Jonglei elects new speaker

September 18, 2009 (BOR) – Members of South Sudan dominant party; the Sudan People’s Liberation Movement (SPLM) in Jonglei state, on Friday elected Peter Chol Wal as Speaker replacing Jodi Jonglei Boyoris.

SPLM state members of parliament (MPs) voted 19 to 11 at the party’s headquarters in Bor in a meeting facilitated by Majok Ayom – the state Governor’s political advisor. Peter Kuol Chol, who earned 11 votes, accepted the result paving the way for Peter Chol Wal during the party’s election supervised by SPLM State secretary Buoth Chuol.

Chol Wal, a rival of ex-speaker said in a speech delivered before the vote of no confidence against the former speaker Jodi Boyoris on Wednesday, that lawmakers should “disentangle [Jonglei] from being a den of insecurity.”

Wal campaigns today for the adoption of severe laws to punish the responsible of tribal violence adding that the assembly silence has been “part of insecurity” in the last four years.

Last Friday, Jodi Jonglei Boyoris, the former speaker was kicked out by SPLM MPs on ground that he allowed the state executive to function without assembly passing the annual budget.

The Assembly had to debate the fiscal year budget last January. But due to long recess, budget was never worked out timely.

Jodi Boyoris said last April that the delay to open the assembly was due to ousted ministers’ hesitation to resign – a claim lawmakers disagree. The two ministers were finally removed in June, 2009 reshuffling.

The assembly also accused its ex-leader of failure to ensure transparency and accountability, unlawful assembly conduct of business evidenced by long recesses and silence over surging insecurity in the state.

As part of the Compressive Peace Agreement reached between Khartoum government led by the National Congress Party and the former rebel SPLM/A, Jonglei speaker of the assembly should an SPLM.

The SPLM Canal MP, Peter Chol Wal, graduated from the University of Omdurman, will lead lawmakers in one of the southern Sudan states gravely affected by insecurity mainly due to raiders and inter tribal violence.

While campaigning for the removal of former Speaker, Mr. Wal said: “Hon. Members of this August House need to disentangle yourselves from their failures,” in reference to the speaker and his deputy.

He further added that “Our state is a den of insecurity, citizens are killed, children abducted and cattle looted and this House keep quite.”

    Jonglei is in a bad mental state. People are disillusioned by the percieved failure of SPLM and Gen. Kuol Nyang Jock, the so-called governor of Jonglei. Kuol belong to national government, not Jonglei. Jodi Boyoris didn’t do anything that the old student rebel Kuol didn’t do in jonglei. The poor Murle brother is a victim of a lot of things including credibility seriuosly suffered in Jonglei.

    We Murle today came to know that Dinka Bor are dogs who love only themselves. I used to think that Jongolei belong to all of us, I didn’t think that Dinka Bor were dare to show their greed openly like that. Positions were didvided based on communities and as result no one knows that Murle position was going to be robed away stupidly like that. If Jodi was not capable, there are other Murle who can take that position as the share was theirs.

    Now, we Murle don’t want peace, or any relationship with Dinka Bor till this issue is resolve in fair ground. Early this year some gunment from Dinka Bor staked Mr. Kengen Jakor in an attempt to killed him.

    How can we live when one tribe want to control everything?

    That is unacceptional and politically silly.

    Dinka Bor better notice it good that there is price to pay regarding your greed and stupid actions.

    Congratulation Mr. Peter Chol Wal, I never heard of you and I’m not from your state. What I’m interesting on, is the security of Jonglei state that you mentioned as you convince your colleagues on assembly. Last month a big number from Law Nuer was killing by Murle and Lou Nuer could not revenge and I would like to thanks them especially the commissioner of Akoba Mr Goi Yol. Insecurity in southern Sudan will stop it started by Minister of internal affair Mr Gier chuang.

    If that the case then your people will be in darkness for ever and ever.How many Murle are now in school? What I know so far,you are not from Murle.

    Bear in mind that Dinkas use to ignore whatsoever you are doing due to one reason.Without Murle,Dinka would not stand alone and so does Murle.You are not our enemies and if you want to be;then you will curse the day you were born.

    You have to quote this statement properly,He who does not recognise reason can not be told reason.

