South Sudan dispatches additional troops to Jonglei

September 22, 2009 (JUBA) – The interior minister in the government of Southern Sudan today reiterated its commitment to protecting lives and properties of civil populations across the region. He added that more troops are heading to Jonglei state.

The repetitive tribal attacks in Jonglei state stirred resentment inside the country and raised concerns over the slowness of Juba government to deal this violence that threaten the implementation of a 2005 peace deal.

To demonstrate the concern and commitment of southern Sudan authorities, the interior minister in the semi-autonomous government on Monday paid a visit to Duk Padiet where Lou Nuer militiamen killed some 76 people.

“There is no way the government can allow her civil populations be massacred at will. No, we are committed and determined to providing adequate security to the whole region and more especially to the frequently affected areas by tribal conflicts,” said GOSS minister of internal affairs, General Gier Chuang Aluong.

The minister also said convinced behind reasonable doubt that enemies of peace and southern stability have emerged to return the region to square one.

“The latest attack on civil populations in Duk Padiet, Jonglei state, is neither a tribal clash nor cattle rustling issue as it previously used to cover attentions of most people,” he said .

“It was a pure military attack by armed groups on civilians,” he said adding Government of Southern Sudan has seriously taken note of this incident and is preparing to dispatch a joint military and police forces to the area.

Asked what is his government doing to return the situation to normal, he said, Jonglei State Governor Kuol Manyang with UN representatives and I were on Monday in the area to see for ourselves what happened and gather relevant information about who exactly were behind the attack.

“The information we collected coupled with what we saw necessitated current decision to urgently send in security forces already on their way to the area.”

“Their immediate assignment is to provide adequate security to the affected population and their surroundings,” he said adding the government will soon form a ministerial committee to investigate the killing.

Gier further called on citizens to cooperate with government forces in the provision of security related information saying such atrocious incidents are committed by grouped he described as “ruthless armed gangs.”

“If information regarding their preparation and movement is timely leaked to security forces in the area, believe me, such tragic and regrettable incident would have been attended to at earliest, he commented.

Besides Sunday attack, the Lou Nuer armed men On August 28 attacked, Twic East, another area of Dinka ethnic group in Jonglei killing more than 40 people.

The Lou Nuer blame the southern Sudan authorities of favoring the Dinka tribe in Jonglei and ignoring their request for justice. Also they say Jonglei authorities harass them.

    What i can say to Lou Nuer is that, there is never been a bad time to kill, why not we all defeat our common enemy in Khartoum; and later after we get our independent South, turn yourself against anybody you want to kill and get rid of him.

    GOSS must perform its law enforcement responsibilities and ensure that this incident is investigated and those known to have taken part in this callous and cowardly act are brought to justice. This is not only an ugly incident but a direct challenge to Juba government.

    It is unimaginable that there are people who would even think of justifying or explaining what happened to these civilians. Those who think this was justified are not human being and are backward and mentally enslaved by jallabah. This is precisely what arabs want to do. Destabilize South and then laugh at us while telling the international community that they are the ones that can provide peace.

    There are educated Nuers who are in Khartoum at this very moment celebrating this incident over a tea. They have no conscience and will do this again unless serious precautions are put in place.

    they are not “ruthless army gang” mr Aluong. they are similar organised to your gov,t forces, they are NCP/DC forces. the only way by dealing with them is declaring war on malitia and asked lou-nuer community either be with malitia who kills in their name or be with gov’t who want to protect their future image although that image is already tornished beyond repair.

    Rounds of aplauds for whoever wrote this report on Sudantribune. It is objective reporting that presented the views of all parties involved expressing their grievances. This is professional Journalism, unlike Dinka-Bor Spokesperson, Philip Thon Aleu from Bortown.

    Gier Chuang and SPLA’s premeditated bullying and black-mailing the Nuer Youth would NEVER be allowed in Nuerland or South Sudan. The Nuer history is rooted in the history of sacrifice and achievements. The British failed to subdued the Nuers by forces, leave alone a predictable Dinka heading the Interior Ministry of South Sudan.

    I am glad Gier Chuang has retreated from grossly SPLA’s statement accusing the Nuer Youth of being a militia organized forces.
    Here is Gier Chuang:”It was a pure military attack by armed groups on civilians,”.

