South Sudan minister opposes gubernatorial changes in Upper Nile

November 18, 2009 (JUBA) — A minister from semi autonomous region of Southern Sudan strongly opposed gubernatorial changes in Upper State describing the move as divisive and unconstitutional.

The unilateral decision taken by the National Congress Party (NCP) to remove Upper Nile State Governor, General Gatluak Deng Garang, holds nothing substantial other than intention to divide and rule the region on tribal basis, said government of Southern Sudan minister of culture, youth and sports, Gabriel Changson Chang.

This comes following a presidential order alleged to have emitted from the office of President of the republic of Sudan, Omer Hassan Ahmed Al-Bashir, instructing Governor General Gatluak Deng Garang to relinquish chair to NCP appointed Governor William Othon Ober.

According to CPA, the ruling NCP of President Bashir is given one gubernatorial seat in South Sudan and the same applies to SPLM in Northern Sudan.

Appointment of individuals into these sensitive constitutional positions and their cabinets is never unilateral but done after consultation with leaders from ruling party from where governor serves, minister Gabriel Changson Chang explained.

He also said any party decision to remove their member occupying the chair becomes effective only after proper and convincing consultation with ruling party like NCP in the north and SPLM in the south is done.

In the case of Upper Nile State governor, talks over NCP demands to remove him were held but reached no conclusion because NCP leadership never presented convincing reasons, he adds.

Asked what reasons did NCP present for removal, he said, their reasons were ever changing hence no proper reason is known but have capitalized on having swayed from party’s principles to collaborate with SPLM.

The governor was accused of collaboration with SPLM and local authorities on issues opposed to NCP principles. The other reason was that NCP asserted the chair belongs to them and it is therefore NCP leadership decision to appoint any member deemed committed and loyal to the party, he said.

The third being power struggle in Upper Nile among dominance tribes. However, none of the tribes has petitioned NCP leader to remove governor, he adds.

Commenting on the issue which divided the state with politicians accusing one another, an official who preferred to remain anonymous, he said surprised by what happened in Upper Nile.

The removable of Governor Major General Gatluak Deng from governorship of Upper Nile shows that Sudan has no intention for development if developmental oriented personal are unilaterally removed based on hearsays and unfounded allegation.

Upper Nile State has completely changed after his appointment; he said adding people have never shown dissatisfaction because he has good ambitions particularly developmental plans for greater Upper State which distinguishes him from other leaders.

Records from his supporters in the state administration shows he is the first Upper Nile State governor who managed to bring a little change within one month after appointment.

He is accredited for building guest houses for government officials, installed electricity in the city, and renovated many business shops and stadiums for the first time in the history of the Upper Nile after CPA, built roads and bridges in and around Malakal city.

He is also appreciated for attempts to stop ill administrative practices as well as bilateral cooperation with foreign countries to support developmental plans.

He established close and friendly contacts with neighboring countries such as Ethiopia resulting into signing of an agreement to building Highway from Ethiopia to Upper Nile State. This plan would be implemented during dry season by China Company.

He is also reported having signed many contracts with Germany Company to build the city of Malakal.

If he goes, without resistance who else will tersely work like this man, who exactly spends money for development of South Sudan, posed another who declined to be named.

    Does it mean that there is no any other brave Nuer more than Gatluak can hold and maintain the Governorship in Upper Nile?

    Nothing wrong with changing governor Gatluak Deng mr Changson. That is how it works. SPLM changing its people and you strongly opposed NCP to change its people? You was wasting your time and you sound wrong mr minster Changson in my opinion. What kind of tribal you talking about? people of Upper Nile have been living together for long time without conflict and it does not matter to people of Upper Nile where and which tribe governor from accept when Denka Ater were supported by SPM to fight Collo.

    Dear brothers & sisters,

    I’m deeply worried and amazed that we can live together as southern Sudanese because of our attitudes and the way we treat ourselves.

    Are we trying to develop the policy of making other tribes as second class citizens?

    When President Obama became the President of U.S.A,Some white and Republicans americans behaved as if President Obama has no right & does not deserve to be the President.

    The blacks are deprive of certain positions in American.Is this behaviour happening in our land in the Southern sudan?

