Jonglei lauds voluntary disarmament

November 29, 2009 (BOR) — At least 500 riffles are peacefully collected in Lou Nuer counties of Uror and Nyirol, a move that Jonglei authorities describe as encouraging.

The deputy governor Hussein Nyuot, who belongs to Nuer tribe, on Saturday confirmed, in statements broadcasted by the UN sponsored radio Miraya FM citizens’ cooperation with government in disarmament process.

Speaking to over two thousands Christians on Sunday at Lieudier cathedral in Bor, Gov. Kuol Manyang Juuk said that civilians accepted to hand-in guns voluntarily. He paid a visit to northern counties last week.

The willingness to lay down arms, according to Gov. Kuol is attributed to pressure exerted by constitutional post holders on their people to unconditional peaceful co-existence.

Gov. Kuol pledged that the disarmament will continue “voluntarily” in all counties but stressed that the government will not allow illegal arms in the hands of civilians under any condition.

He further argued religious leaders to assist the government in development by “preaching hard-work, peace and unity”.

The largest state in southern Sudan witnessed during this year a series of attacks and counter-attacks between Dinka, Nuer and Murles. The tribal violence forced some thousands of civilians to flee their homes.

At least 2,000 people died in tribal conflicts this year in Southern Sudan, according to the UN. About 1.2 millions face starvation due to poor rains and insecurity in the semi-autonomous region.

The fighting, besides the poor rains, caused a sharp food deficit in Jonglei. The UN food agency, WFP, has recently dispatched a team to the region to assess the needs of the troubled region.

Last August Ms. Lise Grande, the Deputy Resident Humanitarian Coordinator in Southern Sudan said some 40 percent of southern Sudanese are facing “humanitarian perfect storm,” adding that spiraling tribal fighting, massive food cap and budget shortfall are behind this critical situation.

Food calamity in Jonglei is considered by local observers a “good factor” to remind the different ethnic components of the region the interdependence and the need to force peaceful coexistence between them.
And after leaving guns in their territory, Lou Nuer pastoralists are now allowed to Ayod County wetlands for dry season grazing. The land-locked Lou Nuer cattlekeepers could have faced isolation and denied access to dry seasons grazing land.

The Southern Sudan government deployed more troops in the area to prevent tribal violence in the region after attacks on Twic East and Duk Padiet last summer.

    Good start on peacefull disarmament but let Dinka Bor start disarming themselves as well not always watch others to lay down their arms and later on start waging reprisal counter attack on them.That should not be accepted to any party of first start unless uniform and peacefull disarmament shall be carried out on the same day and time across the state in order to avoid misunderstanding and mistrust between and among these waring commmunities.Let my community Murle not be the victim of first disarmament again as before.

    Dinka leadership in Bor town must understand the situation and refrain from usual Dinka Bor’s civilian back up as that could undermine co-existence and security situation in the state.Now there is no trade asset to Murle and they also restricted them to have no free movement on the ground via Bor or direct to Juba and all these hostil activities has been initiated by Bor community. We don’t trust you guys.

    Dear brothers & sisters,

    There is no peace in Jonglei as long as the cold-hearted and soft-headed Dinka-Bors are criminally controlling power in Jonglei. There are only tricks & counter-tricks in Jonglei under Dinka-Bor leadership. There is no so-called disarmament of civilians. Denying grassing-lands to Lou-Nuers by Dinka-Bor is a declaration of war in Jonglei. THINK BIG!! And think about what Jonglei would be like in this coming dry season(Feb, March-April, 2010). Kuol would then understand he is only tricking & lying to Dinka-Bors and himself.

    Dinka-Bor’s long history of dishonesty, sinister-tricks and lies are not new. Kuol would be blame for the near-genocidal upcoming war in Jonglei. I urge Kuol Manyang to immediately quits tribal tricks and lies because it is all an old-news. There is nothing new in Jonglei. People are waiting when the Dinka-bors are surrendering their arms to Jonglei gov’t & GOSS. This is before any other ethnic group is disarmed in Jonglei.

    I do believe in just war, and after all Kuol manyang’s discriminating criminal-regime in Jonglei, just war is an answer in Jonglei. People do not expect any fair and free election coming from Jonglei under Kuol’s leadership. It is all farcical!! But let Kuol keep lying to himself. He would be accountable and responsible for the looming choas that his criminal-controlled regime caused in Jonglei. Peace with Dinka-Bors is a naked day-dream!! It will NEVER happen!! People are simply wasting their time with Dinka-Bors. Peace will only come when an honest Murle, Lou-Nuer or Anuak becomes a governor in Jonglei. This is because there can only be an honest leader from Murle, Anuak or Lou-Nuer in Jonglei.

    Dishonest Dinka-Bors were tried over and over again as governors in Jonglei with no progress. The messy, filthy & dishonest Bors would never be fair and just in their governance in Jonglei, no matter how long they rule it. It is based on credible evidences of their governance so far in Jonglei. All they provided is tribalism, corruption & greed!! No progress in Jonglei under Dinka-Bors leadership!!

