Unity state Community asks South Sudan President to remove Governor Taban

October 30, 2009 (JUBA) — The Unity State Community in Juba urged the President of southern Sudan to remove the state Governor saying he failed to wine the confidence of the post-war citizens of the State despite the Governor’s several years as a governor.”

Over three hundred people from Unity State met on Saturday October 24, 2009 at Juba Bridge Hotel to discuss social, political and security developments in their State.

The meeting comes after deadly clashes between SPLA troops loyal to SPLA deputy commander in chief and troops under the command of the governor Taban Deng on October 2. Twelve SPLA members from both sides were killed in addition to four civilians.

In a four page appeal to Salva Kiir Maydrit, the community leader requested the removal of Taban from his post as governor saying he failed to improve the political, social and economic conditions in the oil rich state.

“The political, social and economic life in the State has gone from bad to worse and mass migration and displacement to counties and to the north become a frequent situation due to individual insecurity and the striking hunger in almost all the counties. The State has gone over six (6) months without salaries.”

The Community also said the October 2 clashes were “caused by the political tension prevalent in the State for the last two years.” Their statement is in opposition to the explanation made by the southern Sudan army which said Bentinu clashes were an SPLA affair and denied any connection with local politics with the incident.

“We strongly believe that the recent clash of the Bodyguards of Taban and that of General Paulino is a creation of Taban insistence to cling to the power and leadership of the State not admitting his failure to institute good leadership,” the community further said.

The statement of the community asked the President of southern Sudan government to recall the senior officers of SPLA Division 4 who attacked the troops of General Matip and to replace them with “officers who can serve the interest of the citizens indiscriminately.”

They also pointed blaming finger to Salva Kiir saying “people’s will has been resisted by your leadership.” Adding he had relieved governors of states like Warap, Northern Bahr El Ghazal, Lakes, Jonglei and he has to remove Taban based on the same “principles of good governance.”

Earlier this month, Gen. Paulino Matip accused the SPLA and its commander in chief Salva Kiir Maydrit of plotting against him. He alleged that the attack against his guards was coordinated at the highest level of the Sudan People’s Liberation Army.

Gen. Matip said that President Salva Kiir Mayardit plotted the attack in conjunction with Governor Taban Deng and the SPLA Chief of General Staff Lt-Gen. James Hoth Mai.

    What is wrong with Unity State.
    2% of oil revenue is for the development of the State.
    It is not to be distributed to villages as Nuer demand.
    Though you guys conduct meeting aganist the govern Deng Gai, it will not be easy to be remove because he is doing his job.
    Mr Taban Deng Gai, you have to know that Paulino Matip and Riek Machar are after you because they want you to work as tribalist and to followed their ways which is contradicting to SPLM duties.

    Mr. Salva will never change Mr. Taban for the only reason known to both men. Let Mr. Kiir keep Taban as governor of that rich State call Bentiu/Unity as he wish, while Lion Lt. General Paulino deal with Mr. Kiir by all mean necessary. Without Mr. Salva’s order, that incident in Bentiu town would have not occurred.

    people of Unity, be patient! I agree with your grievance. No leader should be impose on people even if he or she looks like angel. People must choose their leader. That is called Democracy which is one of the major reason we fought for twenty one year. Time is not good for democracy now. Let’s wait. 2011 is near. Be patient. You have been patient for twenty one years. I think that two years is long enough to break you wills.

    The above quote is really how they( Nuer) think.
    How come those troops will be replace only from SPLA side and leave Militia of Matip Nhial.
    Matip Malitias must be brought to justice first or other Matip Militia will be integrated to all divisions so that they learned military training from SPLA.

    Nuer will not appreciate the jobs of any of their own sons except for Riek Gai, Riek machar, Chibetek Mabil, and many of that kind. They want anyone who will go against the South and sell the oil to Arabs. That what they called Nuer true son. The GOSS will send Murmur or Wani instead because they don’t want to lose the oil and Equartorian seem have good leadership than Nuer collectively.

    Riek’s allies and minions are again trying to remove a competent governor just because he is doing his job and succeeding. Riek clearly wants to install a puppet so that he can drain the 2% oil to his personal account. This is not going to succeed.

    You cannot just remove a governor because other governors were reshuffled in other states. This ‘Community’ is not using any reasonable logic. They have not come up with a single reason why they want the governor removed. Not a single reason. Shame on Riek.

    Guys what is the problem?

