August 16, 2009 (BOR TOWN) — Following alleged massive exodus to Sudan’s dominant National Congress Party (NCP) in Jonglei’s capital, members of the South’s leading political movement warned youth against becoming a marginal part of the dominant party.
“It’s very sad to see that youths are being deceived by NCP,” said a SPLM member identified as Michael. But “it’s better to have the few who are committed rather than marginalized majority.” he further added
David Malual Wuror is the incoming leader of DYCA. All youth leaders of greater Bor counties attended the half day event that attracted over five hundred audiences.
At his closing remarks on Friday at the Governors’ Forum in Juba, Gov. Kuol Manyang reportedly said NCP is paying young people in Jonglei state to lure them. Mr. Manyang attributed the flight of youths from SPLM to lack of employment. The governor further said that the youths may become more hostile if proper attention is not taken.
Duk Commissioner Mayen Ngor Atem, SPLM chairman at the County level, says he “regrets attending the ceremony” upon learning that young men, including a prominent youth leader from Duk, are abandoning the SPLM.
“My warning as a commissioner and a citizen of Duk is don’t listen to politicians without impact,” he said in reference to those deserting SPLM and rivals warming up for his position in the next year’s election.
A couple of weeks ago, a youth SPLM state secretariat officer resigned and joined NCP. The defection sent waves of worries to the former rebel party that rules south Sudan in accordance with the peace deal reached with Khartoum in January 2005.
South Sudan took arms against the Khartoum-based government on May 16, 1983 citing marginalization, oppression, lack of development and second-class citizenship in their own country. Several months after uprisings in Bor and other southern towns, and reorganization of the existing rebel forces, SPLM/A was formed.
In Jonglei state, the party enjoys tremendous support making what could be a minor recruitment by NCP very vital. Being a national ruling party, NCP is assumed not to be in a state of financial crisis, and SPLM is striving to associate deserting members with those seeking better pastures. The advantage the National Congress Party has taken to exploit unemployed youths, Kuol said, is worrying as the enemies want to take advantage of hunger and diseases.
“If the NCP is instructing members to register for money, can’t they instruct [them] tomorrow to kill and promise money?” Gov. Kuol wondered.
In this state, one cannot talk about the Government of Southern Sudan in villages, to be well understood, without mentioning SPLM. However, the state leadership recognizes freedom of association and NCP, as part of Comprehensive Peace Agreement (CPA) has one ministerial position – the state ministry of health. Other southern political parties like Sudan’s African National Union (SANU), United Democratic Front (UDF) and United Democratic Salvation Front (UDSF) are also represented at either ministerial or low levels of government.
Reasons compelling youths to swap parties, according to SPLM chiefs at the Saturday ceremony in Duk, include the public service reform that laid off 80% of unclassified staff in the ministries, and the compulsory 5% as you earn monthly collection from SPLM members. The two factors may continue for a while, since they are seen as a necessity so long as “committed members” can tolerate it.
On his part as youth leader, David Malual Wuor says he will execute and formulate SPLM policies. He also pledged to work tirelessly to bridge the gap between feuding tribes in the state by engaging intra and/or inter-tribal relationships.
Duk County is crucial for peaceful coexistence between Dinka Bor and Lou Nuer if the Greater Bor northern can achieve lasting peace with neighbors there. But this ceremony has left little hope since no youth leader from Lou Nuer attended.

The three major things rape, killing and assaulting is a common practice in every dinkas community, therefore they are associated with such spirits since their history. Yes to change from SPLM party to NCP if SPLM dose not help you or your families or there is tribelsim. You are still sudanse. SPLM leaders started hairing their relatives and forget others people,if you get your food from NCP so why not to join them instead of prettending that you are Splm member and you get nothing. Iam urging familes who are left out to chose any party that can provid them with what they need. Either SPLM,SPLM,,NCP,or ISF go for it, othrwise you will be waiting and other are geting recher. No body will blam you of your choice.

Why defecting from the SPLM party?
Dear youth in Jonglei State although political rights are given to all citizens of Sudan in the interim constitutions at federal and Goss levels, defecting from the SPLM to the NCP is not the solution to the problems facing you in Jonglei State at this critical time. Why don’t you demand for your rights from within the SPLM? I am not blaming you but I want you to know that SPLM is not for particular people, it is for every citizen in the country as its name can prove that beyond doubt.
Brothers, all of us have paid price either direct or indirect to make the SPLM become what it is now, and as such, if things are going wrong in the SPLM, we should change them ourselves as we are part of it.
I know our SPLM leaders are reluctant to provide basic services to our people such as education, health, and even protection of lives. Instead, they are busy with building themselves big houses, buying cars and spend public money in bars on beer and women.
In this short comment, I appeal to the remaining SPLM youth in Jonglei State not to desert their party and join the NCP, but work hard to bring changes to their party; fight for their rights of employment, education and political leadership in the state from within the SPLM.

It is good that someone like Mayen Ngor has to witness his failing administration as commissioner of Duk County. SPLM appointed him not because he is cable of been a commissioner but due to personal interests. The defection of the SPLM youth Leader is a result of tribalism style of Ngor Administration in Duk county, Mr. Ngor has failed the people of Duk and he Administer the county by remote while sitting in the hotel in Juba, how will he regret what he has cause it himself. Shame on him and let him not lie to the people of South Sudan after all he is a failed commissioner and is kept in the post because is a close friend of Governor Kuol Manyang.
If the SPLM does not act past to change him more people will desert to other parties. This is an urgent issue to be address if at all we are concern of containing our youth within the party boundaries.

This ugly greedy wild dog called Mayen Ngor has terribly failed the people of Duk County. when a neighboring Twic East County was attack last week the voice of a real leader was heard all over the world condemning the barbaric act of the armed Nuer tribesmen. Ding Akol the commissioner of Twic County done what a real leader can do. But the fool who is known as Duk County Commissioner has lost over 400 people in the last three years and he has never said a damp thing. What is Mayen Ngor good for?
I strongly support a mass defection, SPLM is not longer a people movement, it has become Salva Kiir Company and his stupid few, the like of Mayen Ngor. Go wherever you want as long as that place will help you support your family. Let bring the hell of the SPLM down. We seem to forget how slaves we were before SPLM/SPLA. Now it look like we needed one more dose of slavery.
