US eases sanctions on parts of Sudan

September 9, 2009 (WASHINGTON) — The US department of Treasury published a new ruling today relaxing sanctions on parts of Sudan with regards to certain items.

The areas included in today’s ruling were already exempt from the comprehensive sanctions imposed by the US since 1997 for humanitarian reasons.

However, the designated regions are still covered by sanctions on any dealings that involve the government of Sudan or the petroleum industry.

In 2006, the US treasury defined the exempted regions to comprise of Southern Sudan, Southern Kordofan/Nuba Mountains State, Blue Nile State, Abyei, Darfur, and marginalized areas in and around Khartoum.

The Office of Foreign Assets Control (OFAC) suggested in its press release that there was a technical loophole in the exemption as a result of Sudan being designated as a state sponsor of terrorism.

The US bans “any export of agricultural commodities, medicine, and medical devices” to any government labeled as a state sponsor of terrorism.

Trade in these items will be authorized to these specific areas effective immediately.

The announcement comes as the US special envoy Scott Gration started today a five day visit to Sudan for discussions on the Darfur peace process and the 2005 Comprehensive Peace Agreement (CPA).

Gration has been a proponent of easing sanctions on Sudan and lifting the latter from the list of states that are sponsors of terrorism. However, the US envoy later backed down from his earlier statements and instead called for “smart sanctions” that excludes the South.

The US is reportedly wrapping up its comprehensive policy review of Sudan that is supposed to look into the sanctions in place and incentives in return for progress on the Darfur and North-South peace process as well as democratic transformation and human rights.

Sudan has been pushing the US for normalizing relations hoping that the administration of President Barack Obama would take a different approach than its predecessor.

    good news!! there will never be peace and development in Sudan if this sanctions continue for ever, I think this sanctions are the reason it took sudan soo long to end the war, Sudan have the most sanctions in the world I think, The whole country suffers because of this dinka terrorist in the south killing their civilians and blaming the government and the whole country suffers!

    Leave the( ;;;;;;) alone, he doesn’t understand the english terminalogy that has been used by the U.S governemnt against his so call government.

    No sanctions that has been lifted against your government, otherwise you better come to the Southern Goverment to help your government in some relief.

    I think there seem to be some sort of a myth that is somehow got into the minds of our brothers and sisters in South of Sudan that we in the North are striving for unity and wants to keep the south because we cannot develop without it. There is another belief that some of our fellow southerners are adopting that we in the north are somewhat fake Arabs and that we claim to be Arabs. Unfprtunately, the only southern sudanese who understood the chemistry of this nation is John Garang, the founder of the SPLM, which is now DEAD! To be clear, the issue of southern independence is unfortunately turning into some political opportunism, and to be frank, we as a nation in the North do not need the South to succeed, as much as you need us to succeed.
    You are already killing each other, and even in this forum you are fighting! It is a mere FACT that you are undeveloped and still have a long way to be civilised! You are still thinking within a very narrow parameters of tribalism and ethnic backgrounds. All of you Shculuk, Neur and Dinka will fight against each other. Just like what is happening in Uganda, Congo and so forth.
    We don’t love you, and we are begging for your resources, if you want to seceed, then you may, in fact you may declare your independence today and not in 2011! One thing is, you are bound to turn into a shit-hole if you seceed. If you don’t, then you will form unity with us that will give us the chance to apologise and help in building the NEW SUDAN of John Garang and hand by hand turn this country into a role model for all multi-cultural societies!
    At the moment, there is no leader in the south, you are all slaves of the SPLM, just like us in the north, we are slaves to the NCP, but at least we have law and order in Khartoum, whilst you in the south, it is a DISASTER!
    We are at least educated and civilised, while you don’t even have the simplest of infrastructure! How do you want to be independent! HOW?!?! To be eaten by the LRA and Silva Kiir’s corrupted gang! Think carefully, and chose what suits, but be assured that in the past 60 years you only fought northern governments, you didn’t actually fight THE NORTH, and hopefully you won’t in the future. BUT, and this is a big BUT, WE IN THE NORTH OF SUDAN ARE PROUD AFRO-ARABS, AND WE WILL NOT TOLERATE ANY ATTEMPTS TO TAKE AWAY FROM OUR LAND IN HEGLIG, NUBA MOUNTAINS AND BLUE NILE.

    Dear southerners please don’t lump us “northerners” under one banner, most northerners don’t support bashir and his cronies. Northerners have their hands tied up, at least you guys could secede and I sincerely hope you do in 2011. This country is doomed as long as NCP holds power and continue their injustice. I can’t understand for the life of me a government holding power for 20 years, this country needs change cuz people just get bored sometimes. I think sanctions are not the solutions, they didn’t work before and never will, they just hurt the average joe.

My parents are the truth, And what father and mother of mind are u guys saying u killed!! all of thos people u killed in the war are actually southerner sudanese that believe in are government and wanted to fight that terrorist group called SPLM…. about 80% of our soldiers or army are southerners nowonder why we are losing the war….

    I never call myself arab before african u garbage!! Even tho its true my grand parents are Saida in west egypt…They scape from egypt to sudan because they committed a crime and the other family wanted revenge!! Just like u bitches run to Europe or US escaping death in south.
