Gen. Kiir forms South Sudan military Command Council

December 10, 2009 (JUBA) – A Command Council of the army in Southern Sudan has been established with effect from 10th December 2009.

The President of the semi-autonomous Southern Sudan and Commander-in-Chief of the Sudan People’s Liberation Army (SPLA), Gen. Salva Kiir Mayardit issued a decree on Wednesday constituting the SPLA Command Council.

The 46-member army body is composed of Gen. Salva Kiir Mayardit, President of the Government of Southern Sudan and Commander-in-Chief of the Sudan People’s Liberation Army in the top command, followed in the second command by Gen. Paulino Matip Nhial, Deputy Commander-in-Chief of the army.

The minister of SPLA Affairs, Lt. Gen. Nhial Deng Nhial, falls in the third position.

Lt. Gen. Bior Ajang Dut, Undersecretary in the ministry of SPLA Affairs came in the fourth position, followed in the fifth position by Lt. Gen. James Hoth Mai, SPLA’s Chief of General Staff.

In the sixth position is the SPLA Deputy Chief of General Staff for Operations, Lt. Gen. Obote Mamur, followed sequentially by the rest of Deputies to the Chief of General Staff and dozens of senior officers in the army.

The Command Council will serve as the body that decides on military issues.

It is for the first time since formation of the Government of Southern Sudan in 2005, and the enactment of the SPLA Act this year, that the army Command Council has been formed.

Earlier, the semi-autonomous government established the Southern Sudan Security Council (SSSC) which composes of the President, Vice President, ministers of some relevant ministries and the SPLA Chief of General Staff plus a number of senior SPLA officers.

The Security Council deliberates and decides on issues that have to do with general security situation in Southern Sudan and recommends action to be taken.

    Weldone,for the formation of SPLA command council made up of army officials who fought the war minus Nyagat(Pualino)who was with Bashir during the sttruggling.
    SPLA needed to be equip financial bcz the are the one still bearing or holding SPLM/A vision regardless of their poor payment.

    I appreciate your move at this critical time Gen.Salva Kiir Mayardit.The formation of this military entity is central to improving and maintaining a long term security in the region.Moreover,by embarking on this change initiative, you have demonstrated to southern Sudanese in particular, your role as a liberator not just as a leader who enjoys his/her position without delivering services to their citizens. Clearly,you have proved to me that you are beginning to close the gap for our long term objective. Closing that gap is what we long to see, and you are not far from it now. But, the longer we wait, the more our people are oppressed and humiliated in silence.
    If we do not act now, we all parish one by one.

    This military command council is a good idea. Southern Sudan need to be ready militarily for any eventuality in case Khartoum continue with their intransigence. The patience of Southern Sudanese is running out and there seem to be a clear strategy by Khartoum of delaying the implementation of the most critical aspects of the CPA and then abrogating it when the time expires.

    If the referendum law is not enacted before the end of this parliament’s session then it is not likely to be enacted ever and Southerners must be ready to find alternative to take what is rightfully theirs. The speaker of the national assembly and a long time member of the NCP Ahmed Ibrahim Al Tahir mentioned that the position of NCP is that the secession of the South should not be facilitated through a law and that is exactly what they are doing by delaying and putting obstacle that would impede the enactment of the referendum law and other critical legislations.

    This is an irresponsible move toward seccession and establishing a weak mini state which will be like a humble lamp amid a jungle of hungry wolves. One important question here is why the so called command council didn’t include people from those foolish idiots from Nuba Mountains, Blue Nile and even from Darfur who fought with and for SPLA all the time?.

    Does that mean Kiir is ready to fight?

    That formation of SPLA councils could be influence, from the recent event that result in to arrested of SPLM secretaries in Khartoum.

    Did the Kiir included the peace`s factor(Dr. Riek) in that councils? no. Then whom do you think to be the person incharge in case of his absent.

    Please those running up and down that Riek is not good,will regrete in the near futur when he will be ruling the south.

    Have you see when he came to Khartoum there is more voilent carringv out.
    Any you contouis in that way with your blind Kiir,time is coming to need the director( Dr.Riek).
