December 20, 2009 (YAMBIO) – Deputy Governor of WES, Col Joseph Ngere Paciko, who also doubles as Minister of Information and Communications and the Chairperson for the CPA Celebration State High Level Technical Committee, says “the Southern Sudan Government (GOSS)’s decision to postpone the peace agreement anniversary to a later day is a good one in the interest of the celebration’s success.”
Col Ngere said, “The postponement will enable the state and the ongoing projects to set up and accomplished as planned.”
However he said, “If the postponement of the CPA is not accompanied with release of more cash money from GOSS, still the progress and completion of the remaining projects will drag behind.” He added that, “during a recent GOSS/WES CPA committee joint meeting, GOSS promised to release the second phase of the approved budget.”
66 million of Sudanese Pounds was released to finance the Annual National Celebration.
Col Ngere disclosed that, “VIP Guest House and Presidential Villa have undergone enormous progress, using the first phase of money released.”
“The previous phase of CPA money mostly catered also for the Construction of stadium, said Col Ngere.
He pointed out that, “The next phase of CPA money will mainly go to the renovation of schools, as the schools will accommodate most of the delegates from the states, special the traditional dancers and sportsmen and women.”
Observers in the state say the postponement is not a surprise given the sluggish release of cash money from GOSS to the host state. Also most of the big contracts are being signed and handled in Juba.
The state which has been rocked by external insecurity expects to benefit from the event as a way to demonstrate to the masses the dividend of the deal which ended one of Africa’s longest civil wars, that was signed in 2005.
Recent political wrangling between the CPA partners, NCP and SPLM threatened the soul and implementation of the most cheerful document.

Please remind these people that, let us not forget that, Southern Sudan have no Central Banks where they can be able to gave that budgets exact to its citizens and to do the celebration that, will let us wait maybe some Months to get our own Southern Sudan nation therefore, we would like to tell Western Equatoria and the rest of Southerners Sudanese people including that, governor and her deputy Col, Joseph Ngere Paciko, the lasting celebration for Southern Sudan Independence is very Important to Southern Sudanese people and this is the time for you to work very hard in State level to help GOSS to get root on move to fully nation.
It sound to me that, the deputy governor is trying to create another condition, because of the postonment by the SPLM cabint affairs, but I think that is not the faithful way on how we want to rebuilding Southern Sudan in to nation. As I mention on the above that, the young GOSS does not have a Central Banks in order to supply them with they needs from their citizens in Southern Sudan and for that matter, the State Officials and its citizens are asking now to be really patience enough about this budgets problems as well as the example of 21 years in North –South civil war was unbelievable time to predict these 66 million Sudanese Pounds you guys talking about. We would like you to tell deputy governor of great Western Equatoria Mr, Joseph Ngere that, the little thing you have is better than nothing, but be proud to your people in the SPLA/SPLM and your land Southern Sudan and we will have a million money than Northern Sudan in the time to come. Sudan nation was been well known second richest in Africa nations just, because of Southern Sudan main resources and the Southern Sudan have own many things that, will lead Southern Sudan to good development, but my point here is to reminder you that, don’t hope for more budgets while you know exactly the GOSS are now in the middle of all kinds of the situations they are facing now and hopefully Road to an Independence of Southern Sudan nation must be the Top in every body mind especially on the side of Southern Sudanese people.
In short, although the CPA an Universary is needed to be celebrated yearly, I think there is also a great concerning about those enemies of Peace Agreement and these Southern Sudanese people are known as a collaborators or traitors. Basically, these groups are not happy about Southern Sudan’s freedom and they have been trying all these mess conflicts so that, the Southern Sudan will fail from getting lasting freedom and so the celeboration also have to be judge by all levels either State level and the GOSS level in term of insecurity among Southern Sudanese people. Overall, cooperation even when there is nothing in your hand just show what you have to rebuilding Southern Sudan nation and in the will of God bless we will get what we are dreaming in Southern Sudan and may God blessing Southern Sudanese people and their SPLA/SPLM.
