Peace partners resume talks in Khartoum on Southern Sudan referendum

September 23, 2009 (JUBA) – The Sudan’s partners to the Comprehensive Peace Agreement (CPA) that ended the 21 years of war in 2005 between North and South have resumed talks that aim at formulating a law for the conduct of the upcoming January 2011 referendum in the South.
The Vice President of the Government of Southern Sudan and Deputy Chairperson of the Sudan People’s Liberation Movement (SPLM), Dr. Riek Machar Teny, left Juba for Khartoum on Tuesday, after three days of break in Juba, to resume talks on Southern Sudan referendum law with the National Congress Party (NCP).
Dr. Machar and the Vice President of Sudan, Ali Osman Mohamed Taha are expected to discuss the percentage of votes cast required to declare Southern Sudan an independent country in the 2011 referendum.
The SPLM proposes a simple majority vote of 51% while the NCP demands 75% of votes cast.
Among the other contentious issues the two parties will also debate on is expected to include the criteria to be used to identify eligible Southern Sudanese voters residing in the North.

this matter needs more seriousness from (SPLM-EPC)I hope they should remabmer what Kosovo done to realised their coutru idependence.
to make this cleare, independenc of Kosovo was not Kosovans effortes in fact it was supptrted by EU, USA, NATO, and Unated Nation-Security Council aganist Serbian wish.
All International Organistions were supprting Kosovo to get simple majorty votes of 55/% not Serbians and they did it, while Kosovan Liberation Army (KLA) were ready for Serbians action because it was apparent that Serbins militaty will attcak KLA baseis.
regading this I urge SPLM chief negotiation not to put big smile in the face of Ali Taha when meeting him, because Ali T aha has no problem, but we do.
this time we need good outcome and it should be north must reaps 75/% to declare unity and South must reaps simple majort votes of 51/% to declare independece.
if not the only way I see to fnished this problem I bleive is a military manner it is a healfhealthful way we can settel this, talks talks will not bring anything.

Thank you Dr. Riek Machar Teny-Dhurgon. Rom wei du. Lat ke ken laat yene Marol (Jellaba). The SPLM must stick to its position of 51% required votes to declare the South independent in 2011. This is the international percentage of simple majority in conduct of referenda every where in the world.
In the criteria, the SPLM should not accept Southerners born to Jellaba fathers out of wedlock. These Jinubeen mothers should vote but their children will not vote. The same thing should apply to Southerners whose mothers might be notherners and have not gotten married to their South Sudanese fathers. But if it is an Arab mother and has legally married to the South Sudanese father, their child can vote if he or she has reached the age of an eligible voter. But the Arab mother must not vote.
Also the Northern referendum exercise should be monitored by a combination of international, national, UN, IOM, South Sudanese assaciations and local chiefs to help identify the lineages of claimers in the indegenous communities of the South.
