Sudan wants next round of Darfur talks in Doha to be final

January 6, 2010 (KHARTOUM) – The Sudanese presidential adviser Mustafa Osman Ismail said this week that Khartoum hopes that the next round of negotiations with Darfur rebel groups in the Arab Gulf state of Qatar will be the last one.

mustafa_ismail-2.jpgIsmail said that the any agreement reached in Doha would be a complement to the 2006 Darfur Peace Agreement (DPA) signed in Abuja, Nigeria.

The presidential adviser further added that the next round of talks would be preceded by a workshop that should include civil society in the war-ravaged region and rebel groups to come out with a vision that would bring back peace and stability.

He reiterated that the war in Darfur is over with lawlessness “here and there”.

The former head of the joint UN-African Union peacekeeping mission in Darfur Adada told the UN Security Council (UNSC) last year that the situation in Darfur is now a ‘low intensity conflict’.

The talks between the Sudanese government and the Darfur Justice and Equality Movement (JEM) started almost a year ago with the signing of a goodwill agreement. However, the negotiations broke down after Khartoum expelled 13 aid groups in the wake of the International Criminal Court (ICC) indictment against president Omer Hassan Al-Bashir.

Furthermore, the death sentences handed down against JEM fighters who took part in the 2008 attack on the capital further widened the rift between the two sides.

Sources tell Sudan Tribune that Khartoum informed the mediation teams that the peace talks need to be concluded before the April elections because the newly elected government may revise its stance on the talks.

Sudan wants to sign an agreement with the rebel groups that agree to come to Doha and declare the non-signatories as “terrorist groups”, the sources said.

During a recent meeting with the Sudanese presidential adviser Ghazi Salah Al-Deen Al-Attabani, the mediation team has urged Khartoum to improve the humanitarian and security situation in Darfur to create the suitable atmosphere for the talks.

    I hope the Darfur rebels have heard this message clearly, NCP will trip Darfur of its full rights if you people ar enot careful, ask for self-determination for Darfur region, that is the only way to secure peace and stability in Darfur, do not try and be naive and you think you can trust an Arab, this is will be the second mistake in the life of Darfur people and it will be unforgivable one.

    Excuse me,

    Doha, Qatar and Darfur is already ONE!
    You can’t separate mother and son.
    Ask black Qatari, and they would tell you they came from Darfur before 1916.
    And even ask black Hassaniyah from Mauritania, and they would answer you they came from Mesopotamia near Euphrates river, when the date before Ibrahim…, so Darfuri Independence needed in 2011.

    North Darfuri are not even Sudanese!
    The 2011, Western Sahara from Morocco will come with Darfur Independence United One.

    This is yet another signal that the NCP has a pressing need to silent the situation in Darfur so that it can concentrate on South and cause mischief there. Until there is a complete peace in Darfur and all forces there have been swallowed up by the regime in Khartoum, it is not comfortable with the idea of starting another front in the South.

    The Sudanese Presidential Advisor should suggest that Khartoum and the Darfur Rebel Groups push for a Free Energy Society using nothing more than WATER.

    In the western states such as America there are new technologies that make endless electricity using everything from sea water to urine. If this technology could make its way into the country this would unite some people and allow them to see past there differences very quickly but of course not all of there differences will be truly solved. Consider the poorest people of the equation being able to achieve overnight self-sustainability with running electricity using nothing more than a machine that seperates the hydrogen molecules from their own urine. The idea is funny but don’t you think in a very short amount of time, even in the driest parts, people will be better off, able to function and contribute to some form of conformity. They would be able to modernize themselves over night with out having to educate themselves and over time build on something…

    But you start from the ground up and let Water be your guide…..

    In principle the agreement with current government is impossible for many reasons.
    First recently there are more then four peace agreements signed with some Darfur movements, unfortunately none of them implemented perfectly where many issues are still pending, while the pried of these agreements will end immeditlaly after coming election, and the CPA is symbol of government cheating, and therefore the negotiation in DOHA is just wasting of time no more as well as the strategic of Arab leaders to find out appropriates ways to rescue government of sudan from ICC that is all. Secondly there are couple of memorandum signed between the government and national political forces for democracy transition, but the government refuse to change the law which contradicting with democratic system. I just want to advice the rebel movements that they have to think effectively about the future of Darfur please try to unify yourself before you to negotiation.
