January 23, 2010 (JUBA) — The Minister of Internal Affairs in the Government of Southern Sudan, Maj. Gen. Gier Chuang Aluong has warned politicians from influencing police and other organised forces to promote their political interests during the upcoming general elections scheduled for April in Sudan.
Addressing the first batch of new police recruits undergoing training in Rajaf West on Friday, Maj. Gen. Gier said organized forces are not affiliated to any political party or group and should therefore not be used by any single politician or party to promote their political agenda.
“Police is a national institution that is supposed to serve the interest of all citizens regardless of their political or tribal affiliations and as members of this national institution, you are national servants. Do not allow yourself to be influenced by politicians so that you can support them during the elections”, he stressed.
Gier said any politician who tries to influence the police force or any other organised forces will be subjected to full force of the law. “I want to ask politicians to stay away from the police. Any politicians found to have influenced the police to promote their political agenda will be dealt with accordingly”, the minister stressed.
He also challenged politicians to deliver on the promises instead of lying to the electorates in a bid to secure political seats. “Politics is not business as some politicians think. Politics is about providing services to the people not for the individual interests of the politicians themselves”, he said.
The Minister also called on police force to shun tribalism and promote patriotism and national interest of the people they are supposed to protect. He added that police officers will not be deployed to their state of origin; a move aimed promoting national integration of the police force.
Gier was accompanied by the Inspector General of Police, Lt. Gen. Achuil Tito Manol and the deputy Inspector General Lt. Gen. Kur Maika Deng among other senior officials from the Ministry of Internal Affairs during his tour of Rajaf West Police Training Centre.
He also dismissed allegations that the Government of Southern Sudan has failed to govern Southern Sudan effectively since the formation of GOSS five years ago. “The Government of Southern Sudan has improved lives of ordinary citizens over the last five years and for anyone to claim that Southern Sudan is a failed state is not true. If we were not able to govern ourselves, how did we manage to fight for over 50 years against marginalization and political domination”, he said.
The Minister also said his ministry has embarked on a capacity building program aimed at professionalising the police force that is well-equipped to protect citizens as well as maintain order and promote rule of law in Southern Sudan. He added that new recruits undergoing training will be deployed to all the 10 states of Southern Sudan to provide security during the upcoming elections slated for April.

In fact, there are politicians who want to use politics base on tribal agenda but that will end went these leaders are caught. We knew that there are some leaders like Paulino Matip and many Militia leaders with their own militia in the South and these leaders must be warn other to join Khartoum governmnet or fully join SPLM. You are absolutely right Mr John, I have been sending my warning to all contestants to campaign peacefull across the ten states. Assosination is unacceptable game to happen. In order to prevent this mistake GOSS must ensure that his police force are up to date on the right track not tribal motivation for especial interest. I would like what I can see along the streets in Juba to be stopped as soon as possible, police along the streets are worse than ever. Being approach by police in Juba is like knocking at Kiir’s door at night. The brutal facts are here on the ground. GOSS must descipline his soldiers and police to be affable to everyone. Most of them lack professional police procedures for handling every matter in the hands.
New Year Message continuous to inspire
Time for tribalism has gone, its new year 2010 which is not a time to generalise tribe or community instead of one person. It is time to focus on the real issue far from tribal criticism, political party criticism, leaders criticism, and very far from abuses or insults. Sometimes you don’t expect the public to pay their attention on you.Brave man conquers the fear like I did previously. However I come to realised that, I am not truly free if I am taking away and abusing someone else’s freedom of expression and speech, just as I am not free when my freedom is taken from me and been abused. We South Sundanese must understand one things in the country we belong too . Each of every one of us may live and go but one things will remain is name so call south Sudan as people also a nation. My advise to those ministers in the top official you are the problem of south Sudan. Why ? because none of you have no ideas how to present himself /herself to bring unity among the people of South. You fail us, whether you from Dinka, Equatoria, Murle , Naath/Nuer, Shilluk Anyuak and so on …. We people of South Sudan/ “Those four to five years and now we are going to six” shame on you. and talking about training new polices officers and what to do. I’m sorry for you.
This time is time for election of referendum not for general election. These Polices forces is not a time for them to train. That their time to protect if they where training couple years back…. their jobs to prevent death that keep happened in the south. Government fail in each of every areas that people of southern living in.
I saw you you the minister included your leader Salva kiir and his team administration were cold murder… such as people of south but do not realized yet who kill them the most.

This is a very good warning by General Gier Chuang if he really means it. This warning is indirectly going straight to Salvatore Kiir Miyerdit.
There are leaders who call themselves politicians and do not want to abide by the very law that governs the land. When they are told to retire from the military as the law requires, they say no the constitution protects me in uniform. And after they go and read the constitution to the contrary they say, oh, I can now remember that I was already retired since 2005. And they still war uniforms and promote their ranks. General Gier should watch out!
And I hope that Gier Chuang will not use his police force against Maj. Gen. George Athur as their rivalry in Khorfulus/Atar constituency has been on the news since 2005.

Gen Gier Chuang Aluong, You are thr right leader int he right place, this is what southerners have been looking for, leaders with a vision and a plan, leaders who see what is the problem with their country and works out a clear plan to overcome and deal with that problems, you have shown your commitment and determnination to bring law and order to south sudan without any complains, you have done better t han other ministers who are always on the media complaining and failure to show how they are going to work out to help the country.
Your message is very clear to all southerners, no one should think he or she is above the law from this year onwards, the constitution clearly states the responsibility of everyone in this country, politicians and non politicians, Police,Army, security is a national institutions which cannot be used or considered partisan to any politicians or to any political groups, no one should think they have their own army of police, this are national organs who serve all southerners regardless of their tribal affiliation or religious belonging, police and army will not side with any groups in politics but will only work to safegaurd the national interest of the country as a whole, any politicians who tries to use the police or army to achieve his objective will have to face the full force of the law, All the security forces from now should be organized in a way that they only and only take orders from high security commands only and not from politicians, any governors will have to contact the police commisioners first for security duties, ministers have no rights in the constitution to be heads or police or army.
The police and army should remain neutral in southsudan and stay away from politics or manupulation by individual greedy politicans who are selfish and want to make money using illegal routes.
Whoever thinks south sudan is a failed state have to think again, how was this war fought all this time and the movement stay intact? They do not understand how the life of ordinary people have changed compared to before the CPA, people now have more freedom in south sudan, they do what they want, not like before where Arab army controlled everything and kill anyone they want. Institutions have been established, politican activity is gearing up across the country, their is freedom of trade and movement anywhere you want, not like during the Arab NCP time were a southerner needs a pass permit from army to visit his or hers own village. Police and army are undergoing training and professional transformation, soon as enough police is trained and enough officers capabilities improved then the law and order situaiton will get even better and people will s tart to understand their roles in the community, southerners need unity, reconciliation and democracy in this country. Job well done by Mr Aluong.

You are the first and the most ilitratrate person who never thing for the reality. It is the behavior of all the leaders of Southern Sudan to behave in that way. What the leaders of Southern Sudan always said is not what the do. So, it is good for you Mr Gier Chuang in order to continue looting money with your other Generals of the SPLM/SPLA that I know including the top leader of the SPLM/SPLA and so forth. You tried to warns people, but you needs to warn yourself first.
Mr Gier Chuang, if you do have experiences in politic, then you should not have to kill seven(7) people in 1989 on firing squad in Panyidu. If you know the politic, then you better go and inform the people of Dinka Paweny in order to affiliate with you. Shame on you. You are the failure leader who just go after nothing.
