Two youth accuse commissioner of torturing them in Lakes state

September 18, 2009 (RUMBEK) – Two youth from Rumbek North alleged that the county commissioner had ordered to torture them following accusation of taking part in cattle raid.

The commissioner of Rumbek North (Maper) county, John Beliu Awol, ordered torture of two youth from his county on September 1, 2009 in the remote area of Maper which is at 75 miles from Rumbek Central county, the capital of Lakes state.

The two youth: Mr. Maliet Marial Abol and Mangok Dhuor-riak Noon, told Sudan Tribune on Friday that the Commissioner accused them of being cattle raiders, a charge they deny.

Maliet Marial, whose father Rumbek North (Maper) and mother from Warrap, said he had been informed about an attack that Warrap youth were preparing on Maper. So, he arrived to inform Rumbek North youth to take their cattle away and get prepared for the probable aggression from Luach youth of Warap state.

“Immediately commissioner ordered his solider to arrest us and charged us of being raiders. He called us thieves and when we were trying to inform him that we are not thieves, and then he orders his soldiers to put fire into our mouth,” Said Maliet Marial.

His friend, Mangok Dhuor-riak Noon, who is from Warrap confirmed what Maliet had said, adding that he had learnet about the attack and informed his friend about it. He further regretted that they were acting in good faith and because they disagree with such violence.

He also confirmed the torture saying they were in Maper to inform people there but the commissioner arrested them and ordered to put wood fire in their mouths

Sources close to the state governor said that he had summoned his county commissioner, John Beliu Awol, to appear at Lakes state headquarters.

In 2007, a number of youth from Yirol East County of Lakes state were beaten and tortured with fire drops made from plastic and yet state government didn’t order the trial of the suspected former commissioner Mr. Santo Dominic.

    The youth of southern sudan , they have started turning their back on the people who brought them to power, not knowing that one Day the youth will also Turn against them.
    Take the example from the Commissioner of Torit county in Eastern Equatoria State who was the one collecting Tax from the Traders,hurust people, and carried on the similar event of cattle raiding as a jork.
    He recently lost his job as the commissioner and now live a most miserable man in his own land . shame on you Governors who entertain such a human right violation in the name of bringing peace.
    All the youth fought tirelessly to bring the peace that you now turned the owners, wait time is maturing see you soon leave like fomer Commissioner of Torit Mr.Alam.
    SPLM must fight back this babaric act and rather looks for alternatives for solving youth’s problems in southern sudan.

    My dear commissioner,you have really abused human right to the extent that people would not talk about it.If I were the Governor of that state I would have taught Mr.Commissioner a lesson that He would never forget in his daily life.Natural justice must be considered.As stated in article 42 of constitution of Uganda 1995 that any person appearing before an administrative or official should be treated justly and fairly.I have not yet known our constitution;I would have quoted it instead.

    Anyway,ranks matter a lot.
