South Sudan & USAID sign $230m assistance package to support the region

October 27, 2009 (JUBA) — The United States Agency for International Development (USAID) discussed with the leadership of the Government of Southern Sudan the priority areas that need support as the region races toward elections and referendum.

The Vice President of the Government of Southern Sudan, Dr. Riek Machar Teny discussed the needed support in this stage of the CPA implementation with the USAID delegation headed by the Agency’s Administrator, Alonzo Fulham.

On Monday, USAID represented by Fulham and the semi-autonomous Southern Sudan represented by the minister of Cabinet Affairs, Dr. Luka Tombekana Monoja signed a $230 million US dollars package to assist the region.

The meeting discussed at length the issues of elections in April 2010 and referendum in January 2011.

They also discussed the fate of the controversial results of the 2008 population census in their application to the geographical constituencies in Southern Sudan.

The role the American agency would play in supporting the registration of voters and voter education exercises was also discussed.

Empowering law enforcement agencies to provide security and keep law and order during the exercises was also among the top priorities.

Dr. Machar said the SPLM doesn’t want a situation that may fail the voters to turnout, adding that logistical issues are challenges that also need support from the American government.

On the recent decision by the SPLM Political Bureau rejecting the recent deal he announced with the NCP on referendum bill, Dr. Machar explained that the party expressed concern about the two-third percentage of voters’ turnout.

He said he first presented the draft deal to the Government of Southern Sudan’s Council of Ministers for approval, adding that the Council then formed a special committee headed by SPLM and composed of different Southern Sudan political parties to review the deal after which they also approved as final to be initialed.

He however further explained that some members of the party still expressed their concern on the turnout percentage, adding that the Political Bureau in its recent meeting reached a consensus to review the concern with the NCP.

On the controversial results of the 2008 population census and their application to the determination of the geographical constituencies, Dr. Machar explained that the Joint Political Executive Committee between the SPLM and NCP is discussing the possibility of amending the Elections Law so that the population census results do not affect the South in the elections.

He further explained that this is with the view to doubling the seats of geographical constituencies in the South from one seat to two seats per constituency.

The US agency’s Administrator, Alonzo Fulham, assured of his organization’s commitment to further support the priorities in the South to achieve the conduct of elections and referendum.

    Very funny article. Dude, such comment will not bring unity and exist with other Tribes as one nation. What about other intellectual Nuers like Chief of general staff Lt Gen. James H. Moi. Is he a primitive Nuer? I doubt that such an insensitive comment will not only bring another civil war but chronic hatred amongst ourselves. I’m not supporting Nuers but to warn you about the outcome because Arabs used to told us that we’re not able to rule ourselves which is not true. In fact, such comment will not united us but cause divisions amongst ourselves. Yes, I do believe that some Nuer politicians deserve no credits at all because they stabbed us in the back during the war. Folk, CPA allow us to forgive our foes, so let’s grant them amnesty and forget what had happened in the past.

    Thank God iam not a Nuer to inherit that chicken brain they have. God knows when a leader will be born among Nuer!!!

    Nuers are people like you and us all, your claimed of them being second class to Dinkas is foolish and therefore is not exceptable. An American civil right leader Martin Luther King Jr said that, it self evidence that all men were created equal. His words were later proves right when America elected its first black president, a member of minority group and the most disadvantage peoples of all times in the history of that great nation we all aspire to be. However, there is one point i may partially aggree with you, An American social scientist has carried out a research about the Nuer Social structure and concluded his finding that, “a big society with little organization”. There is also a very facinating book title Nuer Dilemmas, written by a renown anthropologist who spend most of his life in Nuer’s land. This book goes in to the heart of the society and any one interesting in Nuer nation must read it. I don’t have any grudge with the Nuer people, but in case one want to comment on what i post, i suggest he/she should read the book first and then comment on it as a whole instead of a few lines i pull out from it. Maybe your understanding will be better than mind.

    My friend, do not waste your time with this damn foolish called Lado.

    First of all, this bastard Dinka boy called Lado is a Dinka Bor son of bitch. He is using the Greater Equatoria name because the name Dinka means (Jaang)slave of Nuer and Equatoria for ever, and forever.

    I can not blame him for using Equatoria name because that is the cultural of being a slaver.

    I think he is the one whom I met in Juba Hotel waiting for left over foods from visitors, during my visit to Juba.

    It was my first my time to see a human being sitting together with dogs waiting for left over foods from customers.

    In the whole World, no human being can waiting for left over foods, accept this Dinka Bor called Lado. Dr. Riek Machar will be the next president of South Sudan
