Former Upper Nile state governor calls on others to quit NCP party

December 1, 2009 (JUBA) – The former governor of Upper Nile state, Maj. Gen. Gatluak Deng has announced his resignation from the ruling National Congress Party (NCP).

Upper_Nile_Governor_China.jpgThis came on the same day the newly appointed governor, Dr. William Othon assumed office in the state capital, Malakal.

In press conference in Malakal town on Monday, Maj. Gen. Gatluak publicly announced his resignation and called on southerners in the National Congress Party to leave the party.

The former governor accused the party of not notifying him of his removal which he said was an act of abuse on him.

“Today, November 30, I am announcing to you my resignation from the National Congress Party, and I handover the chairmanship of the party to the new chairman,” he said.

Gatluak however thanked his former boss, President Al-Bashir for supporting him in the past and keeping the vision of the party.

“I thank President Omer al-Bashir and I appreciate his stand with me for a very long time since I joined the Sudan Armed Forces and the Salvation Revolution. I believe that many would not be in the National Congress Party without his vision,” he added.

He also called on his friends in particular to quit the National Congress Party.

“Dear brothers and friends, I am telling you if there is any friend of mine or brothers in the National Congress Party because of my presence in this party, leave the National Congress Party right now,” he advised.

“For my fellow brothers in Southern Sudan, unite. Unity is power, self protection and protection of resources. Be vigilant to the enemies of peace, security and stability in Southern Sudan,” he added.

Gatluak made his call as another senior NCP member from southern Sudan Presidential adviser Dr. Riek Gai Kok, came to Juba this week and called for unity among the people of Southern Sudan.

In his reaction to Gatluak’s resignation, the National Congress Party’s Secretary General for Greater Upper Nile region, Dak Duop Bichok, told journalists that Gatluak’s resignation was necessary at the stage.

He denied any mistreatment to the former governor and added that his exit from the NCP was his only choice.

The newly appointed Governor, Dr. William Othon officially assumed both governorship and state chairmanship of the party on Monday.

Gatluak was since two weeks ago removed by a Presidential Decree signed by the President of the Government of Southern Sudan, Gen. Salva Kiir Mayardit but refused to step down.

He continued to chair the state Council of Ministers meetings for two weeks until the recent intervention by the Vice President of the Government of Southern Sudan, Dr. Riek Machar Teny.

The former governor argued that he was not informed about his removal neither by the leadership of the National Congress Party nor by the President of Southern Sudan.

“If it is official, I think most of you know me, I will be the first to congratulate and facilitate handing and taking over of the office by my replacement,” he told the state Council of Ministers.

“People have rushed in to accuse me of having defied presidential order by not allowing Dr. William take the office, please let me make it clear that I have not refused but need clear instruction,” he commented.

The governor also said that he had spoken with both First Vice President General Salva Kiir and President Bashir but neither informed him of any such order.

President al-Bashir had earlier denied having endorsed the removal of Maj. Gen. Gatluak and did not recommend his replacement to the President of the Government of Southern Sudan.

The new governor stayed away from the office for two weeks despite being sworn in by President Salva Kiir in Juba.

It was not clear who in the leadership of the National Congress Party (NCP) recommended to Salva Kiir his removal in the first place.

According to the CPA arrangements, Upper Nile state governor has always been the nominee of the NCP’s chairman, President Omer al-Bashir.

Gatluak is a general in the Sudanese army from the same paratroopers division as president Bashir.

He has not declared membership or intent to join another particular political party.

There are, however, unconfirmed speculations that he wants to establish his own political party.

Upper Nile is strategic oil-rich state after Unity state in the country.

    Mr Gatluak Deng is really asincere leader.
    This kind of behaviors to the public indeed help others to understand that Deng has leadership style.

    Dear brothers and sisters can you see how trueleaders response to the situation. I know if GOSS gave the position of Pualino Matip other competetive militray person,i believed that will be his return to Khartoum with his militia. Some are verymuch concerned with food-just Nyamnyam. That is it.

    I congratulate him and iam sure he will get another governmnanship in the South or in the Upper Nile when mr William mess up the State because of Lam Akol influence and Riek Machar.

    We know that they fought against Splm. I hope mr food lover Riek Gai will also resign from NCP and that is why he came to Juba.
    Nowdays, SPLM is ready to welcome any betrayer of the South.

    Mr. Gatluak have tried so hard to put down and betray his own southerners to Arabs for his own reasons that have humiliated him today, he fought a terrible war with SPLA and kills many SPLA troops that include his brothers and sisters just for a political vision that have ended with disatisfaction with his boss Bashire. it was and it will still be predicted that whoever support Arabs will end up in the same fate no matter how much services or maximum sacrifice you give to your master with sycophantic ideas.

