South Sudan to support Abyei efforts for IDPs return
August 7, 2009 (JUBA) — Southern Sudan government vowed to support Abyei administration and asked the local leaders to encourage voluntary return of Abyei people from the north.
The Vice President of the semi-autonomous government in southern Sudan, Dr. Riek Machar Teny held on Thursday evening a meeting with Abyei representatives at his office to discuss the outcome of Abyei Arbitration Tribunal.
The meeting discussed repatriation of Abyei people from north, security, and ways the government of Southern Sudan can support the administration.
“In order to attract people back, the administration should involve the SPLM party to mobilize people behind the above objectives, Machar told the meeting.
He further added, that the Sudan First Vice-President and GOOS President will meet with the leadership of NCP next week to discuss about the practical implementations of the arbitration result in Abyei.
The Hague based court redefined on July 22 the border of the nine Dinka Ngok chiefdoms made by Abyei Boundary Commission and stated that the Heglig oil fields are located in southern Kordofan.
According to CPA running of the Abyei administration’s budget falls into responsibility of the government of National Unity. However, after the arbitration ruling, the NCP led national unity government said would cut some oil revenue previously given to Abyei.
During the meeting Brigadier Gen. Arob Mayak Monytoch head of Abyei administration voiced out concerns they have before and after the arbitration result came out.
In retrospect, the government also has not even approved nor denied the 2008 and 2009 Abyei administration budget Monytoch said.
Some of Abyei people grievances include setting up better security in the area, repatriations, and tangible support from the government of Southern Sudan. “But, the government of Southern Sudan will not be able to simply step in to help,” said a statement released by GOSS Vice-President.
Salva Kiir has invited Dinka Ngok and Misseriya chiefs to Juba for talks aiming at encouraging them to seek ways to harmonize and recognize their co-existence as neighbors in Abyei regardless of the their political affiliations and physical geographical locations.

It is too little of NCP to utter that they will cut budget that goes to Abyei from oil revenue simply because Abyei border has been defined. That is absolutely wrong concept, the redefinition of Abyei Border by PCA did not state that Abyei has become automatically part of Southern Sudan; it gives them a choice in 2011 to determine their fate.
At this instant, the NCP is talking of cutting the percentage given to Abyei in the CPA; this is a disparaged of the citizens of the country. How would the NCP be so sure whether Abyei will vote for North or South? It is early to judge, maybe because the NCP does not care about the “Unity of Sudan”, they shouldn’t be too hurry to talk about the budget cut at this stage. No more confusion at this time, we have known your trick for many years. And it is too unfortunate for those who think that they will play their old politic to deceive Southerners. I warned our brothers who have forgotten their dignity, the rights of their people, the struggle we went through, the lives lost, number of people displaced and collaborate with the enemy.
These people who claimed to be the best leaders shall they be given a chance have worked in the Sudan government for many years before the war but have failed to change anything. Let give the SPLM/A a chance, let we help them accomplish their mission.
