SPLA, declare war against the killers of innocent people

September 22, 2009 — Another deadly attack on innocent civilians in Jonglei and the South continues to discuss it. I am becoming tired of the mere condemnation of attacks over dead bodies that have now include high ranking officers of the organized armed forces. We have clearly seen that somebody is behind these attacks that happen almost every month in Jonglei State. If Sudan People’s Liberation Army (SPLA) never declares this as real war between these militias and South Sudan organized forces, then the supporters of these attacks will celebrate their victory.
What is encouraging to me this time is that local chiefs in Lou-Nuer appear to be doing everything they can to stop these killings. According to the report by Sudan Tribune, local chiefs from Lou-Nuer facilitated a phone conversation between militias’ leader Chibetek Mabil and Jonglei Deputy Gov. Hussein Mar. But according to the report, after more than forty minutes conversation between Deputy Gov. Mar and militias’ leader Mabil; trying to persuade him to cease the attack, Mr. Mabil threw away the phone and told Mr. Mar to stop lecturing to him.
In this situation, SPLA would have struck before these militias stroke in Duk. Or if SPLA feared to kill innocent people in Lou-Nuer as a result of SPLA strike on the militias, SPLA would have reinforced their forces in both Duk and Twic East counties before the attack to not only secure innocent civilians but also to disable these militias since they might be getting support from Khartoum.
During the North-South war, what contributed to the death of more than two million people was fighting among Southerners, sponsored by National Islamic Front (NIF). What pains many Southerners is that some of our people do not seem to understand the derogatory NIF slogan of “kill slave with slave.” People with clear senses would ask themselves as to why we in the South are unable to turn Northerners against themselves. Northerners understand that pocket money is nothing, compared to their dignity.
I sometimes wonder where our pride as Southerners has gone, a pride that used to prevent criminals and their children from getting married in their communities. Where has this pride disappeared that people are now given money to kill their brothers and sisters at the expense of their reputations in their communities? It is madness!
The solution, I think, is for SPLA to declare war against these militias and hunt them down like rats until they surrender or go back to Khartoum. There is no simple enemy. This type of war would lead to the Lord’s Resistance Army style of killings. It needs to be stopped before it reached that stage.
The government of South Sudan and the government of Jonglei State must give credit to local chiefs of Lou-Nuer who now can even convince the militias’ leader to speak to Deputy Governor of Jonglei State, Mr. Mar, so that Mr. Mar could convince this militias’ leader to stop his attack on other communities.
The governments of South Sudan and Jonglei State must give local chiefs of Lou-Nuer all technical support so that they are able to warn SPLA on time about militias’ activities.
Lou-Nuer youth must also understand that the militias who are attacking other communities in the name of Lou-Nuer must move out of Lou-Nuer and plan their attacks somewhere else. This style worked in Iraq when the Sunnis started fighting their Sunni members who believed they were carrying out suicide bombing in the name of Sunni community in Iraq.
Research has shown that criminals or radicals stop their activities if they lose support from their communities. So I urge Lou-Nuer youth to protect their names by isolating these criminals in every way.
The isolation of criminals or radicals might not necessarily be fighting with them like it happened in Iraq; it can be verbal disapproval of their activities. Some of those militias are driven by misplaced seeking of honor. They think that they can be heroes in their communities if they fight against communities that they perceive as enemies of their community.
If Lou-Nuer community tells these militias that their activities are unacceptable in Nuer community, some members of those militias will stop their criminal acts. Only those who regard Northern money as everything about their lives will remain criminals and SPLA can easily take them out.
Finally, those who write that they are eagerly waiting for post-election violence in the South must stop that kind of language or they must join those criminals. It does not make sense for somebody to send his or her condolences to relatives of innocent victims and call for war with the same mouth that he or she uses for sending of condolences. We must either know what is right or we must surrender to foolishness.
This is the time for SPLA to protect the South as a professional army that must strike on the enemy before the enemy strikes on the South. Khartoum-sponsored militias are enemies of the South. SPLA must declare war on them now.

