Amnesty International warns Uganda over receiving Bashir

October 16 2009 (WASHINGTON) — The Ugandan government should honor its international obligations and arrest Sudanese president Omer Hassan Al-Bashir if he sets foot in the country, a rights watchdog said today.

This week Ugandan president Yoweri Musievini was quoted as saying that he invited Bashir to a special African Union (AU) summit on refugees that starts next week in his capacity as an African head of state.

Bashir is wanted by the International Criminal Court (ICC) for his alleged role in the war crimes committed in Sudan’s Western region of Darfur. Uganda, a signatory to the ICC’s Rome Statute, is required to apprehend the Sudanese head of state in the event he visits.

But Musievini has reportedly vowed not to act on the arrest warrant.

He reaffirmed his earlier position that his government is awaiting the disclosure of a report by the AU Panel on Darfur (AUPD) later this month for a position on the status of Bashir.

But Amnesty International (AI) warned Kampala against granting reprieve to Bashir.

“President Al Bashir is a fugitive from international justice charged with responsibility for crimes against humanity and war crimes in Darfur,” said Christopher Keith Hall, Senior Legal Adviser with Amnesty International Justice Project.

“The Ugandan government has an obligation to arrest and hand him over to the ICC should he enter Ugandan territory,” Hall said.

The AU summit in Libya last July has adopted a resolution to halt any cooperation of African states that are ICC states in arresting Bashir which would include Uganda.

However, a few weeks after the resolution Uganda reversed course and warned Bashir that he may risk apprehension if he decides to attend the Global 2009 Smart Partnership Dialogue conference for which he was invited.

Ugandan officials at the time gave conflicting positions on whether they would arrest Bashir but observers have said it was “well calculated’ on the part of Kampala.

However, Khartoum was angered by the incident and demanded that the Ugandan official who blew the first whistle on arresting Bashir be sacked.

Sudan state media made no mention of the invitation or any plans by Bashir to visit Uganda.

    Thanks to Amnesty International for the great job it has done.We are fighting aganist those who are anti-human like Bahier himself, who killed more than 2.5 millions people in Southern Sudan, 300,000 people in western Sudan and other in Eastern Sudan.Now his hands are full with human’s blood.
    We should keep him away from others.
    WE MUST BRING HIM TO JUSTICE NOW not Latter.Failure to do this will encourage others to do the same.

    we northern welcome the amnestry appeals for the mans arrests.The sooner Obama can order his arrest and hang him like saddam hussen the better we Arabs here in north sudan we can moves on with our daily lifes,the man he is pushing as back all the times.

    Who is Who to deal with Bashir,

    the arrest of president Bashir by international criminal court can not prevent him to do his country issue in Africa. International criminal court are working with favouring westerners countries. where is George and Tony blaire and they have committed genocide in afghanstan and Iraq or is it because Louise Moureno Acampo is because he is from western country. that diffference should be tollerated otherwise africa is a difference continent.

    The time for Omer Hassan Al- Bashir has come to an end. wether Ugandans government arrested him or not, It is just matter of time before he faces the justice. We Sudanese will soon trail him for the crimes he committed in Southern Sudan and Darfur.

    Right now, he doesn’t have any supports from the cetizens of Sudan… Notherns,Southern,and Western. Only Adoroobs, from the Eastside are silence on their fade to appear soon.
    As we have witness last week, in which some of Bashir’s former supporters such as Turabi, and Sadiq are signing off from Bashir. He should be alerted by now, but, he is dump and eregan. In other word, he is protending like their is nothing going on in his party.

    on the other hand,Souths are just following appropriate precedures of becoming independent without living frictions between North and South borders.

    you see, the reality is, when you kill so many inecent people, their blood will hunt you down.. this is very true.. REMEBER WHAT HAPPENED TO THE ARAB MOST STRONGEST MAN, SADAM HASSEIN? OMER IS NEXT IN HISTORY LINE.

    I LOVE ALL SUDANESE, NORTH, SOUTH, WEST, AND EAST.EXCEPT THESE THUG POLITICIANS WHO WANTS TO DESTROY OUR BEATIFUL CULTURE. WETHER WE LIKE IT OR NOT, THIS IS OUR COUNTRY AND WE MUST GET ALONG. , AND WE HAVE CHOICES, AND MY CHOICE IS LET ALL SUDANESE UNIT AND KICK THESE POLITICIAN IN EXIL, OR PUT THEM IN JAIL LIKE IRAQIS ARE DOING NOW TO THOSE WHO DESTROYED THEM.
