Kiir reiterates to scale down corruption and insecurity

August 10, 2009 (JUBA) — 7th Governors Forum kicked off on Monday in Juba, bringing together all governors from the ten states of Southern Sudan, ministers and members of Southern Sudan Legislative Assembly, among others, to identify achievements scored so far and resolve on challenges still facing the region.

Top on the agenda for the five-day Forum are corruption and insecurity which are widely blamed in the region for hampering development.

In his remarks during the opening of the Forum, President Salva Kiir Mayardit said corruption remained a serious concern in the South and reiterated his government’s commitment to fight it.

The President for the semi-autonomous government had earlier announced that the region’s Anti-Corruption Commission be empowered to prosecute any official found to have involved in corruption.

“It has been brought to my attention that some highly questionable, high-cost contracts seem to be signed by some Ministries. I am directing our Ministry of Finance to review the 10 largest contracts of such nature urgently,” he stated.

He further told the Forum that if evidence of corruption is found in the contracts the official responsible will be prosecuted.

He further directed the governors to continue with the public service reform programme of payroll cleansing to remove ghost names and those that get double and triple salary payments from different payrolls in the civil and organized forces institutions among others.

Jonglei state governor, whose state had been among states heavily affected by ghost names and irregularities of high salaries, received a trophy of acknowledgement for a job well done during the opening Forum for downsizing and removing the ghost names from the state’s payrolls.

Other states such as Eastern and Western Equatoria also received trophies for acknowledgement of work done in payroll cleansing.

Kiir, on insecurity, said he had expected all state governors to fully implement the resolutions of the Chiefs Conference recently conducted in Bentiu, Unity state, which included the need to disarm the civil population.

He further stated that insecurity is mostly perpetuated by “spoilers of peace” who want to claim that people of Southern Sudan cannot govern themselves.

“We have tribe fighting tribe within a state and across states and even in-fighting within tribes. The recent massacre of innocent civilians in Akobo County is a clear example of how spoilers of peace would like to present Southern Sudan as people who cannot govern themselves,” he stated.

In general assessment of challenges facing the CPA implementation since 2005, he said the recent Abyei ruling in The Hague stood out as most critical.

“The most critical political development in the CPA implementation is the announcement of the most awaited decision of Abyei Arbitration Tribunal,” he underlined.

President Kiir also reiterated the SPLM and some other parties’ rejection of result of the 2008 population census.

On the upcoming 2010 general elections, Kiir reiterated his party’s commitment to conduct the elections as a strategic political development.

“I want to reiterate again that we in the SPLM are committed to the conduct of general elections on the dates as suggested by the National Elections Commission…It is within the strategic interest of the people of Southern Sudan to have an elected government that will lead them during the next critical phase of referendum,” he explained.

Kiir however said if the elections would be an event that would instead bring violence, then it would not be worth it.

He warned against any one that would attempt to defer or postpone, beyond January 2011, the referendum for the people of Southern Sudan during which they will choose their final destiny to either create an independent country or confirm the current unity with the North.

He said referendum is the only reason and hope that gives patience to the people of Southern Sudan during this interim period despite all the other challenges to the CPA implementation.

    President Kiir, you have all the right to fight corruption within GOSS by prosecuting corrupt officials. This should have taken place long time ago. Your action may be late but better late than never. These corrupt officials make enemies of South Sudan to take it as an advantage to discredit your leadership and many Southern Sudanese will move away from SPLM/A which should remain in power for decades. .

    Simply sacking corrupt officials like you have been doing is not enough and is unprofessional-judiciary and accountability are the only way forward. Ghost names have been on payroles since 2005,no prosecution took place on officials in question.

    Insecurity in Jonglei State!!, too boring and disturbing.

    What a joke. Only now you begin to scale down corruption and insecurity after nearly 5 years in power.

    And it’s laughable that corrupt politicians will be prosecuted when those doing the prosecution are corrupt themselves.

    The SPLM must immediately resign and allow free democratic election which will hopefully be won by the SPLM DC and return to the bush as rag tag militias

    We keep blaming on (GOSS)becuase many thing are happened in S/Sudan if they are not really sleeping at this time we would be having a good news about insecurity and corruption
    if something happen you start talking about the insecurity
    but if there is nothing you sleep that is why we keep bleaming on you

    Thank Mr kiir for your brilliant word saying that if any one will be found corrupt further action will taken or proscuted . coming to the point we don,t need to waste our time to vote for unity no the reason why i said is because of the following reason .1 Tribesline or sectionalism 2.Corrruption but corruption is every where not taking public money. 3. insecurity that cause live of people more 3000 people was killed by tribes mate.since started 2006 .
    4. There is no unity among ourselves or our society. If we don,t avoid this things we never go anywhere,or we never achieve our right. If we still killing ourselves do you think Arabs will give us what we so called separation. Look compare to what was happen in Jonglei how many people were been killed more than 180 , we cann,t reclaim back again, their position will be missing. we cann,t fix it . Dear southerness let us reunited ourselves and have good understanding ,Let us respect other people opinions ,let us bulid good relationship within ourselves, let us have esteem and self movitvation. who do you think shall be leaders of tomorrom is we.
    i would to take this opportunity to encourage ours leaders to have high willingness or assertivness to go on with their duties.