    Thank you very much for your fairness and judgemental accuracy, in matter of fact Jodi removal is not the mean thing because Jodi had never given me or any Murle a penny during his term as Jongolei speaker, secondly, Jodi can be removed and nominated tomorrow to hold certain position higher than that. the main fundamental arguemnet is that after the CPA the contituencies were divided equally into the respective counties, apart from that, I think Pibor county is the only county which is cheated in the history of south Sudan or Sudan in general. One could easily find his own answers when he could demographically calculated what size of tribe that covers the area which is twice bigger than the republic of Djibudi as you know the Pibor county begins to run from the border between Bor town and Pibor all the way to Pachalla to the South and Akobo to the north, Kapoeta to the SOuth and Juba to the west, and unbelievably this area is still compressed to one county and yet their contituency is still big concern to the Bor.

    Without question, I know both of you know these people very well as I do. Everybody think about God at the time he/she is in trouble and the same formular will surely be applied to our brothers Dinka Bor who don’t realize that what they do may calculate their fate without knowing it till the day when unwanted take hold of the reign.

    As a person who love peace, I call upon Kuol Manyang to either give Murle another position as soon as possible to fulfil their two required positions or reinstate Jodi or get another Murle in the place. If they ignore it all will be fine or determine by the future.

    That is all I want to say.

    Why are so furious of Judi`s removal when he also remove other when they don`t perform well.
    Judi is also caught with the hook he used for catching others. do you think that those Ministers he fired got no relatives to complain? the reason is known that position are not for particulars to occupy and does nothing.
    You said that you will never let Bor rest till further solution but the new speaker is not from rather than Ngok Dinka.
    To you attention, position of speaker not for tribes as stated by colleague rather than ones`capability.
    You declare war between Bor and Murle which is fine, but make sure you don`t run to International Community before we go there as you did last year.
    I quote Ismail Konyi speaking to miraya fm that he International Community to intervene before Bor launch war against Murle. Yet that was a shade, what if we go in person. my friend watch out, we are known because of war, so don`t threat us by you word.
    You complain lots for position yet you were not complaining during war that why is it only Dinkas dying and not us.
    You know it was bitter but now it is sweet.
    Where were Murle during war?
    My friend our fighting is not on lips but in action, remember you have nowhere to go but to hell.
    Otherwise will not missed Konyi like in Kongoor near Pibor when he launched war against us.
    We missed him narrowly till he ran naked and bar footed till Juba.
    Today we must capture you alife like Sadam hussein.

    You need to be opinionated, which part of the world that Murle has to come face to face with Bor in fighting, you seem to mix things here, you are trying to call the war between Ismael Konyi militia and SPLA forces which surprising used to be led by Kennedy Gain who is also Murle in 80s to be Bor Murle war? Same on you or better to say that you are right since that time you were just little foolish kid who didn’t know what was going on.

    In matter of fact if you know Murle better during the war you were not going to talk the way you talk, please ask those who were in SPLA since day one to tell you whether Murle were there during the beginning of SPLA or not, ask them about the fighter and hero called Ngachigak, and Lukurnyang, ask them also about cdrs name Kennedy Gain, Akot Maze, Babur Maze Logocho Lokonyen, Wat Kirer, Kasinor Mothan etc just to name for you few who used to lead your fearful brothers when the death was miles away.

    Please find those women who were in refugees camps in access during the war of which your own tribe including youself were in. But Murle are known as tough fighters and you know it.

    Ok to remove Jodi like others if you can read and understand, but the point is that, that position was given to Murle as governorship was for Bor and deputy governor was for Nuer and now why didn’t you give another Murle that position if Jodi did do well? Now according to you, could the biggest Pibor be represented by only one person or there will be another position given to them later to balance things? That is my only point.

    Lastly, don’t talk about Ismael I want to advice you strongly because this time we will do the worst to Bor if an attempt is made against Ismael, note it clearly and memoriz it with your little ugly brain.

    Your Murle brothers whom you mentioned were only given rank to motivate them to bring along their fearful and cowardics murle to join us in war in which they failed.
    Tell me if Murle have even one batalion in SPLA.
    You are only theives who donot know how to fight.
