng of Aloor Community because of Oil ar because they don’t have a Minister in the Southern Sudan Parliament? My question is that, do all Southern Sudan leaders in the Parliament work for the interest of their own areas? If not in that way, then why Mr Deng Alor, a foreign Minister affair, Luka Biong Deng, Edward Lino and Benjamin Majak Dau, tried to play a “SOCCER GAME” in Land of Dinka Ruweng of Aloor Community? Are these four leaders enemies to Dinka Ruweng of Aloor Community?

    In fact, the game is over and Dinka Ruweng of Aloor Community in Unity State have seen what was the aim of the game. So, Mr James Gatdet Dak, if you have chance to read this comment of mine, then I beg your pardon in order to sent this message of mine to the four leaders which I have mentioned their names above so that they can read it and understand the aim of my message to them. Or whoever managing this website, I recommended you to do the same as I told to Mr James Gatdet Dak. We Dinka Ruweng of Aloor Community in Southern Sudan and in other places, we are not happy indeed with the way in which our land is being misused and mishandled by the four leaders such as Benjamin Majak Dau, Edward Lino, Luka Biong and Deng Alor. Dinka Ruweng of Aloor Community was the first community in Southern Sudan to experience war jeopardises since 1982 when Jafaar Nimeiri, sent his troops to Heglig which is call Toor Aliiny. As a result, some people tried to use this land of Dinka Ruweng of Aloor Community as a place of jokes and not a place of the indigenous people of Dinka Ruweng of Aloor. Deng Alor, Luka Biong Deng, Edward Lino and Benjamin Majak Dau, all Dinka Ruweng of Aloor Community of Abiemnom county have seen you. Anyway, keep going and take some parts of Ruweng or keep naming any areas you want to name. Benjamin Majak Dau, we see what you are doing and that is why you call Dinka Panaruu as Dinka Ruweng. Mr Benjamin Majak Dau, Dinka Panaruu in which you belong is not Ruweng completely and I have to challenge you on that. We Dinka Ruweng of Aloor Community of Abiemnom County in Unity State, we are very famous despite that the war had ravaged and distorted everything in Ruweng land just because of Oil in Aliiny of Dinka Ruweng of Aloor Community. So, that is why some other communities like Dinka Panaruu and Dinka Jok(Ngok)of Abyei think that this community call Dinka Ruweng of Aloor Community is an INVALUED Community.

    We are very sorry for all these inconveniences, but remember Mr Benjamin Majak Dau, Dinka Panaruu are not call Dinka Ruweng at all. If Salva Kiir Miyardit, signed that Dinka Panaruu are call Dinka Ruweng, then Dinka Ruweng of Aloor Community will confront President Salva Kiir Miyardit about that. Benjamin Majak Dau, your statement which you had said in 1998 that “Dinka Ruweng of Aloor Community is a small community and its should have a county is very understable and the people of Dinka Ruweng of Aloor Community are working on it as a “Piority” topic which we will never forget at all.
    I will stop here and I would like to tell it to my fellows brothers and sisters of Sudan tribune readers that if you are not from Dinka Panaruu, then I don’t have problem with you, but if you know that you are from Dinka Panaruu, then please advise yourself and your brother Benjamin Majak Dau from misusing the name RUWENG. If you want to be call DINKA RUWENG of ALOOR instead of DINKA PANARUU, then I don’t have any problem with you, but respect the native Dinka RUWENG of Aloor Community in Abiemnom, although they are small and they can not have a county.

    I would like to appreciate your article about the detailing your southern Sudan issues, by searching southern Sudanese comments, and reflecting to the media through southern Sudan. God will strengthen your mind.

    I would like you also, to reflect to the leaders in the south Sudan specially Dr. Riak Machar as the son of Unity State “Bentiu”, that he should be vigilant in his State issues, specially the current “hegilig” crisis in Sudan in particularly deceives of Khartoum government since 1947, at round table meeting in the southern Sudan capital City Juba by telling southerners they would give southerners a federation government if the British & Egyptian rulers left, but when Sudan was almost to be an independent country they met with the British Rulers secretly in the night of 1955. leaving out southerners politician, who they had promised them for a federation government. until now they still thinking south Sudan like yesterday south, which the educated people were count by the fingers, i thanks God a lot because we have today many educated politicians. At the other hand, Dr. Riak Machar needs to supervise Unity State politic, due for the minority people in the State who do not have the figured politicians in the south government and Sudan government generally, they have lack of politicians now, but if you payed your attention toward them, it should be your credit and they could help the south in the future, for example Abiemnom community, i don’t hear in the south they have a single figure politician, you shouldn’t let any community in the south to under mind their right because of their lack of any leader as it was happen during the map of Ngol, which they were denied their right to be concidered before our lade hero Dr. John Garang than Abyei right because of availability of Mr. Deng Alor, Edward Lino wuor Abyei, Pieng Deng Kual, i could not blame them also for that error as i could not blame you for the recently Abyei situation in the south, if we southerners started to argue with them, we could had to discourage them, and the government in north could told them look at your brothers who you favor than us how they want to treat you before you join them, as they are our real brothers, we kept silent except the few people were talking.

    I thanks God because he solved Abyei problem, now i urge you to focus on Ngol “Hegilig” issue, by forming communities committees from the following communities as you can: Roweng/ Aloor community, Bull community, Lehk community, and panarou community to identify the truth in Ngol area which include Aliiny de Roweng Aloor and panthu de panarou, that Arab named them as ” Hegilig”.

    Brother Dr. Riak Machar people in Abiemnom were a very confidence when they heard about your being a figure number in the south government who could not be denied, but things went wrong when they waited for assistance, and felt you have abandoned them.please do not forget your bending head in Bentiu as also Panarou of Panrieng, who a little bit better then nothing because they have their eye Benjamin Majak Dau.

    I know you have many responsibilities in south government, which they need you to supervise them, but you should look at your back once at the time.
