South Sudan parliament endorses Abyei ruling

August 5, 2009 (JUBA) — Southern Sudan Legislative Assembly on Wednesday endorsed the report on the Abyei ruling by the Permanent Court of Arbitration in The Hague.

The report was presented to the Assembly by the Vice President of the Government of Southern Sudan, Dr. Riek Machar Teny and was assisted by Dr. Luka Biong Deng, Minister for Presidential Affairs.

The Assembly described the ruling as a victory not only for the people of Abyei but also for all the peace-loving Sudanese people.

The Assembly also reaffirmed that Heglig oilfields and Karasana areas are part of Southern Sudan based on the January 1, 1956 boundary between the two regions and called on the North-South Border Committee to speed up the demarcation process to settle the issue.

Dr. Riek Machar explained to the Assembly that the claim over Heglig area by Khartoum surfaced after the discovery of oil in the area in late 1970’s. He further explained that the issue was resolved by a Presidential Committee which was formed by the former President of Sudan, late Jaafer Nimeiri in which it was confirmed to be part of Upper Nile region [Unity state].

The Assembly registered its appreciation to the SPLM team headed by the Vice President for a job well done in determining the territory of Abyei for the nine Ngok-Dinka chiefdoms transferred to Kordufan in 1905.

On the issue of who should vote in the Abyei referendum, the minister for Presidential Affairs, Dr. Luka Biong Deng explained to the Assembly members that only the citizens of the nine Ngok Dinka chiefdoms will vote in the referendum.

Dr. Biong said people should not confuse Messiriya tribal nomads with other permanent residents of Abyei as stipulated in the Abyei Protocol.

He added that these other residents of Abyei that shall participate in the referendum will be defined in the Abyei Referendum Commission.

He ruled out Messiriya nomads from being part of the Abyei residents that shall vote in the referendum.

    Let Abyeu issue finish so that Dinkas should have enough land to settle.

    It is my prayer that let that boarder issue finish so that the over population which is taking place in Equatoria come to an end since it look to be like there is land shortage in Dinkas mother land.

    Fellow Equtorians, I know what you are going through but very soon you have abandon land when the IDPs who are making shortage of land in Equatoria go away.

    Thank you so much for showing a strong political move and the endorsement of Abyei. My information to you is that Dr Luka Biong is not the right person to assist you since he only know Abyei. He doesn’t have knowledge about the others areas such as Ruweng of Aloor Community and Panaruu community. As a result, Luka Biong, Deng Alor and Edward Lino Wuor were the people who tried to annexed Heglig(ALIINY) and KARASANA to Abyei territory. My information to you Dr Riak Machar Teny is that, you need a person from Dinka Ruweng of Aloor Community and another person from Dinka Panaruu Community so that they can help you better because these people are have knowledge about Heglig(ALIINY) instead of looking for a wrong person to assist you.

    Dr Riak Machar Teny, if the problem of Abyei is endorsed as you show it on the table of the brotherhood, then we need you to focus on the problem of Heglig( ALIINY) since Dinka Abyei denied that Heglig is not a part of Abyei, but a part of Unity State. Where is it situated? In other meaning, who are the native of this area? I mean, is it Dinka Ruweng of Aloor Community of Abiemnom county or Dinka Panaruu Community of Panrieng County or Nuer Communities as well? As a matter of fact, people of Dinka Ruweng of Aloor Community of Abiemnom county in Unity State are getting confused on how this territory is seem to be diverted in Unity State without the right place of being known. Your political strategies and your knowledge capacity of Heglig from you is needed by the people of Dinka Ruweng of Aloor Community of Abiemnom County in Unity State since Heglig(ALIINY) is a territory of Dinka Ruweng of Aloor Community of Abiemnom County. It is a big concern that the people of Dinka Ruweng of Aloor Community of Abiemnom wants to know since Heglig become another squabbling issue between the two Ethnic Dinkas of Unity State. When people said that Heglig(ALIINY) is from Unity State and they don’t defined exactly the indigenous people of this area, it hurt the feeling of Dinka Ruweng of Aloor Community of Abiemnom County who are the inhabitants of this area.

    Congretulations Dr. Riek Machar, the Vice president of the Government of South Sudan, Dr.Luka Biong, minister for presidential affairs and members of South Sudan Legislative Assembly for a good immune for endorsing the lond awaited result on Abyei border. However, the pending or outstanding issues need to be hold as soon as possible if the committee including you H.E Riek don’t mind.

    Yah! that is the real governance we the youth of Southern Sudan are aimimg at let the issue of heglig area not to be like the one of Bentiu in 1978, they baptized Bentiu and gave the name as Unity 1,2 and 3. I don’t understand it and my question is” Was Sudan not united before discovery of oil?
    If that part of heglig belongs to unity state immediately please let it be like that, we don’t want new boundaries that to be demarcated after discovery of oil fields.

    We are now at the right track, keep up and don’t bend anymore. God bless you all at your various capacities.

    Thank you so much for your dedication of bringing Southern Sudan into one umbrella. The endorsement of Abyei is very important indeed and we urge you also to work on other implementation that needs to be done like preparation for Election and maintaining securities level within Southern Sudan. Also, that achievement in which you are doing is what we need from our Southern Sudanese leaders rather than showing implication matters which are seem arrogants and mystifying the hope of the Southern Sudanese Civilians.

    Your co-operation is highly appreciated and I encouraged you to work hard for the interest of your communities.

    Thank you both vice president Dr Riek Machar Teny and Representative Minister Presidential Affairs Dr Luka Biong Deng for your massive heroic on our behalf. Really, drawing away of Heglig and Karasan on the line of southern Sudan or in nine Ngok chefsdom was tremendous cancer for each and everyone citizen in Southern Sudan. Now, oh! I can’t wait to sleep if it is found that it is on the line of Southern Sudan. Well done and we can stand on our rights always and we never give up whatsoever.