    I think we are missing a very precious opportunity to be one nation if some people think that they, and they alone, can decide who to hold a position in Upper Nile State.I think we have to revisit why one tribe think that they can rule over people when we are all southerners and each of us has an opportunity to hold a position.

    Is arab attitude & behaviour that they are born to rule southerners is embedded in our ourselves and our leaders?

    Please think twice or our future is doom?

    This comment is soley prepared to confront your habitual self proclaimation of being the most feared, the most educated ,and the most deadliest creature in the planet. You tend to carry out unplanned attacks against people and threaten them of deafening their ears with hot words. Sometimes you do warn them of becoming one day your bootlickers. This kind of silly remarks don’t only reduce your knowledge capacity in minds of others, but also reaffirm your foolishness and dumbness in that matter.

    This is your second time that you attack and threaten me on the internet and in your first attack, I read it and laugh in disguise knowing that, you are one of those little minded crooks who think that the world is their.

    Nyueny, you know where I come from whether based on that I could be somebody who could be freighten by such kind of parasites like you or not, I think you know what I meant.

    If you are not brainless insect, I don’t think there is something wrong in my comment, jumping up into conclusion in such remarks make you animal in the eyes of many.     Gen. Gatluak Deng, is a prominent politician, his political career emerged at the down of the NIF regime in Sudan in 1989. He served in different high profile constitutional positions ranging from Governor to Upper Nile State twice, Federal minister, President to South Council etc. His last position as governor of Upper Nile is marked with great achievements, not forgetting some shortfalls in forms of tribal unrest, which we all know is a common ground in Southern Sudan. H.E. the Minister Changson, defense to Gatluak behavior is not in place here, especially given his position as spoke person for GOSS. By his statements he wants to prove President Salva Kiir wrong since he has already issued a degree of appointing Dr. Othwon Awer, and sworn him in as the new governor of Upper Nile State.

    I would like Gen. Gatluak friends to advice him to go away peacefully and not to smear his good political reputation in the dust because he was not officially notified by his party NCP about appointing new governor Dr. William Othown Awer. He is not the first nor the last to be caught by surprise, to hear his removal from government office by a decree announced over radio or TV, many politicians has experienced that before him, including Alsadig Almahdi whose elected government was overthrown by Gatluak’s party. He should be the last person to complain injustice at this juncture. However, what is very sad is that, some voices echoed in his support instead of advising him to abandon such uncivilized manner at this point of time. What Gen. Gatluak and his friend must know is that change is the rule in this live and not an exception. I think he is the luckiest Southern Sudanese, for he was in powerful government positions for over 20 years.

    Dear Comrade Gatluak, I think the honey moon is over for you. Go home and take some rest, you need it, after long good service. Who knows may be God in the hiding is arranging something better for you. I am sure all the citizens of Upper Nile State are considerate for all the great things you did in the state. Good Luck!

    I maybe disagree with most of writer whom are attact other people in this forum. I hope that change is with in us. but the only problem is because we southern has been driven like a 5 wheel drive and we do not assumed what will be the out come of our stuggle since independent till 2005.

    Galuak have two ways, one is committed with SPLM/A, second, he had committed himself with the people of Upper Nile. So please try to ask your if you were NCP member or a chairman of NCP while he doesn’t fulfill your interest in the party. What will you do? this will be up to you my fellow south Sudanese.

    As we are “Southern” who have committed ourselves in the struggle in past 46 years, than we have to look so careful through NCP in the way we could changes their habit or Arab influence in Sudan; b/c I know we all are African and we will fine a way to make a change in our beloved country.

    Mr. G. Deng G, was hard working man and he deserve to lead us into referendum(2011) we the people of Upper Nile. No matter what president of Sudan or who soever his. We have a chance we people of South Sudan for this man and I believe he the right man who will do his job.

    Never never never! It never Happen and it will never happen for Someone to remove Gen. Gatluak Deng. God will stand beside him. He is the only Governor whose aim is to fulfill the community need. It doesn’t matter where he is from. But, his move is Democrat. This show that this guy is NUER.

    Do you mean Dr. Lam Akol Ajawin directed Salva Kiir Mayardit to remove Gen. Gatluak Deng?

    If so, then Dr. Lam Akol is indirectly ruling the South because the decree was issued by Salva kiir.