Jonglei is in this bad mental state because of Kuol Manyang’s tribal politics against the Nuer & Murle. The real invisible hands behind the scenes are Kuol and some SPLA intelligence services clique inciting tribal hatred as you correctly put it, Gatwech. Kuol horribly failed to govern Jonglei State. NCP is in the public domain as a public enemy in the South before CPA. But Kuol & his Dinka-Bor clique hide in the dark to incite hatreds among the tribes in Jonglei.
Gatwech, I hope you recalled the secret meeting between Salva Kiir, Gier Chuong, George Athor And Nhial Deng where they plotted the demise of the upcoming election in the south and getting rid of some important figures in the movement before the election. Gier is on the mission to implement that ugly plot.

How can a youth leader becomes a militia leader? SPLA dirty tactics is bullying and black-mailing the Nuer Youth by calling their leader militia leader. This will not only backfire, but Dinkas will retreat in the face of the Nuer Youth bullying and its threat to obliterate it.

Zechariah Manyok Biar, I appreciated your attempt to call up on GOSS to take action thru SPLA (I think it is what you meant)but I fill short on understanding your motive when you call those Nuer organised youth (that possibly motived by recently tribal clashes in the area that left a SPLA officer kill by Dinka-Bor in their area just because he was Nuer by birth) Milita sponsored by Khartoum. According to Philip Thon article, Jongeli vice Gov., Mr. Mar gave hint as of where the yourth may have got thier weapons from and that was not Khartoum but previous incidents in Jongeli.
This is a clear tribal fight and has nothing to do with militia or Khartoum bala-bal… Khartoum may have hands on other incidents in the South but I doubt this. If we need to use SPLA to attack civilian in Lou Nuer area or other Nuer areas, we don’t need to brand them militia first. we can just give order SPLA as it used to be in 1980s in Gajaak area. There is nothing different now though Garang is not the one to give the order to kill Nuer like it used to be.
Please let us stop being bias all the time in our writings because it will not help us. Can you imagine how others feel about how things are run by GOSS in Juba. Why people are quiet since 2005? We are being lead by one tribe that keep lotting public funds and has not regard for other tribes as it control all vital ministerial poses from Federal to states.
You cannot talk against those who think they will kill Nuer in the post election 2011 because your language put you in the same basket with them.

Thanks for your thoughtful and meaningful message to the Government of Southern Sudan,and your sorrowful for the victims of great Dinka Bor.
This website must be dismantle people like Gatwech, Thieliny, and many freedy nuer spilled some NCP support.
In fact, the attacked of TWIC East and Duk County are powerfully planned by NYAGATINs and the Northern Government.
The attacked organized by NYAGAT Chitek Mabil could be waged like the enemy attack for sure. The raid is way beyond Civilians cababilities. The attack aganist Wernyol and Duk-Padiet is an enemy attack. The foes have G3, RPG, and in uniforms/Khaki.
I need to frank here because i fought Arabs in battle field in Juba, Kapoeta, but this attack was completely hatred and unacceptable in the South.
I believed there are more than 450 high rank military leaders of Twic East and Duk County leave alone Bor South.
I don,t know how they feel when there innocents people are murdered in this way for no reasons.
If Hussein Mar was the leader. he would informed the Government of Southern Sudan about the inccident before this happened. The diputy Mar talk to Nyagat untill the NCP agent throw away phone, but why he personally go to Lou Nuer to talk to the crimanls.
I believed there are leaders killing Dinkas indirectly.
I am sure a lot of leaders that got position in the SPLA/M were once shot as at the back, but are we Southerners know what they are doing or going to do in the future. I have doubt dear brothers and sisters.
There are brothers thinking about CPA, but You Dinka Bor will not reached the fruitfulness of the country if innocents are dieing in this great numbers.
I am not believing Nuer Lou because of the following reasons: They are hunting for food to fill their stomach,