    His resignition is not new to southerners, it used to be from betrayers who stave the SPLA at the back at the point of winning the war. I think these guys can be call political prostitutes and there is no doubt about that, you cannot deficate on your own flate that you will use tomorrow for your food.

    Gen. Gatluak, it is too late to cry when the head is cutted off, therefore it is too late to resign after serving your boss from SPLA defeat, you gave him a maximum protection when he was at the point of defeat and he (Bashire) don’t need you any more from now, the best appreciation you can give to donkey is a kick so you derserve that kick Gen. to other southermers whom you expect to resgin from NCP, you (Gatluak) should not persuate them they will resign later after they get the humiliation that you (Gatluak) have got from the NCP, they will be sent to destroy southerners and will later be ask to follow their brothers. so give them time to get what they are longing for that is better then southern Sudan, they will still be humiliated like you (Gatluak). any way you are our southerner you have place in your home to live come like other guys who have been serving our enemy and they are with us now. To southerners keep any devile you know than the Angel you don’t know because better the devile you than the Angel you don’t know.

    you are still waking up, don`t you know that fucken Arab do not recognize you black who are in the party.you dont have even right to do any anything only implement their fucken policy against yourself(your people).
    what have you done for your people while in power,upper nile is the greatest oil field in South Sudan(melut basin)which has been produced by Petrodar operating company(PDOC), but no school,hospital and no proper roa, no electricity.all you have done was recieving money from this company(PDOC), with your commisioner of palogue whle people are suffering.I witnessed what the stupid Chinese are doing to the Labour, dismissing them from work and replaceing them by Northerners, you and your commissioner did nothing to protect your people.what made me angry was that the Chinese did not believe that the area did belong to South Sudan.
    they (PDOC)build nice concrete house in palogue for your commissioner was given nice and cars and his children are sent to America to study there,he and his family are free to travel Khartoum – palogue without ticket, only PDOC will pay.

    I am personally confuse, the former governor thanks Omar Bashier who the party ( NCP) chair, complimenting him as a good person who keep everybody there, and at the same time call upon others to leave the same party of Omar Bashier who he had just appreciated, that totally confused me.

    We want to thank Gen, Gatluak Deng for the brave and bold move he just made, he has exposed the NCP as a dishhonest and tribal party that only serves Arabs interests in Sudan but not Sudanese interests.

    Gen. Gatluak has known NCP for many years so he know the NCP party from the inside more than anyone.

    He is right NCP is not a good party for anyone in Sudan.

    This hypocrisy by welcoming Gatluak as a hero who have working for NCP for more than 20 years. These tribal SPLM loonies think they are smart. Gatluak is behind the killing of Shilluk in Malakal (Jan 9), Angdair, Abamien, Obang and Atar. These loonies think they control SPLM-Dinka. But time will tell when every goes against stupid Dinkas. Upper Nile has been rule by Dinka Bor (Gatluak Alier) posted as Nuer. The sooner we get into Somalia situation the better. We have to show the Dinka where their home is.

    Thanks J.James for detecting the strange twisted of Gatluak Garang’s clever, tactical confusions.

    It is simple. Gatluak Garang is going back to the SAF/military, this time as Lt.General in the sudan Arm Forces. He will not join or form a party any time soon. Everybody knows what is going here except the soft-headed Kiir. Kiir thought this is a quick chance for the Nuers & Shilluks in upper Nile to clash over governorship. And that is why he bought into NCP tricks and signed the degree removing Gatluak Deng against CPA principles.

    The whole thing is a trick, there is no problem between Gatluak and Bashier. The plan is for him to have public trust in south sudan because he will be stationed in Malakal as SAF Lt. General by GOS- led NCP. Therefore, Gatluak has no chioce, but to resign from NCP before he re-enters into the military. But you can see, most south sudanese are not so sophisticated to detect the tactical strategies being played by NCP to penetrate south sudan. Gatluak is telling his suporters to quit NCP and follow him into the military.

    There is a lot of sugar-coating on this. But the most important thing is that, Kiir’s hope of fire-bombing or engulfing Upper Nile on fire through his presidential degree appointing NCP nominee did not materialized. Upper Nilers rejected to fight over this nonsense. So Kiir is now really disappointed because what he tried to ignite did not works. Kiir is really the dumbest leader that ever exist in south sudan. Unless the SPLM & NCP secretly agreed for SPLM to take over the appointments of Upper Nile governorship, and NCP taking over other southern state for its appointments, this whole thing doesn’t make sense at all for Kiir to sign a degree on behalf of NCP.
