South Sudan apologizes to foreign diplomats after weapons search operation

September 10, 2009 (JUBA) — Southern Sudan government apologized today to western diplomats for unfriendly treatment and the violation of diplomatic rules by army and police forces who entered Consular and Diplomatic residence and premises yesterday during the time of search.

On Wednesday in a joint operation, Southern Sudan army and police conducted a search for illegal guns in Juba town. Several thousands of SPLA and police forces were involved in the operation in a house to house search. Businesses and schools were also closed and movement of people and vehicles was restricted.

In accordance with Vienna Convention, the host country may not enter the premises of the foreign diplomatic missions without permission of the represented country. However the security forces entered Consular and Diplomatic residence and premises in Juba town yesterday morning.

Southern Sudan minster of regional cooperation, Gen. Oyai Deng Ajak on Thursday met in his office with the representatives of the European Union, the offices of British, French and Netherlands who have expressed concerns and complaints about some of SPLA soldiers and police officers who have misbehaved during the search that took place yesterday in Juba.

Gen. Ajak expressed apology over what had happened during the search operation stressing that “such behavior is not sanctioned by the Government and will ensure that such inconvenience does not repeat itself in future.”

He added that the security forces tasked with the illegal weapons search should have been briefed by their superiors to distinguish consular compounds and/or premises of Diplomatic Missions in Juba from those of other ordinary citizens.

The minister also sent an apology letter to the rest of foreign diplomats concerned by the violation of extraterritoriality of their missions.

    we do not have problem with our western and Eurpean friend in the South unlike Arabs in the North because aids worker like they do.

    What the hell did you guys instruct the army and the police to do? You are a laugh if you just order these illiterate sycophants to carry out searches without proper rubrics. They can do anything.If it wasn’t for God’s grace they would have bumped into Salva’s room only to lose their dear lives later in retribution for the act.

    Look at the mess of the GoSS and their ignorance of the Vienna Convention on Diplomatic Immunities and Privileges! What a pity to SPLM failures!!! The wrong impression has already gone out and the apology will not help reform the bad image of the SPLM leadership. Minister Gier Chwang should be fired for ordering the operation without seeking advice of the Minsister of Regional Cooperation and without briefing the police and the army of South Sudan on who and where to search or not to search. Very bad and very shameful indeed!!!