see from their stupid guys like thieliny, gatwech on the website saying the have formed the White Army. That white Army was the one used by Riek Machar in 1991 faction against SPLA. In deed,Stupidity never recovered. They are non human being who have no concepts and strategies or objectives.
The attack of Duk was really tried by the civilains because they fought for about two hours until their bullet finished,and after that the few SPLA deployed in village could also not managed the attack because the enemy have heavy weapons.
I give them thanks for what they have done to the attackers.
These militias need to hunt in Lou land. Other, Dinka Bor will be reduced by hyenas that are not even have values in the South. One Dinka men is equal to ten Nuer lou in value.
This jonglei comprise 3/4 of primitives tribes with no ambition.
Coupples of months ago, ithought that Nuer lou were killing innocents for their own weapons, but i lways have dout until they were proved to be NYAGATIN.
Dinka Bor need to formed his own Militia to attack and solved any aggression against them.
Lastly, i encouarged all great Bor from Duk Padiet to Abi to organized an attack just one time.
Why innocents died everyday for no reasons.
South is for everybody, why you Dinka Bor think of CPA everyday.
One attacked will be enough and this will teach stupid Nuer alessons.

You are just a bunch of unreasonable people. What do you think can uniquely qualify Lou-Nuer alone to be described as militias when they equally organize themselves like the criminal armed gangs from Dinka, Murle, Mundari, etc? They use the same weapons as used by other armed gangs. They have a focal point (ring leader) like any other groups. Some of them use uniforms like any other armed gangs. So what is the difference?
Is it because the name of their ring leader, Chibitek Mabil, is known to SPLA that makes it uniquely and organized attack, there fore justifies to be called militias? Do you think all those organized youth attacks in Lakes state and Warrap states did not have ring leaders? I know the motive behind the naming of Lou-Nuer criminals as militias. It is just a pretext by notorious officials in the governmetn and the SPLA to justify launching a war against Lou-Nuer. That will never happen my friend. If it happens, you will not like it. It will backfire.
I condemn any criminal attacks by armed gangs through out the South either in Jonglei, Warrap, Lakes and Upper Nile state, but I don’t accept people always waiting to condemn only Lou-Nuer and give them different description. That is a cheap propaganda that will surely fail.

I am not sure what kind of christian university in the USA that taught Zechariah Manyok Biar that it is blessed to tell the army to declare war against civilians. That can never happen in the US. It is his own nature. In the US, the new home of refuge for Manyok Biar, there are numerous organized gangs that carry out daily killings. But no sound minded citizen in that country would tell the army to declare war on them among the civilians. They are carefully being handled by the local police or the FBI.
But here Manyok has not learnt from his new country. He is still the Manyok of Bor-Dinka who is always full of hatred against the Lou-Nuer. To remind you of his hypocrisy and negligent, he did not invite the SPLA to declare war on Bor-Dinka armed criminals who even targeted SPLA officers in Bor town, killing a colonel. Manyok did not call for declaration of war against the Dinka organized and armed criminals who massacred the Lou-Nuer peaceful traders between Duk county and Uror county, killing 7 of them including SPLA officers.
He did not call for declaration of war when the Lou-Nuer armed criminals killed more than 500 Murles. He did not call for declaration of war against the Murle when they also killed 185 people from Lou-Nuer, including 20 SPLA soldiers. He did not call for a declaration of war when Agar-Dinka armed gangs organized an attack on SPLA convoy, destroying a number of vehicles. He did not do it either when organized youth Dinka clans in Warrap burnt down their villages using heavy artilleries, etc.
The list can go very long, but to Zechariah Manyok Biar, he could only declare war when his tribesmen have become the victims. Not only that he could only declare war on his single targeted enemy, the Lou-Nuer, he even went further to shamelessly say only the Lou-Nuer should be called militias but not the other similar ‘ruthless armed criminals’. What type of christian school did he really graduate from?