    All of us knows that SPLA/M fought 22 long years to put the most wanted democracy right in its feet specially in South Sudan. And one of the elements in democratic rule is that, the leadership must come from people not from individual, in that connection, if people of Bentiu state rejected Taban for whatever reason, then Taban is simply rejected and therefore he need to be given another job since government have a lot of room as my late hero Dr. Garang put it or let him have private time with his family for a while.

    Please let us not support the darkest side of doing things when the brighter side of the life still shinning in our midst.

    Taban can do other important things in South Sudan instead of forcing him dictatorially in slot that don’t fairly fit his head because that may later on turn dangerious for his own life. The democracy which was exercised in Jongolei must be copied countywide. In Jongolei if we don’t want you regardless of your position, simply means you got to pack your shoes.

    Saying that there is democracy in South Sudan right now is like saying that it is snowing in hell. All appointees in all positions of power are for political reasons beacuse the president does not want people he sees as threats to have power, which is understandable. The downside to this though, is that we Southern Sudanese shall be the ones who will pay the major price. Tensions among the leadership are rising and it is only in time that bad policy will hit the fan.

    Riek Machar has NEVER been a saviour of anyone.. apart from himself. The central paradox of Dr. Riek Machar and Nasir, was its military alliance with the government- it was a paradox that ultimately cost its leaders their political credibility and destroyed their wretched movement.

    Let’s be honest. Many Nuer who rallied to the Nasir commanders did so because they thought, that now the Nuer would rule, as the Dinka were accused of ruling before.

    The disintegration of Nasir faction was precipitated by the desertions of its representatives and men, en masse. All cited serious shortcomings in the “movement” in their reasons for leaving: the concentration of power in the hands of Riek, the lack of democratic institutions, and the rising level of violence against civilians. By mid-1994 Riek and the Nasir faction had failed to live up to its earlier humanitarian and democratic rhetoric.

    Attempts by some commanders to create their own power bases within the faction had led to fighting between the two largest Nuer groups.

    In 1995, Dr. Riek Machar was the leader of a virtual movement, lacking any real substance or coherence. You should THANK Dr. John Garang for permitting Riek Machar’s return. Where would Riek Machar be, had it not been for Dr. John Garang’s grace? Nowhere! And you all know it.

    Ascribing anything of consequence to a man, who only regained relevance by the virtue of Dr. John Garang’s grace, victory and forgiveness.. is to disregard historical truths, for ahistorical fantasies. Riek’s lasting legacy is the fomenting of civil war among the Nuer, and handling the oil-fields over to the government.

    Do you recall (in 1999) when 80, 000 Nuer civilians were forcibaly removed from the oil-fields by Paulino Matip Nhial, in which they fled to Bahr el Ghazel?

    Do you remember that? Do you remember the humanity and generosity the Dinka displayed?

    For those who attempt to usurp our contribution, and depict us as cowards. You will forever remain permanently arrested in a quagmire of self-destructive hatred.

    Your desperate braying only furthers your humiliation. Meanwhile, here again are the material facts, which enrage you precisely because you cannot find any way to refute them:

    The Dinka constitute the vast majority of the SPLA’s manpower- the manpower which re-captured 90% of southern Sudan, and subsequently expanded the theatre of war to the Nuba mountains, southern Blue Nile, Ignessa Hills and eastern Sudan; without our blood, the CPA would not exist- we will NOT tolerate some begrudged children in their attempts to efface our sacrifice.

    I have tried to promote the spirit of brotherhood, but I can no longer tolerate these incessant, childish and insulting fabrications. Oh, and just to preempt historical revisionist, the Nuer have NEVER transcended the Dinka within the SPLA- Lual Diing Wuol (alone) led a force of over 10, 000 recruits from Aweil on their way to Ethiopia. I say, that blows Gatwech’s 2000 figure out of the water, does it not?

    One minute the SPLA is begrudgedly termed a Dinka army, voraciously consolidating the Dinka ethnicity – and in the other, the Dinka were not present in the SPLA at all.

    Feel free to further entertain us with bizarre excuses for your lies.

    What is wrong with this cursed community of Nuer? Do they want to prove to us that they are totally cursed by Ngundeng?

    Shame on them and Taban Deng Gai will not go or leave the office.It is a new policy from Matip Ngial because Taban is a threat to those militias of Matip and Riak.Kiir has to turn deaf ears to their day today nonsenses if he wants SPLA/M to be stable

    I don’t understand why President Salva Kiir refuses to listen to the voices of the people of Unity state while he has repeatedly listened to the voices of the people of Warrap state three times, Lakes state twice, Northern Bhar el Ghazal state twice and Jonglei state twice where he replaced governors many times. Or should I say there is something fishy to be understood here?

