Jonglei Governor says not alone in anti-corruption war

August 11, 2009 (KADUGLI) — The governor of Jonglei state, General Kuol Manyang Juuk said he is not alone in the fight against corruption and mal-administrative practices in the region.
He was the first to receive award for his successes in zero tolerance policy against corruption in the state. He is followed by eastern Equatoria State governor Aloisio Ojetuk for building a state run hotel that generates money to the state.
The third award has gone to Western Equatoria State governor Jemma Nunu Kumba for developmental projects such as building of schools and setting up an FM station.
“I’m not the sole initiator of the fight against corruption nor alone in the front, it is the war being fought with our president Kiir spearheading it in the south,” Kuol said. “I’m a soldier executing orders from my commander,” he added referring to GOSS President General Salva Kiir Mayardit who declared zero tolerance policy against corruption.
In his remarks during the opening of the 7th Governors Forum on Monday, President Salva Kiir Mayardit said corruption remained a serious concern in the South and reiterated his government’s commitment to fight it.
The President for the semi-autonomous government had earlier announced that the region’s Anti-Corruption Commission be empowered to prosecute any official found to have involved in corruption.
“It has been brought to my attention that some highly questionable, high-cost contracts seem to be signed by some Ministries. I am directing our Ministry of Finance to review the 10 largest contracts of such nature urgently,” he stated.
Kuol, who was speaking from Juba where he is attending southern Sudan governors forum, added that corruption with its associates pins down the south from developing and therefore said that it needs to be wholeheartedly fought against by the citizens as they did during the 22 years civil war.
“It cannot be left to the president with the ministers or state governors but a war that must be fought by all regardless of our positions,” he stressed.
“Records speaks for themselves in Jonglei;” said Kuol when be was asked about his anti-corruption action.
“There are no ghost names in the state budget payrolls and also the old or the long served civil servants who did not want to retire have been identified and ready to resign with or without package,” he said.
He continued to add that his administration has embarked on recruitment of people with credible documents including police force and other armed forces in the state government payrolls.
“Nobody is being employed in Jonglei because of parental links or ties but based on qualifications. Jobs are advertised by the public labor department in the state and people allowed to compete to select best candidates,” he stressed.
He said such measures reduce nepotism. “If we accept parental link as way to employ people who is not our person to exclude from employment, all are our people.”
The 7th Southern State Governors Forum is expected to discuss challenges and issues pertaining to political, fiscal and administrative decentralization and reforms in Southern Sudan; local government and foreign.

Three out of ten states have been awarded which means Southern Sudan is 30% free corruption and 70% corrupt. There is still a problem. John Garang said quote “to find a good solution for a problem, you must first identify problem clearly”. So, GoSS needs to identify corruption clearly in order for them to find a good solution. In my view, corruption shouldn’t be only identified as the embezzlement or misuse of public money. The definition of corruption should be expanded to include possessing or having more than one position or job, tribalism, and nepotism. With exception for president, public officials should be banned from owning or running a business or having more than one public position. Hiring based on tribalism or nepotism must be banned, and special consideration must be given to minorities in hiring.

there is a need for investigation on this article.
If that is right, what about the other seven governors?
Are they awarded to go head with corruption? Kiir should
not cheat the public by selecting his right hand men and go singing that there is a corruption where he is the top.

My thanks and gratitute to you Ngor Arol garang for your article pertaining the awards given to three of the state governors at the governors forum today.
It is always special to be nominated or received an award,it’s a moment to cherish when it unfolds.
My congrats are to Jonglei governor hon.Kuol Manyang for his award on comments which said ‘job well done.
My mirth would be greater if the awards could have been given to those governors who have worked hard to stop unlawfull killing in their various states if there would be any.
No one of the mentioned award receipients would probably qualified for one because they didn’t stop their civiliants from killing each other.
I’m sceptical if Mr. Kuol Manyang will quell/calm the deteriorating killing in Jonglei state?
I PRAY THAT THE PEOPLE OF JONGLEI WILL ONE DAY REPENT AND CALL UPON THE NAME OF GOD TO BE FORGIVEN AND SAVED SO THAT THEY COULD ATLEAST SEE THE GLIMPSE OF THE LIGHT AT THE END OF THE TUNNEL.

It will be wise to declare war to tribalism too. Corruption do not kill people in masses, but trabalism does kill people in masses. Anyway,congratulation to the governor.