    Good job Mr president,you have been doing the best as you could;but it seems nothing has change or stop. All things we had since 1983 still present. For instance,hunger,death, attacking other nation, grabbing other’s land by force,corruption and tribalism at job. I do not know what part are you belong to? philosophy says ,some people believe that a leader start since he/her was born and others believe you can be a leader just through practice everyday when you become an adult. Nation of south will judge your job in coming months. The democracy we have sought and fought notherns for it is with us now.

    Hey dear President Salva Kiir Miyardit,

    Thank you so much for raising your voice on corruption. However, if I was in charge to mollify the Corruption which is being steered by some of the other people in Southern Sudan, then I could first of all started it in your office and then later on I can go and contact others people. The problems of corruptions had kicked in thoroughly by the time when you step into Dr John Garang’s shoes. Mr Salva Kiir Miyardit, I think this is not the first time to alert or warn the Southern Sudanese people. You do it many times, but the problem with you is because you said it and you don’t put it into law.

    In other meaning, if you said the word and you didn’t mean it. Then, in that way, the rests of the other people can not stop doing corruption as they know it that you will talk about it, but you will not put it into an action whereby everyone will believe that the law of Corruption is implemented and if someone broken it, then he will be executed and captivated in jail. I believed that there are a lot of people who alleged Corruption in term of your present as a President of Southern Sudan, but you didn’t brought those people into justice whereby they can be trailed and punished according to their degree of mistakes.

    It is okay that you have to implement the laws, but you need yourself to respect what you said instead of saying it and then later on you forget about it. Salva Kiir, there are a lot of things that need to be changed in Southern Sudan Administration, but I’m not going to talk about it since there will be no one who will put them into consideration. No one like Corruption, but however, if the Civil law are not fully venerated by the Administrators themselves, then the whole Civilians will face a turmoil and the country will not gain any prosperity at all. I hope the better way to fight Corruption is to give no inches to anyone who is founded committing the Corruption. As soon as he is founded, he should have to be sent to the jail depend on how much amount of money he have embezzled for his own investment or he have to be sentenced in jail for numbers of years depend on how many years the Southern Sudan Government have enacted on someone who embezzled money without the Government Authorization. In this way, people will have a kind of fear amongst themselves and I hope that everything will go smooth and smooth.

    HOW CAN CHIEF DEAL WITH ANOTHER CHIEF?

    KIIR IS HEAD OF THOSE WHO ARE STEALING PUBLIC MONEY AS WELL AS THOSE WHO ARE CAUSING INSECURITY IN SOUTH SUDAN.

    UNLESS KIIR RESIGN OTHERWISE PEACE AND CORRUPTION WILL PERSIST TILL BC.

    Thank you “Head of GOSS” for trying to stable the situation of corruption in Southern Sudan, but action is louder than the speaking word. Examples, during the war in the bush, if Mr Daniel Awet Akot didn’t shot down one of our member who had looted “eggs from somebody house, then the matter of looting by our sodiers in the civilans house wouldn’t stop by then.so Mr Daniel Awet Akot brought that an irreglur law by then, purposely to stop the threat of civilian lives in their homes by our soldiers and therefore it did work and our soldiers who witness that action by then didn’t repeat looting the civilians. Although it wasn’t in SPLM/A laws.
    so the same thing you should apply to these kind of people by prosecuting them through prison for their lives because am sure that these kind of official peopl who made some nasty things in the government office are maybe some of those people who had been collecting alot of things without accountability in the bush during the war from civilian, but now they have been tight up by stable government and they found big gaps of their income missing and so they want to fulfil that gap through indirect ways that they expected not to be seen by you, but we think that the consequence of this will result into the goverment offices in Southern Sudan chameful if you don’t stand firm on your feet on the ground.

    Insecurity:The only solution to stop insecurity in Southern Sudan is disarmanment guns which are still in civilian hands in the villages.Failure to do so it sound humiliation to “GOSS” and we ask ourselves why should we take arms against Arabs Northern Sudan for many years and yet we don’t have love in ourselves.Is it true that the numbers of the people are still increases dying in Southern Sudan and there is what is so-called peace enjoyments in Southern Sudan through “CPA” What hell!!!! am so so sorry for those families who lost their belovely ones for reckless died without relevant.
