February 2, 2010 (KHARTOUM)- Sudan’s government of national unity has approved recruitment of 15,000 people from war ravaged region of South Sudan in accordance with power sharing protocol in the comprehensive agreement.
The National Civil Service Commission has revealed that there are about 15,000 vacancies for southern Sudanese within ministries in the Government of National Unity need to be filled urgently.
During press conference held in his office today in Khartoum, Professor Machar Kachuol, who heads the National Civil Service Commission in the government of national unity, said twenty percent quota stipulated in the Comprehensive Peace Agreement (CPA) has been allocated to Southern Sudan.
The twenty percent quota represents about 13 to 15 thousand job opportunities for south Sudan but government has having a concern of where will qualified people to fill these position going to be found in the south.
This has been the problem which contributed to the delay of the recruitment, he said adding that his commission had identified and sent 1000 applicants to some ministries.
Although processes for their placement have started, some of the departments in some ministries have shown reluctance to recruit; he said adding that he has personally talked to some of the head of departments to consider accepting and speedy recruitment of these people who have already been identified.
The Sudanese official said the Council of Ministers meeting held on January 6 had discussed the issue and resolved that all departments should recruit these people.
Resolutions from this meeting have been sent to all head of the ministries and departments; we are now waiting their response to this instruction so that these people are employed, he adds.
Machar also revealed that about 600 qualified southern Sudanese from 1000 applicants for jobs in the National Civil Service have not taken up their duties due to difficulties created by various departments in the different ministries.
We were supposed to announce the second recruitment phase but people from southern Sudan are hesitating, because majority say are tired of “come tomorrow”, he said.
However, he said this program should not be related to other programs that have failed in the past. People are committed and government is determined, he adds.
“I say this because of the past impression, when they heard that the President of the Republic had endorsed the first batch, people realized that the program was serious and they submitted applications before we could announce them. I have received about 2000 applications so far but I suspended the process because I want to see that the first 1000 applicants are recruited so we can review our statistics to see how many vacancies are left in each department. After that we can announce the second batch,” he said.
According to the twenty percent quota, southern Sudanese are supposed to be employed in twenty-eight federal ministries with the exception of the Ministry of Defense and the Interior Ministry. Southern Sudan has its own army and its own police force, in accordance to the CPA.

These people who undereline Southern Sudanese in term of qualification one, they are like a persist minds or even Dogs. At this time now, there are million people Southern Sudanese holding degress and looking for job, the only thing I don’t like in Southern Sudan is the corruption and the make things unbalance of racial on the employement otherwise, these 15000, jobs are not enough to fits million people in Southern Sudan.

what sort of education are north idiot talking. it so sad to hear ignorance NCP claiming that south sudan do not have qualified individuals to fill the 15000 jobs vacancies in federal governement.
let me assure NCP illiterates that we in south do not claim literacy as you guys does in the north. i personally know that most of people in north including bashir claim to be educated. but one thing that you people don’t understand is that, there is difference between speaking arabic and writing it.
i can accept the facts that most southerners do not write arabics but that doesn’t mean that they don’t write english.
so we in south have more than a million people who could fill all failed post in north including the presidentials seat.
so if NCP meant to say that southerners do not have enough arabic educated in the south, than you are right. but our english educated people in south are more than capable to fulfil not just those 15000 jobs vacancies but over million if they have them in federal goverment.
i for one is more educated than that low IQ killer bashir .
to all northern arabs wannabes and your NCP, let me tell assure you that non arabics educated are always better in performance and management than arabics educated. just put that in your low IQ minds.

Its not a suprise to me for having delay jobs in the north the fact is that these jobs are not in safe enviroment where an employer can enjoy working with fair treatment more blame goes to mr Kachuol Machar for having downplay our chances upto last hour with the intention of making unity attractive, it is too late to unite enough is enough.

The writer might be right because we southerns almost all learn in English Language. Sudan (Khartoum) official language is Arabic.
In the south we have plenty of English language elite hunting for jobs daily.

I wonder what kind of qualifications needed to get a job? It’s unfair to ask for qualifications while the country has just come out from one of the longest war in Africa. They should consider individuals by their ability to perform the task assigned to them. Lack of college education and high school certifcate,however, should not be an obstacles for citizens as long as they know how to read and write.

I think it too late, if this is done to make unity attractively. Dear southerner come back to south let us build our nation together to end the corruption, tribalism, nepotism and many other things. Come back home leave those Arab, Muslims and terrorise.
Let government of Southern Sudan also announce the vacancy position as budget was.