    I do not agree with this request. Replacing Taban with Riek’s wife or Matip will be even worse.The Western Upper Nile State should wait for the upcoming election to choose the one it believes to be its best leader.

    Look at the state governor Taban Deng in a quite statement by the communities in Unity state in fact all the counties from Unity state argue and post a concern message to president that Taban need to remove in power definitely.It is because of a hundred reason such as withdraw of the SPLA proper at the oil rich county of panaruu in Karsan was big seem like a deal with Al- Bashir’s government currently.

    I have a question to those who met at Juba bridge hotel, discussing the removal of Unity state governor, it is said that, they were over three hundred which I could not even believe but, the question, is the Unity state population equivalent to 300 people who met at Juba bridge hotel or nearly to that figure? To me Juba bridge hotel is not the right place to discuss our state affairs; you those who met there need to be rational enough in thinking, if you people want to achieve your own individuals’ interests at the expense of Unity state community is not fair, if you really concern about Unity state rather then your own interest, Unity state has nine Counties which their ideas can not be represented by those who met at Juba bridge hotel, you should go to your own respective counties and agree upon the removal of governor through weight fully accepted reasons, not just because Y and X wanted to come the chair. Don’t forget that, you guys are known for disturbing the peace of Unity state over these two years simply because one of you wanted to be a governor of Unity state and fulfill his own personal interest rather than public interest.
    You people whether from GOSS, GONU and Government of state, you are all subjected to accountability, don’t see only what Y has not done and forgetting about yourself. Ask yourself about what you have done to the people of Unity state in wherever you are, because you are not there to represent only yourself. Be aware that, the game has almost come to an end, you have all been playing the same game, and there is no reason for you to say Y has not done and you also have not done what you are suppose to do on your own capacity as a leader in wherever you are. But we the concerned citizens of Unity state shall soon reward you individually base on merit and demerit. Those who have done nothing shall be awarded with a zero reward of votes and that will be the only way you shall judge and adjust your own personality.
    I finally condemn the idea of those we met at Juba bridge hotel, for they can not take any decision on behalf of such a large community in the absent of the community leaders without consent of Unity state population at large.

    I really sorry for our guys.we are just talking about tribalism each and every single day forgeting what that has done in the past.

    Nonetheless, i would wish to know of the following,
    the list of the persons in attendance in the meeting with H.E Salva Kiir and who they speak for

    Secondly,supposing Kirr was to remove Governor Taban, what options are avaiable for his replacement

    Thirdly, if they argue that Governor Taban is not popular why not wait for the elections and the campaign for your candidate?? I believe, Governors Taban influence not only in Nuer Land but also in Southern Sudan as a whole is what is scaring the so called community representatives who went to meet the President.

    Fourthly, do you realuze that development does not come at a cheap price and the anormalies that are present in the State have a big hand to play in the politics and development in Unity State.

    Fifth, yes i agree with the community members that salaries have delayed and are deeply in arrears, but Unity State as a whole enjoyed a bumber harvest this season. Contrary to your statements that the food security situation is dire and infact which is not true.

    Sixth, the level at which Development is progressing in Unity State can speak for itself, for instance, in the last one year alone, 23 permanent schools have been completed in all nine counties of the state, several clinics and health centers have been built so far, the security situation in the State has never been better, this i can comfortably state. the only disturbances that were there are from our sister states mainly through cattle rustling.

    Based on the above, i will neither support the removal of Governor Taban but will actually call for the those who wish him removed to prepare the elections, popularise their candidate if they have the will of the Nuer people at heart. let the people speak for themselves and we be ready to accept the verdict there after other than this useless political maligns and other propoganda which are just creating unneccessary tension in Unity State while they are enjoying themsleves in Juba.

    Every state has a new Governor accept Unity State.

    My friends this damn president does not want to change his housekeeper and Governor so that he can keep getting one 1% of oil from his housekeeper Taban Deng Gai, and continues making their stupid plan to kill LT. General Matip, like what they did last month when these three damn foolish; Salva, Taban and Hoth Mai attacked LT. General Paulino Matip ‘s bodyguards compound.

    I would like to see Unity State citizens impeach this houskeeper of Salva Kiir from governor position with out notifying his master Salva Kiir.
