Sudan ruling NCP signals no change in referendum position
September 13, 2009 (KHARTOUM) — Sudan ruling National Congress Party (NCP) reiterated its stated position on the referendum law hotly disputed with Sudan People Liberation Movement (SPLM).
However, both sides are deadlocked over the referendum law that would set the modalities and logistics required to conduct the referendum.
Both sides disagree over the percentage of votes required to call the referendum a pro-independence, the population of Southerners allowed to participate and the post-independence arrangements including the share of national debt to be carried over by the South.
The Sudanese presidential adviser Ghazi Salah Al-Deen told reporters in a press conference that his party insists that all Southerners should be allowed to take part in the vote irrespective of where they reside.
The SPLM on the other hand wants to limit participation to Southerners in South Sudan and Khartoum.
Salah Al-Deen accused the SPLM of placing “impossible” conditions by sticking to its position on the population allowed to vote adding that this “creates damage to an issue relating to the future of the country”.
He dismissed any attempt to involve any international mediator on the referendum similar to the manner by which the dispute over Abyei was resolved.
The NCP official also warned against calls by figures in the South for unilateral independence.
This week in Juba, the US special envoy to Sudan Scott Gration failed to bridge differences between the NCP and SPLM on the referendum law but vowed to continue to push for an agreement.
NCP officials in the past have said that the CPA states that they are to work on making unity the favorable choice for southerners and as such laws should be tailored to make secession more difficult.

I do not think that the Government of South Sudan’s team negotiating on our behalf is stupid enough to accept such conditions. We’re just waiting for 12:00 AM on December 31, 2010 to declare our freedom. We do not need to ask anybody for it. It is a God given right whether it pleases anyone or not. If Bashir wants to take us back to war on this issue, then he must know that it is going to be a different kind of war they will live to regret. But we will not be the first ones to start the war.

First, South Sudan conceded in Ministries division, secondly, in census and as a result census become important tool in many things to be shared by the two Governments, this is the final one, if South Sudan give up again this chance then we don’t blame Arabs or International Bodies in case of intervention, we blame ourselves of lacking understanding Politics and other necessary Administrative Knowledge.

Unitification is not force and not pampering people. it is the right and the choice of Soutern Sudan people to execrise their own running affairs without any complication of so-call unity of Sudan, that is not longer there, it is right now conform that in 2011 election whether one person or two southerners must remain at their own selfdetermination and no more connection with double devile of PCP and NCP at all.
coming to the point of Sudan debit, yep Bashir must pays all debit of sudan because all the regions of Sudan have been marginalise right from Eastern, south and west Sudan and including demolition made by Bashir regime, no accused to be made.

what the governmwnt of the Bashir wants is nothing but war that is why the are strongly objecting the international ways of conducting a referendum.the know very well that if the south is allow to vote on 50+1% the result will be celebration for independent southern sudan. All southerners should be prepared to face the foriegners(Arabs) with all efforts.
what ever the do the will never overcome the citizens of this soil. God bless southerners.
