No law in Lakes state, say torture victims

September 29, 2009 (RUMBEK) – Two young members of Rumbek North (Maper) County whose mouths were burned are seeking justice against their county commissioner, John Beliu Awol.

The two boys, who are cousins, say that they were trying to warn relatives against a raid from Warap state when they were intercepted in a remote area of Maper by the commissioner’s men on September 1, 2009. Commissioner John Beliu Awol called the boys thieves and accused them of taking part with the cattle raiders.

He ordered that the mouths of the two youths be burned with fire, according to the boys. Local chiefs were present.

Maliet Marial Abol, one of the victims, explained that his father is from Rumbek North County whereas his mother is from Warap state. “I had information that my relatives from Warap were organizing an attack on my relatives in Maper – so when I got this information I tried my level best to run to Maper whereby I could inform people about an attack being organized by Luach youth of Warap state.”

He said that his aim was to inform Maper youth about the attack so that they would be able to protect their cattle and prepare for the attack.

The other victim, Mangok Dhuor-riak Noon, said that on the day of the planned attack he ran to inform his cousin about what their relatives were organizing against Pakam of Rumbek North. “Surely I and Maliet ran to Maper to inform people there on the ground,” he recounted.

According to Poth Domic Buoc, county information officer, there is high tension between the county commissioner and the relatives of the two boys who became victims of the fire torture for the first time in Rumbek North County.

Poth said that Governor Daniel Awet is downplaying the summons of his county commissioner, whereby the commissioner would have to answer those charges levelled against him.

“We had a meeting with Lakes state attorney general judge Mohamed and state peace advisor Mabor Bair; the case was positioned to be a court issue and state governor was told to summon his worker John Beliu and this request has now been turn down once more again,” said the official.

“Does everyone need to be involved in destroying the SPLM party in Lakes state?” she posed to the leadership of the state’s ruling party. “Daily death is happening in Lakes state due to Daniel Awet’s ignorance of leadership. Everything that is happening has just been turned down and later it will develop into more escalation, tension and death within the counties,” she noted.

Mr. Abol asserted that “there is no law in this state. There is no protection. I am going back to Rumbek North County to decide on what step I could takes against the commissioner’s leadership in Rumbek North because I find governor Daniel Awet is part of my problem”.

Mr. Dhuor-riak Noon, meanwhile, affirmed that he is returning back to Warap state. “I will hunt for any youth available to burn his mouth like authority in Lakes state has done to me. I will avenge through my effort even if my state government of Warap does not support such inhumanity.”

Six community elders of Rumbek North sent a letter to the Government of Southern Sudan Minister of Internal Affairs on September 8th, complaining about “ruinous attacks” by the Luac-jang and Gok against the Pakam community.

Lakes state Governor Lt-Gen. Daniel Awet Akot was not reached for comment in this article. Sources close to the governor said that he summoned Awol to appear at his headquarters, but a county official noted that the governor is downplaying the issue.

    Why would you do that to these Children? Are there any different between you and Arabs Government in the North? Why do we blame Arabs for wrong doing if we do such a things to our own children? This is unacceptable work of Devil and Kirr must protect these kids in the expenses of nation. Rule of law is necessary and these barbaric acts must be stop with criminal penalties. Kirr, you if you read papers on the net, this is a right time you should be reading and defend these innocent children. Before CPA, these barbaric acts were punishable and to keep silence is to discredit you self as a leader and as a father. My condolence goes out to these boys.

    Dear commissioner, John Beliu Awol, this is just not worth the action of a Southern Sudanese leader/politician. There may be no difference between you and Joseph Kony of Uganda`s rebel group, LRA. The boys said that they were going to report an iminent attack against their relatives who were in the neighbouring communities, the question is why attack these neighbours?. During the 21 year civil war, there was no such attack, why now?. I don`t understand this.

    Shame on you Dinkas (look at your own brothers)!!!!

    Not only in Lakd state but any states which is occupied by Dinkas there is not Law there!!!!

    If Dinkas can do that to their own brothers, what about non-Dinkas? In 2011, there are going to be two types of seperation the major one which is South from North and Non-Dinkas seperation which will be either peaceful or forcely mainly from Equatoria States and all these are going to happen in 2011. We will not give those people room who don’t consider Law and look at people as inferior to stay with us in our motherland!!

    Unbelievable acts from Denka Government.
    This is your law to burns mouth of boys?
    No law, no goal and nothing. If we started to abuse our people like these young boys, how would it be for people after independent? How would it be for non Denka? Why Denka abuse its people like this? The is a teyp of murder. This is an excellent evidence to non Denka tribes to be warre to theslieveis and this is the live that they are going to face under Denka government. if you are doubt, and have not leaned during the period of 20 year in war,then Wait you be looted with all members of your families. Iam total already convened the behaviours of Denka people.They totally do not know something call rue of law. If You mess up with me, I have to take my right at the same time Period…

    I condemn the commissioner in Lake State, and request he and the governor should step down from post, for these barbaric acts of illiteracy, and the failure to understand the rule of Law shall not be tolerated, “a person is innocent unless proven otherwise by the Law makers” don’t jump into conclusion. ‘The Struggle continues’

    I wonder how this ignorant county commissioner got this important post!! I suppose he is one of war victims who are still suffering from psychological disturbances given to what they went through during the 21 year war, people like him should have been put under continues psychoanalysis by professional psychiatric. That is why government of Southern Sudan should screen people thoroughly to avoid appointing people who are mentally disturbed like this gentleman that burned kids’ mouths simply because they suspected of stealing cattle!!! What is the need for torturing thos kids why not to arrest them and trial in the court of law and when convicted then do as you wish if the law says that!!

    Who can think of torturing a fellow human being like that?? Those young boys will live with deep psychological trauma and scars caused nepotism in the GoSS!!!!

    come on do something to protect our people!!

    No law in southern sudan now compare to war time. why do the government keep silent on this issue.Rumbek people should not be left alone on this crime it is to fought be by all southerners against the brutle governors and it is commissioners, what is the role of the lakes’parliament on this issue? this acts shows the weakness of SPLM as aparty of people who holdup laws on their hands, if nothing is done to these people quickly then the relatives of the boys will hold laws on their hands too.
