No referendum without elections, says Sudan’s dominant party

September 18, 2009 (KHARTOUM) – Sudan’s dominant National Congress Party (NCP) said the conduct of general elections scheduled to take place in April next year is an imperative to implement the remaining issues in the Comprehensive Peace Agreement (CPA) including the referendum for the south.

Differences between the two peace partners over the outcome of the fifth census and the national security law pushed the leadership of the Sudan People’s Liberation Movement (SPLM), the other CPA signatory, to say their major concern is the 2011 referendum and to doubt the hold of general election.

The National Congress Party, which is counting on the election to ensure its continuity in power and to have the needed legitimacy to protect its leader Omer Hassan Al-Bashir, wanted by the International Criminal Court (ICC), is campaigning across the country to win April election and refuses any delay for the election.

The Speaker of the National Assembly, Ahmed Ibrahim Al-Taher, who is also NCP Vice-President on Thursday, said that the implementation of the remaining issues of Naivasha agreement is not possible without elections.

Speaking in a meeting held in Kadugli, the capital of southern Kordofan, Al-Taher further stressed that the referendum on self determination for southern Sudan can only be implemented by elected governments in Khartoum and Juba.

2010 poll in Sudan will be the first in more than 20 years under the 2005 Comprehensive Peace Agreement (CPA) that ended over two decades of civil war between north and south Sudan.

The UN Under-Secretary-General for Peacekeeping Operations Alain Le Roy told a closed session of the UN Security Council (UNSC) on July 17 that Sudan asked for over $1 billion for the elections.

However, the UN pushed back the budget telling Sudan the figures are “exaggerated” and asked them to revise it.

Western countries tend to minimize the significance of the general election in Sudan and think, with the growing expectations of a vote for the independence of southern Sudan, they would engage important amount of money for an election that would have an effect limited to less than one year.

Salva Kiir, Sudan’s Frst Vice-President and SPLM chairman hinted more than once that what is important for his party is the referendum on self determination expecting further delay in the date of the general election.

Also, the SPLM leadership said it would stir pressure on the NCP over the security law requesting more public freedoms, plus the expected important debate on the referendum bill during the next session of the federal parliament.

However Al-Taher called on the political forces to prepare themselves for free competition saying they passed the necessary laws to hold the election.

He further added that the laws are not everything in the democratic transition and that citizens are the foundation of the process.

    Well it looks like the CPA must be implemented in sequential order of its provisions, making conduct of the 2010 elections a prerequisite for the conduct of the 2011 referendum.

    No problem. Let us go for that aborted election. It is just a confirmation of NCP leadership in the presidency. Salva Kiir and his SPLM are not doing the expected to threaten the NCP hold on power through the elections. SPLM is unnecessarily pre-occupied with conspiracy games to yet nominate its candidature.

    Let us prematurely match towards April 2010, do that unprepared elections for the sake of allowing for the conduct of the referendum. A true election would have made leadership changes in Khartoum and paved the way for the conduct of the elections. But since this has failed because of the SPLM’s attitude, which has become a gift for the notorious NCP, we are prepared for the bumby road to referendum.

    NCP knows SPLM has internal election problem. Now SPLM is caught red-handed. Kiir’s strategy to change the SPLM leadership hierarchy now that there is non-Dinka leader on line smacks hypocrisy. It exposes Dinkas lies once and for all.

    NCP is now booing the SPLM policies failure. Kiir’s insecure leadership cut so many slacks to NCP.
    A genuine united strong SPLM would have been a pain in the back of NCP during the election. But Kiir blows it!!

    Now true come fro North:

    How would we complain for referendum while we are deniny the process of referendum? Kiir with his advisers must be accountable any obstacles or life lost that may occurs in future. He would have been for SPLM candidate or resigned and let Riak Michar candidate. Now North who took power by force are the once who back down for election while people who got power through peace are denying peaceful way.SPLM-DC is ready with its candidate and others parties too,accept SPlM which dose not have its candidate. NCP now respecting the right and the choices of Sudan civilians. You will go one day wether you like or not if you are denying the democracy which southerns lost their levies for.

    We will mess this south Sudan till some dogs learn how to behave in the next coming months.

    No referendum if the dogs don’t get out of the leadership.

    Riek and Lam have full right to lead SouthSudan because SouthSudan don’t belong to any dog in order for him to have the leadership or give it to anyone that he wanted to give it to.

    Yes Lam and Riek are all good southerners and they have right more than any foolish dog calling himself Dinka, you want it or not Dinka will never, never, and never again rule that country.Listen it good.

    You may dream about it but God had planed to put your stupid leadership to an end. No more friendship, lets do it physically and see who will beg for help Dinkas or non Dinkas.

