South Sudan to set criteria for motivation rewards to succeeding governors

August 13, 2009 (JUBA) – South Sudan Governors Forum has discussed the need to reward selected state governors on their achievements on quarterly basis to motivate them in their endeavors to successfully develop their respective states.

Governors of the ten Southern Sudan states converged in Juba from Monday in a five-day forum to interact with leaders from the executive, legislative and judiciary organs at the level of the Government of Southern Sudan.

The idea to form the Forum was initiated in 2007 aims to share ideas, report on achievements and challenges faced by the institutions from the two levels of government as well as on how they can best coordinate working relationships.

International development partners such as donors and UN agencies also participated in the Forum and presented on their achievements and future plans in assisting the government of Southern Sudan.

Chaired by the Vice President Dr. Riek Machar, the Governors Forum in the specific context of rewarding successful governors with the view to motivate them and achieve more, discussed the need to come up with a criterion for rewarding governors who have scored tremendous achievements in their states.

The need to adopt a uniform format for presentations by the governors for conformity purposes was also recommended.

Governors Kuol Manyang Juuk, Aloysius Emor Ejetuk and Jemma Nunu Kumba of Jonglei, Eastern and Western Equatoria states, respectively, were rewarded with trophies during the opening of the Forum on Monday in recognition of implementation, in their respective states, of Government of Southern Sudan’s policy to downsize workforce and remove ghost names from payrolls in such states.

In the Forum deliberations on Thursday a question was raised as to what type of criteria was used in selecting the three governors. Some governors complained that some had downsized and removed a bigger percentage of workforce and ghost names more or less like the three states selected.

However, it was also recognized that some of them did not report their achievements earlier on to the selection body for comparative purposes before the decision was made.

The Forum is expected to come up with a criterion to be recommended and adopted for future selection of governors to be rewarded based on a number of sectors such as maintenance of security, provision of services, food productivity, livestock and good governance among others.

For instance a governor could be evaluated on a number kilometers of roads it has constructed in the states in connecting its states counties or on agricultural productivity using a number feddans his or her state has successfully cultivated in a given period of time.

The type of reward which should be given to a successful governor instead of a simple trophy is also to be discussed and agreed upon.

The Forum also discussed the importance of devolving more responsibilities to the states in the spirit of decentralization policy by injecting into states’ coffers more resources for development.

    I thought that Southern governors already get handsomely rewarded with their bloated salary as well as the kick backs they receive here and there.

    Either you do the job right that you get paid or you get the boot. Southerners are poor as it is to be providing governors money for doing their job properly. The only reward governors should receive is that they look back and say to themselves I served my constituency and bettered my community, that’s it.

    This only further highlights the rampant incompetency that is the feature of the SPLM.

    In The Nation Building, You Don’t Need a Title to Be a Leader

    A famous politician once said, “the longer the title the less important the job.” If that’s true, they are many people there in South Sudan who is working behind the scene without acknowledgement from neither their bosses nor the public. I am convinced that at the heart of every successful organization is a title less person or people’s just workaholics to let the work well done.

    In fact, a title is not a job description, when it comes to true power, titles are frequently misleading, even at the level of directors or CEO, a organization head who is disliked can be all but ignored by those under him/her, while a respected employee with a lower title can wield significant influence on what others do and how quickly they do it. Influence or inspiration comes from the person, not the position.

    Philips of Macedonia, the father of Alexander the great said, “An army of deer led by a lion is more to be feared than an army of lions led by deer.” That may be true. But I believe that; “ An Army of lions led by a lion is to be feared most of all, for its unstoppable leadership is intimidate linked to service, and as a customer services through all my entire career, years of experience have convinced me that; customer services is about doing you suppose to do helping him when you act as a leader, you go above and beyond the call of duty.

    Management Guru Tom said that;” the worse thing that can happen to us as leaders is to exhaust our intellectual capital. We must constantly refresh ourselves by gathering new information and thinking critically about the information we received.

    When it’s comes to problem solving in today’s complex world, complete solutions are rare. Usually, there isn’t single ground answer, but many answers that require the contribution of many different people or parties- always remember, “ spotting a problem is easy, but solving a problem is harder.” Must people would rather complain than contribute to a solution. Everyone has good idea, our problem isn’t a lack of idea, but a lack of recall, try to be a hero, or make heroes out of those around you.

    According to researcher Tom lath at Gallup, the number one reason why people quit their job is lack of appreciation, everyone wants to feel significant, to be recognized for what they do, therefore, we should always thanks our leaders or who ever did an outstanding job it’s will boost their morals and will encourage, and motivate them to continue serving the nation.

    In conclusion, don’t let resistance stop you when ever you seek to make change, you encounter resistance, whether from spouse, employee members or coworkers. there is always a head wind facing those who move confidently forward, don’t confused resume skills with leadership skills, the greatest satisfaction often comes from meeting challenges head-on, anyone, any where can make a positive difference, you don’t need a title to be a leader.

    The important of citizen service and social responsibility is an integral part of your job & if achieved and performed well,hopefully you will receive recognition and reward from the people in your states & GoSS as well & you will be elected in the coming event(ELECTION).
    My advise to you governors is to review your commitment to democracy’s central promise:FREEDOM.

    This is to show some of the governors like my State’s governor Daniel Awut Akot that no smoke without fire, there is no where you can be rewarded without the chievements even thought you complains thousand times.
    I know only one man that can be rewarded if he is appointed as a governor in Lakes State, the former minister of Agriculture, Engineer Chol Tong Mayay who is now the current minister of physical Infrastructure.
    You deserved what you have been working for!!. Welldone to the awarded governors.
