Kiir redeploys SPLA commanders in preparation to step down as army chief
January 30, 2010 (JUBA) – A number of senior officers in the Sudan People’s Liberation Army (SPLA) are expected to be redeployed amid what military sources say signals the expected stepping down of General Salva Kiir Mayardit as army chief.
General Kiir by the virtue of being the president of the semi-autonomous Southern Sudan is also the Commander-in-Chief of the SPLA.
He is the SPLM party’s candidate for the region’s presidency in the upcoming elections and the law requires that he steps down from the army.
He is currently the head of the SPLA Command Council, which is the highest army body composed of more than 40 active senior military officers.
Major General Gatduel Gatluak, popularly known as Gatduel Nyakuai, who was previously the overall commander of Division 5 in Lakes state has been redeployed to Unity state to command Division 4. Major General Charles Lam has been transferred from the General Headquarters in Bilpam, 3 miles away from Juba, and redeployed to command Division 5 in Lakes state to replace Major General Gatduel Gatluak.
Other redeployments of heads of Divisions and retirements are also expected in the next few days.
It is not yet confirmed whether the retirement, if effected, may also include General Paulino Matip Nhial, who is currently in Unity state.
Gen. Matip is currently number two in the army’s chain of command per the 2006 Juba Declaration agreement that unified the two forces of the former South Sudan Defense Forces (SSDF) and the SPLA.
The source has disclosed that Kiir has been holding a series of meetings with senior army generals at the army headquarters about the expected changes.

I told you last time that there will be a mass retirement of SPLA generals including militia Paulino Matip to make way for General Peng Deng to be the head of the newly created SPLA Command Council. This is the end of Matip Nhial in SPLA.

It will be wonderful if Kiir retires, this will give us an opportunity to improve the poor management. People like Matip, Cirillo, Mumur and other brave cammaders must be promoted. This time it is not going to be about appointing people from the same tribe, we need balance. SPLA has been under garang to Kiir, the next person to lead must from other states and tribes in particular. I know individuals with especil interest like dinkas boy will never agree with me. But they are supporting uncertain unity in South if they are still on their tribal bigotry. If Kiir retires, I recommend two leaders to take over ie Dr Riek and Igga. No matter what, the oncoming recruit is going to be for non dinkas. Because we progressing to democratic so lets start it right GOSS leadership. Riek and Igga has good communication they will decide among themselves.

It is time to focus on the real issue far from tribal criticism, political party criticism, leaders criticism, and very far from abuses or insults. what does Kiir step down has to do with army redeployment? uhm there is something fishy here I hope Kiir is not trying to retire his Deputy Paulino Matip as a way to sneak in some else. we have enough of his contradictory statements and unfair reshuffles. therefore, we don’t need any other disputes again. If he wanted to step down as the laws requiring him to, then he should do it peacefully so that people will have great respect him.

Luka Biong Deng’s brother, Lt. Gen. Pieng Deng will NEVER head the SPLA forces under the current circumstances, or that will be his end. Believe me!
Gen. Paulina Matip cannot be retired from his current position because that would be a violation of the Juba Declaration in Juba. Unless he volunteers o retire and recommends one of his loyal officers to take over his position.
Other wise Luka Biong’s ill-advices to Kiir will always backfire. Please, some of you guys up there, stop commenting like drunkard men. If there is going to be a retirement, it will not touch some of those well known generals whose grandfathers fought during British, Anya-nya I and II in addition to the recent war in 1980s and 90s.
I instead appreciate Gen. Salvatore Kiir for redeploying this active fighter, General Gatduel Gatluak to take over Unity state. This will stop Taban Deng from playing around with the army. Gen. Gatduel comes from the same county, Mayom County of Bul-Nuer with Gen. Paulino Matip.
And also General Charles Lam Chol is from Jikany Nuer and a very active officer. He was he deputy commander in Division One before he was transferred to the GHQrs. Now that he takes over Division 5 of Lakes state is a great change also.
Similarly there are other active officers commanding the other Divisions.
Salvatore should now step down from the army and hand it over to Gen. Paulino Matip Nhial. He should not listen to Luka Biong Deng who will only run away if things are messed up. He cannot even do any thing about Abyei.

It’s more likely than not that General Matip won’t take the idea of him retiring from the SPLA lightly.
Kiir should have sit down with him, and reassure him about his political future before deciding anything. personally I think he should be allowed to continue on his current position. But the president should have a right to force into retirement any member of the armed forces, otherwise, he/she will be asking for trouble (hence….military coupes).
But for the time being, keeping the peace until the referendum is paramount to anything in my view.

What law and order do you have in the north? or in Darfur? or in the east? political crisis and intimidation of opposition in Khartoum and centre? or in the occupation of Halayeeb? First of all there is no freedom for opposition in north Sudan, no freedom of press, frequent arrests of oppositions and killing of darfurians, you keep kissing Arabs ass but that will not make you get what you want, the world already know about north Sudan.
1-Omer bashir committed war crimes in Darfur, muslims massacring muslims in Darfur, you Arabs discriminate against black africans of Darfur even when they are muslims, war still in Darfur and central Sudan, where is the peace in the north, are you dreaming to make you feel better?
2-The president of north Sudan is the only serving president in the whole continent who has been charge with war crimes and genocide, he is wanted by ICC and is a fugitive of international justice, does that show a good image of the Arabs in north Sudan?
2-you are already int he US lists of Terrorists states,you sponsor bin ladin, you support LRA in terrorist rebels, you support al shabab in Somali and islamic rebels in ethiopia, i do not see north sudan coming off that lists very soon.
4-What oil does north sudan have, currently? let not talk about oil that north will have in the future, because everyone will have oil in the future, but currently north sudan depends 90 of its budget on oil which is 50% of oil from south sudan, everybody know Sudans oil is in the south, in uppernile and unity states the major oil producing states in Sudan, north sudan has no oil, when south sudan seperates we will see that big mouth of having oil in north sudan, the fact is north Sudan is dependent on south Sudans oil currently.
5- North is a dictatorial system, one party states run by NCP since 1989, everybody knows north Sudan is run by a dictator and an ICC war crimnal, there is no democracy in north sudan, the Hardline Islamic cultuure mixed with Hardline Arab culture does not allow for democratic and sercular systems of governance in north Sudan.
Until north Sudan change its culture of hardline islamic believe mixed with hardline Arabic culture, they will not move forward.
Bashir just claim he retired from the army, but is that true? many in Khartoum believe that was just a manuevor to get approval by the election commission, however many believe he is still a dictator.

Not at present. Mayardit should retire from the army in 2015 to take some rest and by that time every thing will be more clearer concerning southern sudan destiny . But for the present, he should not .There are a lot of Nyegates in the GoSS and in Khartoum having common interests.
