South Sudan minister says public cooperation reduced crime in Juba

January 12, 2010 (KHARTOUM) — South Sudan minister of internal affairs General Gier Chuang Aluong has said crime incidents have decreased in Juba because public relationship with police patrolling forces have relatively increased making it possible to combat armed robbery.

Speaking during the end-of a daylong security meeting held with police commissioners from various states of Southern Sudan in his office on Tuesday 12, he said reduction in commission of crime in Juba is a resulted of better education of members of the public on the importance of community policing.

“I urged you to embrace community policing education which is the simple and best alternatives to bringing reduce rising of criminal cases across the region,” the minister said.

“We embarked on public education on the importance of safety here in Juba, this, he said, a result into decrease in the number of criminal incidents in the town.”

General Gier said the good relationship existing between the police force and public in Juba has seen more people finding it easy to inform the police about potential crime incidents.

“In due course, this had resulted into the arrest of perpetrators before they fulfilled their missions,” he stressed.

He further said the police force in Juba is now able to deal with criminals without difficulties in tracing them because publics have realized dangers in sleeping with security related information.

The general commended the good relationship between the police and the public that had enabled the force arrest some of the most wanted criminals in the capital of the semi autonomous government of South Sudan.

He mentioned one of the successes attained as the recovery of a sub-machine gun and a locally made pistol in last year’s Juba arms collection operation.

He continued to say, the crime situation in Juba town had tremendously improved in period leading to Christmas days compared to period dated back to 2006-2009. He attributed this to the good relationship between the police and members of the public.

However, he said, the police force still facing a shortage of working facilities and police quarters which has resulted into its staff living far from duty stations.

He said has asked the both executive and legislature to include the force’s activities to consider supplementary budget so that it may purchase some of its equipment.

The minister also requested development partners to assist the force in improving its capability to fight crime.

    I will agree with you on issue of minimsing crimes Mr affairs minister, however its very hard to judge the future outcomes, eventually we are 2 cm in 2010 compare to the great extend ahead of us. What I want is working together and fightingh insecurity. This will be the highest goal of bringing the people of South Sudan together. Another issue facing us is the corrupt police in South, some police act on tribal basis along the streets in Juba. This is unwanted attitude that we must not tolerate within oursleves. I argue that anyone acting corrupt must face some charges and lost his career. We need capable people who can enforce the law appropriately.

    For instance in frequent fight of nuer Vs dinkas, dinkas Vs murle and etc. Most of problems are mainly from poor trained police, most of offciers act brutally to protect their own clans instead of ensuring the law in well enforce. The same spirit is among some police officer in Juba and other states in South. The government is for everyone not for tribal motivation, if you are law enforcer you should act accordingly. Ensure that you are not inch out of your position and the way you are suppose to act and treat the case. GOSS need to look into this area of and make necessary improvement, otherwise we are being look after by hyenas not police.

    New Year Message

    Time for tribalism has gone, 2010 is not a time to generalise tribe or community instead of one person. It is time to focus on the real issue far from tribal criticism, political party criticism, leaders criticism, and very far from abuses or insults. We should also debate far from abuses of any single commenter on ST forum, to myself I want to be a man of tolerance, peace, responsbility, respect, forgiveness, love, unity and courage . It is time to get serious and work for the betterment of my nation South Sudan (New name).

    I didn’t change myself because of pressure or whatsoever, it could be my 2010 resolution. For now lets start new year with fresh mind and positive ideas that will improvement the managment of South Sudan, childish comments must be ignored. Some individual comment aggressively when they are defeated in debate, this spirit must be abandon. We are here to play a game ie you get defeated or you defeat others defends on the article and the extend of your debate, but don’t insult people. This is my new year message to ST viewers, contributors, pseuds, readers and editor.

    I think, this is going to government be’s they are the criminal in the town. stealing money and why is Nile Bank still down???

    who will explain this to people? I think all the leaders who are working in Southern Sudan government should be vote off for this coming election and let us put some open mind people to take our people to the next level.

    Mr Gier Chuang must know that the insecurity in the entire South is the motive of the enemy of peace within.

    Mr minster, the security in Juba is the minute case. If you are talking about the insecurity in Juba,and how about the one of Warrap State whereby Nuer attack innocent and kill them in that number. Is that acriminal or militia act.
    This Nuer are the parasits who are killing innnocent civilian all the time. I really hate their act of hit and run like rats.

    Please talking about security in juba is less than talking about security in Warrap state and jongeli state whereby food lovers are killing children, old people and unarmed individual. That is apathetic! conflict should be the solution between pro-Arab militia”nuer”.

    General Gier Chuang Aluong is the man, under his leadership now the police and security system is undergoing dramatic reforms, he is right crimes in Juba is now going down and police activity is now more efficient, this is what people want from ministers, to work hard and deliver just like Gen Aluong has done. He made a good point community and police relations and also community education about the role of the community in fighting crimes and the role of police and community working together and respecting the law and order, this is what should now be introduce to all other states the community education aspect of keeping good security and respecting the law and working with police and security. This way crime rates and community conflicts will go down and stop all together. This is a good response by internal affairs miniter and it one of the important strategy to address the security problem. Now what is left is to build pamanent stations ofr the police and then supply them with all the equipments they need from communication to vehicles and weapons which am sure the international community can help the police development in that aspect, and ofcourse benefits to police and their families.
