Sudan Unity state governor says more oil share post-2011

August 18, 2009 (JUBA) — The governor of a rich oil producing state in Southern Sudan said he expected more percentage share of oil revenues accruing to his state after 2011 referendum.

Brigadier General Taban Deng Gai of Unity state told the recently concluded 7th Governors Forum in Juba that the current 2% share of oil revenues, which his state has been receiving on monthly basis and with some difficulties, should instead be adjusted to 15% in case the South becomes independent country after 2011 referendum.

Governor Gai was responding to a suggestion at the Forum that the two oil producing states of Unity and Upper Nile would not continue to get block grants like any other eight states from the Government of Southern Sudan.

He argued that despite the receipt of 2% from the oil revenues, the state was vulnerable to environmental hazards resulting from the production of oil.

He said there was need for a considerable percentage of compensation to enable the state fight the aftermath of environmental degradation.

“Oil is a non renewable resource and may get finished after 15 or 50 years. It may only leave our environment hazardous,” Gai further explained as he was referring to the need for more percentage share in order to invest it in other renewable resources like agriculture.

Southern Sudan depends almost entirely on 50% share of oil revenues produced in the South with the other 50% share going to the North per the wealth sharing protocol of the Comprehensive Peace Agreement (CPA).

98% of Southern Sudan revenues come from the two oil producing states of Unity and Upper Nile which have been feeding the region since 2005. The other 2% comes from non-oil revenues plus grants from donor countries.

Governor Gai further explained to the Forum that his expectation of 15% share to oil producing states was the initial position of the SPLM during the Naivasha peace talks in Kenya.

Instead of denying the state its block grants because of the current little share of 2%, Gai argued, the state would even demand more share from the oil revenues in the near future.

“When we have our oil 100% instead of the current 50% after 2011, I hope that my state’s share would be adjusted to 15%,” he reminded the audience.

Government of Southern Sudan runs a federal system of governance in which it has ten decentralized states which have not yet been able to raise enough local resources to cater for the running of the most part of their respective systems.

They receive support from the mother government in Juba in form of block grants and conditional grants to cater for their needs ranging from employees’ salaries, services and development projects in all the ten states in the region.

    This is all this pathetic SPLM cares about, oil,oil,oil. They have nothing else going for them. Since the CPA was signed it has recieved 8 billion dollars and has done nothing with that money. The only thing they have achieved is building a beer factory and only now have they opened Rumbek University which is by all standards a useless instution.

    The SPLM need to modernize the Southerners, they see us as backward and primitive. We need libraries, we need schools,we need clinics,we need roads, we need loans for farmers to make use of the rich greenery in the South and most of all we need democracy.

    If the SPLM was fighting for democracy and secularism, why has it achieved neither. It’s a defunct movement that is only capable of stealing money and blaming its problems on others,the sooner the Southerners realize this, the quicker South Sudan will be a viable prosperous nation.

    South Sudan in General is rich with other resources, instead if depending 98% on oil production, other economical sectors such as agriculture is need to be develop, enough food for the local consumption is essential and most be given 30% attention on the south development program.

    Largest oil producing state (unity state) deserves more than 15% grant on oil revenues; however, such a grant would be considered when south have a full possession of its oil revenues,for the current interim period,easy cash productions such as oil is needed to cover the Southern Sudan government expenses, and grants increasing will be rejected by the South government,after this period, attentions should diverted to other productions and leave the oil for government concerns.

    Essence of decentralization is power and revenues sharing, we have been fight the North to follow such a policy, there should be no hesitations to adopt a real decentralization where local governments will have a reasonable cut of their productions, well-done Mr. Governor, you are right by all means.!

    It was good idea for the Governor of Unity State to demand more percentage from the oil[Share] in order to assist the state in the developmental projects. Unity has done alot since CPA was signed and it should deserve the right.

    I also ask the Governor, Gai to demand more than 2% of the workers in the oil field. I suggest all local works including guarding, etc should be given to the citizen of Sourthern Sudan. Unity State should get more than other states

    For governor Mr. Gai , have you brought insecurity under control in your state ? While you are demanding an increase for the budget of your state in the forum, The southerners want to hear from you. What is your administration strategy plans toward insecurity in your state?

    Hey Mr Taban Deng Gai,

    It is true that your name “TABAN” itself reflect that you are really weak and weak. How come that you claimed 15% of the oil increase and not 30%? Is it necessary for human being to give his whole amenities to other people and left with nothing in his hand? Unity State deserves much more shares of the oil than that 2% of the share in which you used for your own investment.

    Right now in Southern Sudan, there are some other people who are getting rich and enjoying the benefit of the oil of Unity State, while the indigenous people of Unity State such as Nuer, Dinka Ruweng of Abiemnom County and Dinka Panaruu of Panrieng County are facing inevitable life and they are supposed to be the right people who can get rich. But, because of your indecorous ideology and lack of management, those communities under your leadership are still encountering themselves in a bad life.

    To Mr “NIGHT WATCHMAN”. My friend you are really right that Unity State is still cooperating with the Arabs people from the Northern Sudan. But if you compared the Western Bhar-el-Ghazal with Unity State, you will find that Western Bhar-el-Ghazal are the more people who have embezzled money from the Southern Sudan. You can take example of Nile Bank. Is Nile Bank of Southern Sudan still working in the way it was expected? I think not. Why? Because those of the Western Bhar-el-Ghazel people who were been working as accountants wired all the money to Europe, America, Australia, Canada, China, Southern Africa and so many places. I’m not going to pinpoint them, but I know who are they. Second, those of Western Bhar-el-Ghazel people are not far away from this frequent corruption happened in Southern Sudan. 60% of the corruption was caused by the Western Bhar-el-Ghazel.

    That’s good an idea Mr. Governor Unity State need more accurate development than this and that Oil will make a big distruction in the state at the fuuter. e.g Earthquake Tsunami.
