UK minister urges more international support to Sudan’s peace agreement

January 12, 2009 (KHARTOUM) — International community should pay more attention and redouble its support for the implementation of a landmark peace agreement signed in 2005 between Sudanese government and former rebels in southern Sudan, a visiting British official said today.

British state minister for Africa Glenys Kinnock told reporters on Tuesday that the Comprehensive Peace Agreement (CPA) is “at a fragile moment”, adding “We need more international engagement and greater international interest.”

The minister made who arrived in Khartoum on January 11, held talks on the CPA implementation with the Sudanese officials in Khartoum including Presidential Assistant Nafi Ali Nafi, Presidential Adviser, Mustafa Osman Ismail, State Minister at the Foreign Affairs, Al-Samani Al-Wasila and Undersecretary at the Ministry of Foreign Affairs Mutrif Siddiq.

She also met with the leader of the Umma Party, Sadiq Al-Mahdi and SPLM deputy Secretary General for northern Sudan Yasir Arman.

Last Saturday Prime Minister Gordon Brown announced that his government would allocate more than £200 million for peacekeeping, peace-building, emergency relief and the delivery of basic services such as health and education to Sudan. He further said that UK granted £54 million to humanitarian assistance across Sudan, peace-building in southern Sudan and election preparations.

“We must ratchet up our diplomatic efforts and maintain appropriate pressures on the north and the south of Sudan,” the Baroness said.

“We know that escalating violence in the south, if we are realistic, does have the potential to endanger the whole process… Therefore the emphasis we have to have is on a process that is about delivering peace through dialogue rather than violence,” she further said as she is expected to hold talks in Juba on Wednesday with the First Vice President and President of Southern Sudan government, Salva Kiir Mayadrit.

Speaking about the electoral process that should start in April of this year, the state minister pointed out that credible monitoring is crucial for the fair and free first election in Sudan since 1986.

She said the European Union is expected to announce its participation in the monitoring operation soon adding the issue seemingly decided but not yet announced.

“It’s not announced yet so I can smile and say I’m fairly confident”, Kinnock said when spoke about meetings she had held with European officials about the monitoring of Sudan’s upcoming election.

Major General (Ret.) Scott Gration, the US envoy to Sudan, yesterday called on the European Union to send some 300 observers to monitor next April election in Sudan.

“We would encourage the EU to provide the election monitors that have been discussed, upwards of 300, that will allow us to have the transparency, to have the monitoring that we need to ensure a credible election,” Gration said.

    The International community must be honor with their efforts since the formation of CPA in 2005 and thank you about that.

    As we have seen Khartoum government is looking after the ways that they can compose violence in the Southern Sudan through “food for lives”. Their food for lives bribery that Khartoum government introduce to some of the tribes like Nuer to devert civilians from separation to unity is the trcik of NCP as North party. Every single day, there is lost of lives due to the ncp agent,while they fail to think beyond the line of food ratio.

    Every human being knows that food can not equate to lives,but their are primitive tribes like Nuer who want the country to be like Somolia especially when if Dinka response their hit and run tribal fight.
    Bashier knows that he can fools Southerners through Nyagatism process and that will and might spoil the election of 2011 if not 2010.

    This is troubling!! The clever NCP ginned up the controversy and spinned the international diplomatic media while the incopetence bunch of SPLM & Kiir leadership are drinking and concocting political conspiracies against themselves in Juba. So it is obvous the CPA fails because of south-south violence against itself. The Arabs expolited SPLM’s incompetence.
    The NCP or the north has got a diplomatic security cover based on the above statement for sure. how saaaaaad!!

    It is very good to see the UK trying to be more pro active in Sudan in the last years and now with the leadership of Glenys Kinnock, UK past policies in Sudan was very negative , but now they have started to play a more positive role, it is better to be late than never, Britian is an an excellent country and leader in the international community and its contribution will help the sudanese problem in general alot.