    To the best of my recollection,I don’t imagine if we just have to be reminded of the ‘No referendum without elections ‘ by the headed criminal’s party-the national congress party.
    Everyone knows it already about the CPA’s modalities.

    It’s only your party -the NCP that needs being reminded on what’s to be done.Because,you guys of the criminal’s party love to camouflage.’Chameleon is this side of the road as in your ways to take down the CPA’S modalities.

    But,to satisfy all you try to think about,my afro-arabs with assimilated fake islamic fundamentalism…we ‘re gone’.Ask me what!! It’s complex to understand and you will never understand.But,in anyway to ease matters for you,we totally don’t have linkages to put in between us a better network’.Even electronic’s technology reseachers can never define the linkage….we were lying to each other in the previous years..!’am sorry for disowning you,but no way we don’t deserve it to be together…diversity matters alot for individuals to co-exist’.

    Dear Southerners,

    I can not believe you guys are falling for the NCP’s trap. NCP goal is to destroy southerners by all means necessary.

    Why do NCP want to use the election as an execuse for not granting referendun for the south at this time?. Just think about it!. If you guess that they(NCP) wants to break SPLM from within by using presidntial election as a point for SPLM members to disagree, than, you’re right.

    NCP wants to see you guys consumed by tribalism fights so that they can pushed their dirty agendas foreward. To my understanding, general election is not important for the south at this times.

    What significance of election if south is going to be a seperate state the year after the election?. Again, think about it!. If we are to fight among ourselves because of election that is not going to bring anything to us, than there’s no need to waste time by involving in this losing election.

    To be honest, no any party from the south, or marginalized areas is going to win this election, including SPLM. NCP at this time, is too greedy to let any party wins. I challenged anybody who think otherwise.

    Brothers and sisters,the time of fighting for power is behind us now. We need to pull all resources towards referendum and unity of the south only. We do not need tribal ideology to dominate our being and our future state of southern Sudan. We need to emancipate ourselves from these kind of destructive thinking instead.

    We need to unite regardless of our ethnic background or political affiliations to support whoever in power at this moment.

    I would like to inform my dear brothers from Dinka Bor,Bhar-el Gazel and Dinka Abyei to hold their tongues.Dinka is not a donkey on which anybody is free to take a joy ride.We know why we fought that is/was to restore the right and dignity of our people.

    I am proud of my community for they did not go for green pastures when Southern Sudan was burning.Anyway, our barking dogs from Equatoria and Nuer community are just there to increase the number.We shall be leading them if they don,t change otherwise.Dinkas are born to rule.

    Dear Dinka’s Boy,Let them bark as much as they need but last they will curse the day they were born.Therefore,a camel keeps on moving when the dog is barking.

    I love Southern Sudan more than you do but if a child cries for razer blade then you have to give it to him or her.You have to quote this statement proper please.

    Dear Southerners,

    Omer Hassin el Bashir is now in dilemma,he has tried to influenced money minded like Lam Akol to abrogate CPA but no way out.So what they are now trying to do is to send some southerners in order to act on their behalf.So security has to be given first chance in ten states of Southern Sudan.Gier Chuang Aluong is now doing his part in Juba.

    Therefore,I would like to request my dear writers to stop talking against our leaders for no good reasons.Salva Kiir is a good leader,Supposing that it was somebody,like Lam Akol,Arabs would have come back to Southern Sudan,Riak Machar is not against Dinkas but he just wanted to be a leader of the Southerners.We really need him but he has to be patient like Kiir during his time with Garang.

    What a bunch of pathetic comments, supposedly southern intellectuals or security organs infiltrating this site! You people paint a bleak picture of educated Southerners if you’re indeed educated!!!!

    The article simply highlights the weakness of the SPLM and its inability to tackle such issues through the constitutional organs it participates in as a result of the CPA.

    And I am criticizing all of the SPLM leadership with its Dinka, Nuer, Shilluk and Equatorian makeup. The NCP does what it wants in the north because the SPLM allows it the space to maneuver, so I agree with some of the sentiments uttered by Gatwech but I do not blame one tribe or one leader as it is their collective responsibility to give the oppressed Sudanese masses hope as they have championed their cause for over two decades.

    The Bandage headed in Khartoum, whether or not the elections will not in any way shape or form influence the choice of South Sudan sovereignty, that’s the actuality of the situation.
    Even if you try every trick in the book, which will just exhaust the resources you stole.

    Remember, Darfur is no longer on board, accept those few fools in the South but they will just end up dead at no cost to the South.
    The blood of the people they betrayed will take them down.