    That is great move for Lou Nuer to hand their guns voluntarily to the GOSS. Those Lou nuer were the one under the Bashier Militia for many years,and they have tested their stupidity aganist the South. They must understand that they are criminals without their friends in the South.
    They must know that there is alot of food in the South better than the one of NCP.
    Please hand in more guns till the governmnet collect the remainders.

    Do you really understand what you mean by “landlocked”? Lou-Nuer territory is not landlocked. The Lou-Nuer have even international border with Ethiopia. As the largest community in Jonglei state, Lou-Nuer also have the border with almost all the tribes in Jonglei including Anyuak, Murle, Bor and other Nuer major communities in Jonglei. They also have border with Upper Nile state.

    It is the Bor-Dinka that is landlocked. They don’t have any international border and will NEVER have. They tried it in Nimule to take over the area from the Madi so that they have international border with Uganda, but that is failing and may soon turn into disaster unless they evacuate the area. The Bor-Dinka tried it in Newsite (Kapoeta) in order to have international border with Kenya, but they smell danger with the Toposa. So it is the Bor-Dinka who are landlocked.

    Coming to the disarmament, Lou-Nuer always are disarmed whether voluntarily or forcefully like in 2006. But when will the Bor-Dinka (Twic-East, Duk) be disarmed? They carry guns even inside Bor town and are armed to teeth by their cattle commander who is an officer in the SPLA with the knowledge of the corrupt and tribalist governor Kuol Manyang Juuk. You guys need to be fair and honest if you don’t want Jonglei up in flame.

    Or should we go with the Bible that says “When they shall cry peace, peace, then cometh sudden destruction!”

    It is good to give thanks to somebody who has done something good to you.You have to be proud of Dinkas for they have liberated you from Arabs.You are mature enough to be told but you have to use your reasoning capacity.Whenever you see A Dinka’s boy or a girl then you have to bow down please.

    It seems as if I am talking to Kiim Deng a lone but the message is going direct to Non liberators or Duores wherever they are.

    Be informed that One Dinka’s man is thousand of thousand of Nuers and what about two Dinka’s men? Use your primary Eight or primary seven formula to get the right answer to the question.

    To Pinnluel,make sure that you are in my bracket and if I don’t apply the rule of BODMAS then you will be in my bracket for ever and ever.Please look out otherwise I don’t care about your whereabout.Your being a Dinka cannot prevent me from defending my people.Actually Bor town is a historical town and I like it for that matter and that is why I don’t hide it like some other towns.
    I know who you are and what you want to………….

    Dear People of Jonglei,

    How many time do Jonglei carry out disarment around and within the State. I don’t believe whether that disarment is crucial otherwise there is discrimination of disarment.

    Such issue should be made by Jonlei government with conjunction of Government of Southern Sudan. If Nuer or Dinka are most People who refuse disarment, then they should face justice with Government of Southern Sudan.

    Life is very delicate and delicious, but the way Jonglei people do it now adays, it turn to be just a joke. What i mean, Let make disarment with all heart.

    If we need peace in Jonglei, then Government should bring military helicopters to disarment militias than armies who exchanges guns shots with people.

    There are many people in Jonglei with thousands of Guns. if one is disarms today, tomorrow, he/she will bring another gun out and begin shutting.

    Please! disarment is not easy, Let corporate, otherwise celebration and prosperity of Comprehensive Agreement Peace in Jonglei State would not be effective.

    GOOD NEWS JUST IN FOR UPPER NILE NEW GOVERNOR!!!!!!!!!

    November 30, 2009 (JUBA) – The newly appointed Governor of Upper Nile state, Dr. William Othon has officially assumed office today, Monday.

    The former governor of Upper Nile state, Major General Gatluak Deng, who refused to step down for the last two weeks after his removal, has finally accepted to handover governorship following the intervention of the Vice President of the Government of Southern Sudan, Dr. Riek Machar Teny.

    Dr. Machar earlier over the weekend talked by phone to both President Omar al-Bashir in Khartoum and Maj. Gen. Gatluak Deng in Malakal and convinced them to resolve the matter by handing over office to the new governor through his deputy until the governor avails himself.

    President al-Bashir earlier denied having recommended the removal of Maj. Gen. Gatluak to the President of the Government of Southern Sudan.

    Gatluak was since two weeks ago removed by a Presidential Decree signed by the President of the Government of Southern Sudan, Gen. Salva Kiir Mayardit.

    He refused to handover power and continued to chair the state Council of Ministers meetings.

    The new governor stayed away from the office for two weeks despite being sworn in by President Salva Kiir in Juba.

    It was not clear who in the leadership of the National Congress Party (NCP) recommended to Salva Kiir the removal of Maj. Gen. Gatluak.

    According to the CPA arrangements, Upper Nile state governor has always been the nominee of the NCP’s chairman, President Omer al-Bashir.

    Both Maj. Gen. Gatluak Deng and Dr. William Othon are members of the NCP.
