SANU calls on Sudan peace partners to agree on referendum bill

September 8, 2009 (KHARTOUM) — Dr. Toby Maduot Parek, the Leader of the Sudan African National Union Party, SANU, today called on peace partners to conclude discussions on referendum and security laws before elections in April 2010.
“The partners should this time avoid discussing issues at length, because time is not on their sides,” he said adding that “solutions must be reached.”
The two signatories of the Comprehensive Peace Agreement resumed today in Juba talks on referendum bill particularly to outstanding issues related to the participation of southerners settled in northern Sudan and percentage of vote to declare southern Sudan independent state.
Speaking by phone from Juba, Dr. Toby said, his party supports finding immediate solution to concluding current discussions on pending issues within this month so that rest of the times are spent on preparation for elections.
“I told government of Southern Sudan high executive political committee headed by Vice President Dr. Riek on Friday that solution must this time be reached,” he said.
Toby who sounded concerned, further added that he needs SPLM and NCP to discuss remaining issues due for implementation in the CPA as brothers and sisters since they are the same people in the government.
“Nothing is difficult to reach conclusion if there is will for open and free discussions without hiding our intentions under topic being discussed,” he advised.
He also recommended leaders of the two parties to avoid being emotional and harsh while discussing certain agenda. If CPA was negotiated the way it is implemented, I tell you, these people would still be there, he said.
Asked why giving only advice instead of sharing his views as political leaders, he said, “at the moment Sudan needs one unified voice to resolve all pending issues in the agreement.”

Who is Dr Toby Parek?
SANU Party has no relation to Call on SPLA/M and NCP parties to agree on the refrendum bill. This party(SANU) can not help in the discussion of referendum and laws of 4/2010.
They want to immitate what other parties did few weeks ago, but Southern Sudan goveremnet is suspicious about those parties.
Toby is like forcing unity of NORTH and SOUTH because you nothing to South, and you are not SPLA/M heros that we know before.
I know some leaders in your party, but they are also NCP supporters.
Those residing in the North must come to South for vote otherwise you will remain in the North.
Moreover, 51% majority rules is also the must.

Report Reveals Land Malpractices in Juba

JUBA, 7 September (Gurtong) – The Central Equatoria State Legislative Assembly last week summoned five state Ministers over land issues in the South Sudanese capital.
The Assembly, under the chairmanship of acting Speaker Jacob Aligo, summoned the State Ministers of Physical Infrastructure, Finance and Planning, Information, Agriculture and Forestry and Local Government together with their Directors on Wednesday over gross land malpractices.
In 2007, Muki Batali, former MP, who is the current Commissioner of Kajo-Keji County, raised a motion on land grabbing and malpractices when an investigation committee presented its report to the State Assembly.
It was then that another investigation committee was formed to investigate malpractices supposedly committed by some senior officials in the state.
The Committee headed by Honourable Samuel Kenyi Abraham and comprising Festo Lemi Sominda as the Secretary and Tongun Rombe presented its report to the Assembly on Wednesday.
The report revealed the prevalence of many land malpractices, particularly in the State Directorates of Agriculture and Forestry, adding that the property of the Ministry has been leased or rented to a private foreign investor at the rate of 1,500 US Dollars per month for 20 years.
The deal was concluded between the investor and the State Ministry of Finance, in which they agreed that the investor would produce clean, soft and cheap bottled water. However, the premises have been turned into a vibrant and fairly modern supermarket.
According to a member of parliament, Nelson Lumata Lonyika, the Assembly is not surprised to hear that land is leased for 99 years while an individual was allotted a piece of land measuring one mile by one mile.
The 3- member committee reported that the former Director-General of Lands Administration in collusion with some senior officials in the Directorate of Survey had been involved in unlawful activities with regards to allotment of plots.
The report implicated the former Director-General of the Directorate of Survey in land malpractice, adding that allegations are rife about his illegal acquisition of five plots.
He was, however, not available for comments against the allegations.
The report also said that the Registrar of Lands and the former Demolition and Allocation Committee appeared to be deeply involved in the corrupt practices.
“The committee further found that several government premises or properties have been haphazardly leased out or contracted to private companies or investors at throw-away prices. In some of these contracts which are concluded either as a result of directives from above or with senior individuals in the Ministry of Physical Infrastructure, the lease period is unreasonably too long”, said Honourable Abraham who read the report to the house.
“The photocopying and selling of land leases in private bookshops appears to have escalated the vice of land malpractice”, he added.
The Committee recommended to the Assembly that all traders in former Customs who paid money to the former Demolition Committee but were not compensated with new plots elsewhere should be refunded immediately.
It also added the present commercial plots at Korok market be cancelled and the whole allotment exercise conducted again.
“All plots falling on roads or open spaces including those in Munuki Block ‘B’, Kator, Atlabara and Juba Na Bari should leave way for open spaces and roads and the town plan must be reviewed”, read the report.
It also called for the review of all contracts or agreements the government had reached with private, companies, investors and humanitarian organisations by a competent committee and finally vetted by the Assembly