    He getting his sense back. You need that emotional intelligence, and not tribalism to connect with the south sudan civil populations as a whole without selectivism.

    I hope Gier Chuang and Goss fullfill their promises of protecting the south sudan civil population. The lies, conspiracies, tribal based tactics and lack of inclusive language have to be the things of the past.

    I like your carefully worded description of the attackers as “ruthless criminal gangs” instead of the wording “militias” which the Bor-Dinka media reporters want as uniquely for Lou-Nuer.

    “Gier further called on citizens to cooperate with government forces in the provision of security related information saying such atrocious incidents are committed by grouped he described as “ruthless armed gangs.”

    I want you to use that description for all the armed criminals throughout the South. Don’t give in to irresponsible official like Kuol Manyang vomit a certain statement today and licks it tomorrow in a different situation. When the Murle attacked Lou-Nuer in Akobo killing 185, Kuol rushed to the media and said it was a tribal fighting over cattle. How come the Duk attack could suddenly become a militia one?

    But Gier Chuang, I hope you General James Hoth Mai should make sure that Jonglei is completely disarmed to bring this madness to an end. This disarmament should start within the Bor town, which is the HQrs of Jonglei and has “ruthless criminal gangs” who even go out to murder not only other civilians in hospitals like those Murle but also kill SPLA officers from other tribes like Colonel Gai Chuol of Lou-Nuer which is one of crimes that sparked the recent revenge attack on Duk.

    Don’t ever attempt again to disarm only Lou-Nuer as you did in 2006 leaving the rest of communities armed to kill Lou-Nuer. I hope your disarmament exercise will not turn out to be like the tale of “Puor kaka wan.”

    1- who carried on this attack?
    Lou Nuer has now accept the responsibility of this attack. can the government start investigate first before any action of killing other civilian again.2- what made Lou Nuer anger to attack Duke Padiet? 3- bring the people responsible of this act to court and they be allow to defend themselves lawfully.
    4-uniform protection of all civilians in the south and not one side.

    Thanks Minister Gier for your eyewitnessed the incident in Jonglei state to come up with such decision of taking more troops to the affected area. Well enough we all understood as organised attacked and not tribal clashes that anyagat claimed to be the issue. Lou-nuer is the non existing ethnic community within nuer communities worth fighting for their freedom and identity in the southern sudan but to be paid to do suicide bombs as in the arab world. Freedom and identity is not worth being paid a lot of money to go and kills your brothers and i apprecaited Murlei for the revenged they did against lou-nuer to be the lesson of being money lovers. Otherwise Bor community is not the coward community but the backbone of southern sudan and particularlly Jonglei state. Bor community is the community that will never stabs the southern sudan government at the back because this community born with dignity and proudness. I regretted not being borned in this community and born in the community of greedy and power aspiration as our brother did in 1991 when he stabbed the movement at the back claiming to take over the leadership. And particularly not all our communities but Lou-nuer with that mentallity perception, i regret, i regret, i regret and regret unless lou-nuer must leave the general nuer communities as now we all receiving tough words and it is matter of facts we can’t denied unless we all stupid to defend such acts. I am proud being borned in Bentiu not lou-nuer area with this stupid ability to be use as suicide bombers in the African continent that never existing in the history of african just because of money to come and killed our brothers who will stand with us when we need the leadership of south.

    What happened in Duk Padiet is extremely disheartening to those who value human life, i don’t really understand what is wrong with this Lou-Nuer killing innocent people everday.

    Lou-Nuer leaders should be a shame of themselves why are your constituents killing innocent people in Greater Bor Counties and you remain silence in Khartoum, Juba and Bor? its truly demonstrate that you are complicit in this heinous crimes against innocent Dinka Bor. Go home and talk to your people to desist from this callous and barbaric act otherwise you should join if you Cann’t convince them instead pretending to be angels in Khartoum, Juba and Bor.

    Everyone in jonglei is disappointed for what this nuer who are money minded since they took pre genocide in 1991 lead by farcical Dr. Riek Machar killing thousands of Dinka Bor, now they attempt again to make another genocide in Bor. what can be done to stop this primitive nuer not raid again in Bor. i particular was confuse because nuer have big leaders in Government of southern sudan who can advice their community but how come they are still doing this in Sudan. chief os staff and deputy of SPLM icluding vice president must leave Southern Sudan because they are one funding their communities to killing innocent people in Bor.
