South Sudan warns against self promotion for higher payments

December 13, 2009 (JUBA) – Albino Maror, Director General at the ministry of labour, public services and human resource development has strongly criticized and warned against self promotions for higher payments

“This is disheartening especially when such report comes from those who should be the role model and lead the fight against such ill practices,” the official said.

The official who sounded upset during an interview with Sudan Tribune said his ministry discovered existence of such practices after forming and assigned composite technical committee tasked to thoroughly check payroll against functional titles.

“We have also received reports from colleagues on the same grades getting different salaries because their titles appear different on payrolls after unified grading by the ministry,” he said

He further said that such practices should without hesitation be followed with immediate disciplinary measures against those who go against government policies.

He called on line managers to efficiently and timely supervise any single spending of the public funds saying the expenditures must in line with the budget located to each ministry by Legislative Assembly.

The official continued to say his ministry has noted that ministries and commissions have not stopped illegal recruitments though cognizance of recruitment done from the ministry of labour, public services and human resource development

“Committee conducting payroll cleansing for organized forces in Southern Sudan has revealed that many officers have illegally promoted themselves to higher ranks.”

The report submitted by the committee to the south Sudan Ministry of Labour on Saturday, shows that about 200 names, claimed to be students, exist in the wildlife pay roll.

    Talking about self promotion, your ministry should start looking at Paulino Matip and Riek Machar militias. A lot of them promoted themselves illegally to higher ranks when they joined the main SPLA. Your mininstry needs to start scrutinizing them to find out their commissioning sources otherwise the army will always run out of funds without paying the real SPLA soldiers.

    You can not stop others thieves while you are doing the same thing. Those who promote themselves are the once who do not have nought families to steal money for them. That is why they are promoting themselves in order to catch up with their friends in looting.

    Salva Kiir should announce the the winner of looters of 2007,2008 and 2009. We already know the winner of 2006, that is his brother from Gogarel Bahar Al Gazhel.
